The proclamation of the Republic of Indonesia by Sukarno and Hatta on 17 August 1945 ushered in a confusing and complicated period of anticolonial struggle, civil war, military action by the Dutch and negotiations between the parties that ultimately led to the transfer of sovereignty to the Republic on 27 December 1949. The documents now being made available from the National Archives allow the study of this conflict in all its aspects and include many secret intelligence reports, captured Republican papers, political memoranda and many others. The collection has been completely inventoried by archivists of the National Archives. This collection forms the first part in a new series of micropublications on the end of Dutch colonialism in Asia being planned in cooperation with the National Archives in The Hague. In consultation with archivists at the National Archives the first collection of documents chosen for micropublication are from the Secret Archive of the General Secretariat of the Netherlands Indies Government and the Cabinet of the GovernorGeneral (in Dutch: Geheim archief van de Algemene Secretarie en van het kabinet van de gouverneurgeneraal). The General Secretariat was the administrative apparatus that assisted the Governorgeneral in his task from 1816 until its dissolution in 1950. Its archives, formed in Indonesia, contain a virtually complete account of the political activities and statecraft of the Netherlands Indies Government. The secret archives of the Algemene Secretarie were brought to the Netherlands after Indonesian independence and are now in the National Archives. The public part of its archive was transferred to the Republic of Indonesia and is housed in the Arsip Nasional in Jakarta. The documents reproduced here concern the "Political conflict with the republic of Indonesia" from the end of the Second World War until the transfer of sovereignty at the end of 1949.They trace the development of events in great detail. The introduction in Dutch below gives more information on the Algemene Secretarie, the cabinet of the Governorgeneral, the situation in Indonesia in the period 19451949 and the archive itself. The inventory that follows here was compiled by M.G.H.A. de Graaff and A.M. Tempelaars of the then Algemeen Rijksarchief (now Nationaal Archief) in The Hague and published by the archives in 1990 in volume II of Inventaris van het archief van de Algemene Secretarie van de Nederlands indische regering en de daarbij gedeponeerde archieven, 19421950 (The Hague, 1990, pp.279332) The micropublication reproduces section C, "Politiek Konflikt met de republiek", (inventory numbers 25162986) in its entirety. Minor editorial changes to the layout of the inventory and the addition of the microfiche numbers to make a concordance have been made by the Publishers. The complete inventory of the entire archive of the Algemene Secretarie in four volumes is available for purchase from the National Archives of the Netherlands at the address below. Note on the microfiches The microfiches were made by Moran Micropublications by reformatting 35 mm microfilms supplied by the National Archives. The microfiches are numbered consecutively from 1 to 1,296. In addition there are 48 supplementary microfiches made to include material left out of the original production by mistake. These are designated: 899AI, 946AE, 952AN, and 967AT. The fiche headers give the inventory numbers contained on that fiche. There is a row break between inventory numbers. The original documents themselves and the input microfilms were at times of poor or uneven quality with considerable variations in the lightness or darkness of the text that affect legibility. Tempelaars De Algemene Secretarie Het administratief apparaat, dat de gouverneurgeneraal terzijde stond en waar alle lijnen van het bestuur bijeen kwamen, was de Algemene Secretarie, die als zodanig vanaf 1816 tot 1950 fungeerde, zij het met een korte onderbreking gedurende de Tweede Wereldoorlog. De Algemene Secretarie, die voordien in Buitenzorg huisde, was na de terugkomst van de Indische regering in oktober 1945 tot haar opheffing in Batavia gevestigd. In de regeringsreglementen vanaf 1818 is nimmer een artikel opgenomen omtrent samenstelling, inrichting en bevoegdheden van de Algemene Secretarie. Slechts door de vermelding van de secretarissen in diverse artikelen werd zijdelings naar het bestaan van een secretarie verwezen. Door de omstandigheid, dat de gouverneurgeneraal de volle verantwoordelijkheid voor het beleid in NederlandsIndië droeg, werd de omvang van de taak van de Algemene Secretarie bepaald door de omvang van de taak van de gouverneurgeneraal in de staatsinrichting. Deze constructie zorgde voor een zeer grote centralisatie van het Indisch bestuur. De Algemene Secretarie vormde een afspiegeling van de Indische administratie en ieder besluit van enige importantie kwam pas tot stand na examinatie door de gouvernementssecretarissen en commiezenredacteurs van de Algemene Secretarie. Hierdoor vormde zich een tussenlaag tussen de departementshoofden en de gouverneurgeneraal, die grote invloed kon uitoefenen op het regeringsbeleid. In de naoorlogse situatie kwam de Raad van Departementshoofden als formeel medewetgevend orgaan dichter bij de gouverneurgeneraal te staan, hoewel in de praktijk de groep adviseurs, die Van Mook om zich verenigde, een zeer belangrijke rol ging spelen.
