The exterior, rather than looking like a building, is reminiscent of the ancient architecture of the pyramids or the bastions of the old walls and fortresses that surround the city. Its immense terraces, which are accessed by monumental staircases, combine concrete borders and walls imitating large carved stone blocks. The absence of compositional elements to indicate the scale of the building accentuates its massive and infrastructural appearance. The urban expanse of the complex, almost half a kilometer in length, shapes a public space – linear and elevated – that connects the perimeter of the historic city with the sea. It ends directly on the water, at a series of wharves for yachts and cruise ships, and a privileged overlook to watch sailing races.

    TALLINNA LINNAVALITSUSE UUE ADMINISTRATIIVHOONE ARHITEKTUURIVÕISTLUSE VÕISTLUSÜLESANNE Tallinn 2008 1.1 Arhitektuurivõistluse eesmärk. 1.2 Arhitektuurivõistluse eesmärk on saada parim arhitektuurne ja linnaruumiline lahendus Tallinna Linnavalitsuse ja Tallinna Linnavolikogu struktuuriüksuseid koondavale kaasaegsele hoonekompleksile. 1.3 Arhitektuurivõistluse võidutöö saab aluseks Tallinna Linnavalitsuse uue hoone ja lähiümbruse detailplaneeringule ja ehitusprojektile. 1.4 Uue hoonekompleksi kontseptsioon 1.5 Praegune Tallinna Linnavalituse ja Tallinna Linnavolikogu struktuuriüksuste olukord. 1.5.1 Tallinna Linnavalitsuse ja Tallinna Linnavolikogu struktuur on praegu hajutatud 11 hoone peale, see raskendab Tallinna linnavalitsuse toimimist ühtse organisatsioonina. 1.6 Uue hoone ehitamise eesmärk. 1.6.1 Uus hoonekompleksi eesmärgiks on tugevdada linnakodanike ja linnaametnike vahelist sidet ja muuta kogu linnavalitsuse struktuuriüksuste pakutav teenustepakett kodanikule lihtsalt kättesaadavaks. 1.6.2 Uus hoonekompleks aitab hoida kokku Tallinna linna juhtimise halduskulusid. 1.6.3 Uus hoonekompleks peab läbi hästiorganiseeritud ruumi (söögikoht, poolavalikud puhkealad, samuti hoone ümbruse linnaruumi kujundus) tugevdama linnaametnike omavahelist sidet (sõltumata ametiastmetest) ja soodustama infovahetust. 1.7 Kokkuvõte institutsiooni kujunemise ajaloost: 1.7.1 Tallinna raad Tallinna linnaomavalitsuse ehk rae tekkeaeg ei ole täpselt dateeritav.
