Annual Summary of Korean Notices to Mariners 2013 ANNUAL SUMMARY OF KOREAN NOTICES TO MARINERS KOREA HYDROGRAPHIC AND OCEANOGRAPHIC ADMINISTRATION MINISTRY OF OCEANS AND FISHERIES REPUBLIC OF KOREA FOREWORD The sea has been considered as a rich repository of natural resources, representing infinite future for the humanity. It has an inseparable link to the development and prosperity of a nation. With the recent increase in the quantity of goods transported by sea, the size and speed of vessels have been increasing, which results in a growing number of marine accidents. The 「2013 Annual Summary of Korean Notices to Mariners」 has been published in accordance with the recommendations of the International Hydrographic Organization (IHO) and the long-term development plan of KHOA to contribute to the safety of navigation. The 「2013 Annual Summary of Korean Notices to Mariners」 is the summary of weekly Korean notices to mariners issued in 2013. It also contains useful information such as “Chart of Firing and Bombing Exercise Areas in the Coast of Korea”, and “World Wide Navigational Warning Service (WWNWS).” This Annual Summary is published every year, and it is distributed to the NTM users free of charge. KHOA hopes that this Annual Summary can be used as a guide for safe navigation by all seafarers.     DEFENSE WHITE PAPER Message from the Minister of National Defense The year 2010 marked the 60th anniversary of the outbreak of the Korean War. Since the end of the war, the Republic of Korea has made such great strides and its economy now ranks among the 10-plus largest economies in the world. Out of the ashes of the war, it has risen from an aid recipient to a donor nation. Korea’s economic miracle rests on the strength and commitment of the ROK military. However, the threat of war and persistent security concerns remain undiminished on the Korean Peninsula. North Korea is threatening peace with its recent surprise attack against the ROK Ship CheonanDQGLWV¿ULQJRIDUWLOOHU\DW<HRQS\HRQJ Island. The series of illegitimate armed provocations by the North have left a fragile peace on the Korean Peninsula. Transnational and non-military threats coupled with potential conflicts among Northeast Asian countries add another element that further jeopardizes the Korean Peninsula’s security. To handle security threats, the ROK military has instituted its Defense Vision to foster an ‘Advanced Elite Military,’ which will realize the said Vision. As part of the efforts, the ROK military complemented the Defense Reform Basic Plan and has UHYDPSHGLWVZHDSRQSURFXUHPHQWDQGDFTXLVLWLRQV\VWHP,QDGGLWLRQLWKDVUHYDPSHGWKHHGXFDWLRQDOV\VWHPIRURI¿FHUVZKLOH strengthening the current training system by extending the basic training period and by taking other measures. The military has also endeavored to invigorate the defense industry as an exporter so the defense economy may develop as a new growth engine for the entire Korean economy. To reduce any possible inconveniences that Koreans may experience, the military has reformed its defense rules and regulations to ease the standards necessary to designate a Military Installation Protection Zone.

Vessels navigating in Korean waters often come into contact with fishing nets, seaweed farms or other floating aquaculture facility resulting in damage to the fishing gears and facilities. Upon noticing an incident, the owner of the damaged gear or facility (“the fisherman” hereinafter) will contact the Korea Coast Guard, who will launch an immediate investigation and establish whether the vessel involved came into contact with the facility due to negligence or intentional act. The fisherman will then pursue a claim for his financial loss against the Owners of the vessel. The following is the brief summary of the characteristics of commercial fishing activities in Korea, which we hope would be of assistance to the Clubs and the Members. CHAPTER 1. Like most of the world’s coastlines, the Korean Peninsula experienced higher-than-present sea levels during the Last Interglacial (LIG), otherwise known as Marine Isotope Stage (MIS) 5e. However, the expression of that highstand in the geologic recordsea levels differs across the eastern and western Korean Peninsula. The tectonically active east coast of the Korean Peninsula is characterized by broad uplifted marine terraces, while the stable west coast is characterized by tidal flats and rias. In this study, we used a standardized database template to review and extract the existing constraints on LIG sea levels along both the east and west coasts of the Korean Peninsula. A total of 62 LIG constraining data points were compiled, including 34 sea-level indicators, 22 marine limiting records, and 6 terrestrial limiting records. The ages from these data points are based on 61 optically stimulated luminescence (OSL) measurements and 1 paleomagnetic-based age.
