.......................................................................23 1 1 Detailplaneeringu eskiisi koostamise alus ja eesmärgid Planeeringu koostamise aluseks on Tallinna Linna Ehitusmäärus, pikaajaline strateegia “Tallinn 2025” http://tsapa.ekk.ee/?id=19 ja Paljassaare ja Russalka vahelise ala üldplaneering (edaspidi üldplaneering) http://tsapa.ekk.ee/?id=120 . Planeeringu eskiisi koostamiseks moodustati ühine töögrupp TLPA linnaplaneerijatest ja suuremate maaomanike esindajatest. Töö käigus lepiti kokku ja täpsustati ühist eesmärki “linna avamine merele”, mis tähendab multifunktsionaalse linnaosa planeerimist ja ehitamist sadama-alale. Planeeritaval alal peab olema piisavalt elu- ja töökohti ning äri- ja puhkamisvõimalusi. Planeerimise ja arendamise käigus peab tekkima atraktiivseid ehitisi ning rajatisi nii kohalikule elanikule kui ka turistile. Planeeritav ala hõlmab esimeses etapis linnahalli ja loodemuuli ning nende vahelist ala, mida täpsustatakse (laiendatakse või vähendatakse) töö käigus (vt töögrupi protokoll 01.03.2005). Tervikuna on ala suuruseks ~45 ha, millest täna pool on hoonestamata ja kasutuseta. Planeeringu eskiisiga täpsustatakse üldplaneeringut ning antakse lähtetingimused detailplaneeringute koostamiseks. Planeeringu eskiisi olulisemateks eesmärkideks on: ° Määrata alad mida saab autonoomselt planeerida ja menetleda. Hoonestamata aladele kehtestada ka tingimused heade detailplaneeringute ja arhitektuuri saavutamiseks (kvaliteedi programm/standard) ° Analüüsida ja määrata maa-alade üldised kasutusfunktsioonid ° Määrata põhimõtteline teede-, liiklus- ja parkimisskeem koos olulisemate lähteandmetega täpsete lahenduste väljatöötamiseks ° Analüüsida ja leida perspektiivsed hoonestusalad, kasutusfunktsioonid, täisehitatuse protsendid ja perspektiivsed ehitusmahud ° Täpsustada üldplaneeringuga ettenähtud promenaadi, rohekoridoride, puiesteede ja haljastuse põhimõtteid ° Analüüsida olulisemaid vaateid ja kõrgusi ning täpsustada kõrguse piiranguid ja anda perspektiivsete hoonestusalade maksimaalsed kõrgused ° Näidata ära olemasolevad tehnovõrgud ja perspektiivne lahendus ° Prognoosida perspektiivsete elu- ja töökohtade arvu ning reisi- ja kaubavoogude mahtu. Kuna tegemist on pindalaliselt suure ja väga olulise nn “linna mereväravate” alaga, kus on ka väga intensiivne sadamaliiklus, siis käesolev planeeringu eskiis on olulisemalt suurema üldistatuse astmega. Oluline põhimõte on see, et üldine eskiis ja planeeringute olulisemad põhimõtted koostatakse tervele alale korraga, aga täpsed detailplaneeringuid koos arhitektuurikonkurssidega tehakse väiksematele aladele. Sellega tagatakse head ja teostatavad detailplaneeringud ning kvaliteetne arhitektuur. Planeeritav ala on ca 45 hektarit ja olulisemad objektid on sadama funktsioone täitvad hooned ja rajatised (A, B ja C terminaal, reisijategaleriid) ning Linnahall. Suurem osa alast on kasutuseta ja korrastamata. 3.1 Sadamahooned, -rajatised, veo- ja reisijate mahud Planeeringualale jäävad A, B ja C terminalid kokku ca 10 000 m2 brutopinnaga ja ca 180 töökohaga.

Pilots in Mo. crash went on a joy ride WASHINGTON — Federal crash investigators Tuesday blamed a pair of joking pilots who flouted safety rules for a 2004 crash in Missouri that highlighted shortcomings in training and safety oversight at regional airlines. Jesse Rhodes, 31, and co-pilot Peter Cesarz, 23, died when Pinnacle Airlines Flight 3701 crashed 2½ miles short of an airport in Jefferson City, Mo., on Oct. 14, 2004, after losing power in both engines. The exterior, rather than looking like a building, is reminiscent of the ancient architecture of the pyramids or the bastions of the old walls and fortresses that surround the city. Its immense terraces, which are accessed by monumental staircases, combine concrete borders and walls imitating large carved stone blocks. The absence of compositional elements to indicate the scale of the building accentuates its massive and infrastructural appearance. The urban expanse of the complex, almost half a kilometer in length, shapes a public space – linear and elevated – that connects the perimeter of the historic city with the sea. It ends directly on the water, at a series of wharves for yachts and cruise ships, and a privileged overlook to watch sailing races.
