Westmoreland County Airport Authority Westmoreland County Airport Authority Committee and Regularly Scheduled Meeting March 9, 2010 Arnold Palmer Regional Airport 1 Rostraver Airport Westmoreland County Airport Authority Committee Meeting Authority Vice Chairman Donald Rossi called the committee meeting to order at 8:35 a.m. Authority Administrative Assistant Dwayne Pickels reviewed 2010 AIP Part A grant submission. Projects and total costs at Arnold Palmer Regional Airport include: - Rehabilitation of Runway 5-23 crack sealing and markings, Phase I - $109,218 - Rehabilitate Parallel Taxiway crack sealing and markings Phase I - $40,526 - Upgrade MALSR Phase II (FAA reimbursable agreement) - $256,546 - Construct ARFF Building, Phase I (design) - $36,701 - Rehabilitate Access Road, Phase III - $43,506 - and Wildlife Assessment Phase I - $99,931. Projects at Rostraver Airport include: - Rehabilitation of Runway 8-26 crack sealing and markings - $32,370 - and Rehabilitation of Parallel Taxiway - $35,456. The 95% grant funding requests for these projects were submitted to the Federal Aviation Administration to comply with program deadlines. The authority will be asked to consider ratification of the submission at the regular meeting. Executive Director Gabe Monzo reviewed a joint submission with the Westmoreland County Department of Public Safety for a $900,000 Emergency Operations Center grant through the Federal Emergency Management Agency (FEMA). A $225,000 local match will be required for the project if the grant is awarded. The $1,125,000 facility, which has been proposed in several incarnations since 1985, would be located at Arnold Palmer Regional Airport and would serve as Unity Township’s primary EOC and as an alternate EOC for the county. Information and a diagram outlining the project is attached to these minutes. Word on receipt of the grant is anticipated later this year. Mr. Monzo also reported that maintenance staff at both airports have done an amazing job in dealing with several major snowstorms that struck the region over the past two months, dumping 27.5 inches of snow on Arnold Palmer Regional in January and 52.5 inches of snow in February. Authority members also commended and extended thanks to the maintenance staff at both airports, which include: Maintenance Supervisor Tom Stynchula, Moe Haas, Mike Umbaugh, Terry Stuck, Sean Phillips and Steve Malinak at Arnold Palmer Regional and Operations Supervisor Jim Gavatorta and Don Rechichar at Rostraver. Arnold Palmer Regional Airport 2 Rostraver Airport Westmoreland County Airport Authority Mr. Monzo also reported that, during funeral services for the late Congressman John Murtha, the U.S. Marines had requested the use of Arnold Palmer Regional Airport’s de-icing truck. Mr. Monzo read a letter of thanks from the Marines for the airport’s assistance in providing that equipment (copy attached). Mr. Ferrante recommended that the $35-per-month fee for tie-downs on the East Ramp be increased under the authority’s CPI rent escalation process, in keeping with other ground rent leases. A motion will be considered at the regular meeting. Edward Nasuti of Lee-Simpson Associates review plans for the AIP Part A projects in greater detail and reviewed the ongoing projects at Arnold Palmer Regional and Rostraver airports (a copy of his report is attached). Mr. Nasuti also reviewed a proposed change order and several bid openings, which will be considered for award at the regular meeting. Arnold Palmer Regional Airport 3 Rostraver Airport Westmoreland County Airport Authority Regular Meeting The Regularly Scheduled Meeting of the Westmoreland County Airport Authority was held Tuesday, March 9, 2010, at 9 a.m. at Arnold Palmer Regional Airport in Unity Township, Pennsylvania, in accordance with notice given. The February meeting had been cancelled due to adverse weather conditions. Authority Vice Chairman Donald Rossi led the Pledge of Allegiance, called the meeting to order and directed that the following members be recorded as present: Donald Rossi - Vice Chairman John Finfrock - Secretary Oland Canterna - Treasurer Anthony Ferrante Edward Kilkeary Sr. Also present were: Authority Executive Director Gabe Monzo; Attorney Donald Snyder of McDonald, Snyder & Lightcap, authority solicitor; Edward Nasuti of Lee-Simpson Associates, authority engineer; Donald “Doc” Giffin, representing Arnold Palmer; reporters Marie McCandless of the Latrobe Bulletin and AJ Panian of the Tribune-Review; pilot Valetta Mowry; and authority administrative staff Linda Brasile, Lorraine Polinsky and Dwayne Pickels. Approval of Minutes Upon the motion of Mr. Ferrante, seconded by Mr. Canterna, minutes from the January 12, 2010, committee and regular meetings were unanimously approved. Public Comments – None Arnold Palmer Regional Airport Treasurer’s Report by Mr. Canterna Mr. Canterna reviewed financial statements, expenses disbursed and accounts payable for January and February, 2010, for Arnold Palmer Regional Airport. Upon the motion of Mr. Ferrante, seconded by Mr. Finfrock, financial statements, expenses disbursed and accounts payable for January and February, 2010, for Arnold Palmer Regional Airport were unanimously approved (copies attached). Rostraver Airport Treasurer’s Report by Mr. Canterna Mr. Canterna reviewed financial statement, expenses disbursed and accounts payable for January and February, 2010, for Rostraver Airport. Arnold Palmer Regional Airport 4 Rostraver Airport Westmoreland County Airport Authority Upon the motion of Mr. Ferrante, seconded by Mr. Finfrock, financial statements, expenses disbursed and accounts payable for January and February, 2010, for Rostraver Airport were unanimously approved (copies attached). Chairman’s Report – Ms. Drake was unable to attend the meeting. Committee Reports Mr. Ferrante reported that a meeting was held to plan the FAA Wings Weekend event at Arnold Palmer Regional Airport in September. Mr. Ferrante was elected president of the event committee, along with other officers, he reported. The committee’s next meeting will be held Apr. 8, 2010. The safety training event is tentatively scheduled for Sept. 17, 18 and 19, 2010. Engineer’s Report by Edward Nasuti Mr. Nasuti recommended that the authority ratify airport management’s submission to the FAA AIP Part A for 95% grant funding for 2010 projects at Arnold Palmer Regional Airport, which were reviewed during the committee meeting, totaling $557,110 (total project costs - $586,431). Upon the motion of Mr. Ferrante, seconded by Mr. Finfrock, the authority unanimously ratified the AIP Part A grant application submission to FAA for Arnold Palmer Regional in the amount of $557,110. The engineer recommended that the authority ratify airport management’s submission to the FAA AIP Part A for grant funding for projects at Rostraver Airport, as reviewed during the committee meeting, totaling $64,434 (total project costs - $67,825). Upon the motion of Mr. Ferrante, seconded by Mr. Finfrock, the authority unanimously ratified the AIP Part A grant application submission to FAA for Rostraver Airport, in the amount of $64,434. Mr. Nasuti recommended that the authority approve Change Order No. 1 for the Sanitary Sewage Line project at Arnold Palmer Regional for remobilizing and grouting 10 laterals in the amount of $10,856.02. Upon the motion of Mr. Canterna, seconded by Mr. Finfrock, Change Order No. 1 for the Sanitary Sewage Line project at Arnold Palmer Regional Airport was unanimously approved in the amount of $10,856.02. Arnold Palmer Regional Airport 5 Rostraver Airport Westmoreland County Airport Authority Mr. Nasuti recommended that the authority award the contract for demolition of the office portion of the former Latrobe Aviation hangar to the low bidder for the project, Korniak Excavating of Sewickley, Pa., in the amount of $24,500. Upon the motion Mr. Canterna, seconded by Mr. Finfrock, the contract for demolition of the office portion of the former Latrobe Aviation hangar was unanimously awarded to Korniak Excavating of Sewickley, Pa., in the amount of $24,500. Mr. Nasuti recommended that the authority award the contract for Rehabilitation of Runway 5-23 and Parallel Taxiway at Arnold Palmer Regional Airport to the low bidder for the project, Axtell’s Inc. of Jermyn, Pa., in the amount of $114,945.25. Upon the motion of Mr. Finfrock, seconded by Mr. Canterna, the contract for Rehabilitation of Runway 5-23 and Parallel Taxiway was unanimously awarded to Axtell’s Inc. of Jermyn, Pa., in the amount of $114,945.25. Mr. Nasuti recommended tha the authority award the contract for Rehabilitation of Runway 8-26 and Parallel Taxiway at Rostraver Airport to the low bidder for the project, Axtell’s Inc. of Jermyn, Pa., in the amount of $43,323. Upon the motion of Mr. Ferrante, seconded by Mr. Finfrock, the contract for Rehabilitation of Runway 8-26 and Parallel Taxiway at Rostraver Airport was unanimously awarded to Axtell’s Inc. of Jermyn, Pa., in the amount of $43,323. Mr. Nasuti noted that both contract awards were contingent upon receipt of FAA grant funding. Requisitions by Mr. Pickels Mr. Pickels reviewed the requisitions for February and March, 2010.
