Respectfully Submitted By: Representative Max Montana Louisa County High School on Tue Mar 23 2021 16:57:46 GMT-0400 (Eastern Daylight Time) VHSL Student Congress Legislation 2020-21 Page 4 of 22 Docket A: Domestic Resolution 2005 A Resolution to Improve the Pathway for Prisoners to Access College Education Be it resolved, Line 01: WHEREAS, The barriers to prisoners accessing educational Line 02: programs limits our efforts in lowering recidivism rates; and Line 03: WHEREAS, A safer society would be created with a substantial Line 04: improvement in prison educational programs, as there is a Line 05: significant disparity between the educational levels of prisoners and Line 06: that of the general populace; and Line 07: WHEREAS, The Vera Institute of Justice reported that only 35 percent Line 08: of state prisons provide college-level courses, and these programs only Line 09: serve 6 percent of incarcerated individuals nationwide; and Line 10: WHEREAS, Shrinking the gap will benefit society by giving more people Line 11: a second chance; now, therefore, be it Line 12: RESOLVED, That the Congress here assembled make the following Line 13: recommendation to improve the systems in place to expand college Line 14: educational programs into prisons. Respectfully Submitted By: Representative Imani Frederick Louisa County High School on Tue Mar 23 2021 17:04:24 GMT-0400 (Eastern Daylight Time) VHSL Student Congress Legislation 2020-21 Page 5 of 22 Docket A: Virginia Resolution 2425 A Resolution to Improve the Parole Board of Virginia to Decrease Post-Release Recidivism Be it resolved, Line 01: WHEREAS, The current system of pre-release from Virginia Line 02: prisons allows for a one in four rate of repeat offense with a Line 03: sixty to forty majority in favor of a major felony. Line 04: WHEREAS, The establishment of the Virginia Post Parole Line 05: Committee focused on a five year study with the focus on drafting Line 06: improvement a long term solution for fixing the parole board. The Line 07: committee would work hand in hand with the Council of Parol Advisors Line 08: WHEREAS, While the ongoing study begins the Virginia Department Line 09: of Corrections hereby further referred to as the VDOC will begin Line 10: recruitment, education, and managing an increase of staff to allow for Line 11: five prisoners per officer, and five officers to one managing officer, and Line 12: ten managing officers to one regional officer, and five regional officers Line 13: report to a Council of Parole Advisor. The Council of Parole Advisors Line 14: would be infinitely large. Line 15: RESOLVED, That the congress here assembled will restructure the Line 16: system of Parole. Line 07: Article II: Many countries alike Malaysia that are islands or Line 08: peninsulas will be the first to sink due to the climate crisis. Line 09: Even though Malaysia is not included in this list, it is Line 10: important to note that there are 30+ countries included in Line 11: the group called the Small Island Developing States Line 12: (S.I.D.S) that, alike Malaysia, have distinct biodiversity. Line 13: This list includes, but is not limited to: Line 14: Solomon Islands Line 15: The Maldives Line 16: Marshall Islands Line 18: Article III: This enforcement of this bill will be overseen Line 19: by the Environmental Protection Agency. Line 21: Article IV. This bill will be placed in effect no later than Line 22: 104 weeks after the passage of this bill. Line 24: Article V. All laws and legislation that conflict with this Line 25: bill are hereby declared null and void. Line 05: ARTICLE II: Line 06: a. Curriculum will be set to have inmates first graduate Line 07: high school if need be. Otherwise, opportunities for Line 08: technical education and work skills will be provided Line 09: for a specific career. Line 10: b. Workplace education will be focused on specific Line 11: careers, in order to gear inmates towards successful Line 12: careers, which will aid in rehabilitation. Line 13: c. Budget will be set aside to pay for quality textbooks Line 14: and resources for new inmate students. Funding shall Line 15: also be set aside to pay for teachers and tutors. Line 17: ARTICLE III: This legislation will be supervised by the Line 18: Bureau of Justice and the U.S. Department of Education. Line 20: ARTICLE IV: This Legislation will be effective within 13 Line 21: weeks of this bill’s passage. Line 23: ARTICLE V: All laws in conflict with this legislation will Line 24: hereby be declared null and void. That Line 02: is 3 million Americans as of 2021. In response, minimum Line 03: wage should be raised to $15.00/hour in all 50 states in Line 04: order to promote financial stability throughout the country. Line 06: Article II: Minimum wage is defined as “the lowest wage Line 07: permitted by law or by a special agreement (such as one Lind 08: with a labor union).” Whereas poverty is defined as “the Line 09: state of being extremely poor.” Line 10: Minimum wage levels are currently too low to support a Line 11: family without severely limiting budgets.
