We commemorate Mustafa Kemal Atatürk who entrusted the sovereignty with the nation and this special day to us. 23 Nisan 1920’de, yani Türkiye Büyük Millet Meclisi açıldığında, egemenliğin bir kişiye yahut bir zümreye değil, millete ait olduğu anlaşıl- mıştı ama rejimin adı resmen konulmamıştı. TBMM’nin açılışı, saltanatın bittiğine ve Osmanlı İmparatorluğu’nun devamı niteliğinde olmayan bağımsız bir devletin varlığına işaretti ama bu yeni devletin ne adı ne de başkanı belirlenmişti. İşte Mustafa Kemal, o günlerde bu duruma bir son vermek, yeni ülkenin adını belirleyip, yöne- tim sistemini açıklamak için çalışmalara başladı. 28-29 Ekim günlerinde gerekli Anayasa değişikli- ğini hazırlayıp meclis gündemine sundu. 29 Ekim 1923 günü, saat 20.30’da TBMM’nin değişikliği kabul etmesiyle Cumhuriyet de ilan edilmiş oldu. Cumhuriyet’in ilanından sonra Cumhurbaşkanlığı seçimi yapıldı ve Mustafa Kemal Paşa, Cumhur- başkanı seçildi. Mustafa Kemal, Başbakan olarak da İsmet İnönü’yü seçti. It examines the relationship between ethics, politics and power by discussing how Kurdish issues have been shaped by the political landscape of the twenty- first century. It opens up a dialogue on the contested meaning and shape of human rights, and enables a new avenue to think about foreign policy, ethically and politically. It bridges political theory with practice and reveals policy implications for the Middle East as a region. Using the approach of a qualitative, exploratory multiple-case study based on discourse analysis, several Kurdish issues are examined within the context of democratization, minority rights and the politics of exclusion. Data was collected through semi-structured interviews, archival research and participant observation. Data analysis was carried out based on the theoretical framework of critical theory and discourse analysis. Further, a discourse-interpretive paradigm underpins this research based on open coding. Such a method allows this study to combine individual narratives within their particular socio-political, economic and historical setting.

Summary: Species composition and abundance of octocoral assemblages were investigated in the Sea of Marmara, which forms the connection between the Mediterranean and the Black Seas, two semi-enclosed seas with peculiar oceanographic conditions. Fourteen octocoral species were collected in the saline layer of the Marmara Sea (20-40 m), with a mean coral abundance of 5.21±5.11 colonies m–2 (mean ± SD) calculated from a total of 1390 colonies counted in transects. In spite of severe anthropogenic disturbances, dense assemblages of corals/gorgonians were observed during this study. The coral- ligenous communities—one of the most valuable structures of the Mediterranean Sea—harbored either Eunicella cavolini or Paramuricea macrospina as the dominant gorgonian in the Marmara Sea. Furthermore, the gorgonian assemblages of the Marmara Sea differed from those of the Mediterranean in their high abundance of P. macrospina and Spinimuricea klavereni, two species rarely encountered in the Mediterranean Sea at the studied depth range. The factors behind the observed differ- ences are discussed in regard to the particular oceanographic conditions of the Marmara Sea. Finally, we revised the main threats to corals/gorgonians in the Marmara Sea and provided some insights on management recommendations for coral conservation in this area.

The sector has improved significantly in line with the historical reforms have taken place until this very day and proved its efficient and respectable position. As of today, Turkish merchant fleet has shown great development and is diversified in terms of vessel type, tonnage and fleet volume. Transportation capacity of Turkish maritime sector holds the 15th place with 29.3 million DWT in the list of countries controlling the largest fleet of the world (1000 GT and over). As for luxury yacht building sector, Turkey sits at 3rd place while the yearly production capacity of our shipyards have reached to 4.51 million DWT. Our Chamber has been active in carrying out activities before relevant domestic and foreign Institutions and Organizations in order to perform its policies which are constituted with the purpose of increasing the contribution of maritime sector to the national economy and ensuring its competitiveness with the rest of the world. Our ultimate objective is to ensure shipping industry to be considered under “National Government Policy”. The Maritime Sector Report has been prepared as a result of an intense study in order to include the development of the maritime sector in Turkey as well as the world and to examine the circumstances of the maritime sector as of 2019 with its various aspects. During the preparation process of the report, our aim has been to examine, neutrally, the circumstances of maritime sector in Turkey and the world in 2019 and to constitute the report on the basis of scientific data.

National Symposium On The Aegean Islands, 2-3 July 2004, Gökçeada - Çanakkale OPENING SPEECH Ali KURUMAHMUT Prime Ministry of Navigation Counsellorship Marine Transportation General Manager The Aegean Sea lies between the Turkish and the Greek main lands, as well as between the Morea peninsular and the southwestern edges of the Anatolian coasts, with the extension of the islands of Çuha, Küçük Çuha, Girit, Kaşot, Kerpe and Rodos that constitute its outer natural boundaries. In terms of the geographical structure, the Aegean, a semi-closed sea, has geological and geo-morphological characteristics peculiar to itself: it has about 1800 islands, islets and rocks of various sorts, as well as a number of geographical formations, scattered al over the Sea. There is little wonder that all these characteristics make the Aegean Sea a special one. The Aegean dispute between Greece and Turkey has been complicated for a number of reasons: for instance, there are many islands in the Aegean that Turkey ceded to Greece through international treaties. And these islands lying in the natural extension of the Turkish mainland surround Anatolia from north to the south. But Athens makes claims of sovereignty over many islands, islets, and rocks though Ankara never ceded any of them to Greece officially. The most obvious and famous case would be the Kardak rocks crisis that erupted between Turkey and Greece at the beginning of 1996. These complications make the Aegean a sea that is of special importance among the seas of the world. It is possible to divide the Aegean Islands into five categories in terms of their geographical locations, geological and geo-morphological characteristics, the historical perspectives of the sovereign powers to which they belonged, the manner in which the sovereignty over them was determined through international treaties, as well as their importance for geo-political and strategic purposes.
