Allbiosfortheweb.28062013.Pdf CONFERENCE SPEAKERS Davud Kavranoğlu, Deputy Minister, Ministry of Science Industry and Technology Dr Kavranoğlu was born in Rize and completed his secondary and high school education in Istanbul, Suadiye High School. In 1984, he graduated as the second best performing student of the Faculty of Electrical-Electronics Engineering, Department of Electronics and Telecommunications Engineering at Technical University of Istanbul. In 1986, Dr Kavranoğlu was awarded with a Master of Science Degree and later, in 1989, with a PhD Degree from the Department of Electrical Engineering at California Institute of Technology (Caltech, Pasadena, CA). Following the completion of his PhD in 1989, he joined King Fahd University of Petroleum and Minerals as an Assistant Professor. In 1993 Dr Kavranoğlu took up the position of Associate Professor. Between 2006-2007, he was a lecturer as an Associate Professor in İstanbul Commerce University. He was awarded with the title of Professor in Yalova University, Department of Computer Engineering in August, 2009. Prof. Kavranoğlu has published many academic papers and other publications. Between 1997 – 2009, Professor Davut Kavranoğlu was the founder and manager of companies involved in technology development for mobile and satellite communication, GPS and Internet technologies. Margaret Jack OBE, British Council Director Turkey Margaret started her international career with Voluntary Service Overseas in Sri Lanka before joining the British Council in 1979. She was appointed British Council Country Director for Turkey in August 2011 and is on the UK Board of British Council Trading, the commercial arm of the British Council. Margaret previously held a range of appointments in the British Council including Country Director for Ukraine, Indonesia and Azerbaijan. Margaret first worked in Turkey from 1979-85 where she met her Turkish husband. Margaret was educated in Edinburgh, Scotland and holds an MA from the University of Glasgow, a postgraduate Diploma from the University of Wales and an MSc from Cass Business School, London. She was awarded an OBE medal by Her Majesty The Queen in January 2011 for services to international cultural relations. Prof. Dr. Gökhan Çetinsaya, President of Turkish Council of Higher Education Gökhan Çetinsaya was born in 1964 in Istanbul. He graduated from the Faculty of Political Science at Ankara University in 1985 and completed his Master’s degree in the same faculty in 1988. He received his PhD from the Department of Middle Eastern Studies at University of Manchester (1994). He served as research associate (1986-1994), assistant professor (1995-1999) and associate professor (1999-2002) in the Department of Public Administration at Hacettepe University. He worked in the Department of Humanities and Social Sciences at Istanbul Technical University (2002-2008). He became professor in 2005. He served as Member of the Board in the Department of Economics and Administrative Sciences at Hacettepe University (2000-2001), as Head of Department of Humanities and Social Sciences at Istanbul Technical University (2002-2005), as Member of the Board and Member of the Council at Faculty of Arts and Sciences at Istanbul Technical University (2003-2005) and as Head of various departments in the Institute of Social Sciences at Istanbul Technical University (2003-2005). He worked as visiting scholar/professor at University of London (2001), Free University of Berlin (2004) and Woodrow Wilson International Center for Scholars (Washington DC, 2007-2008). Çetinsaya has performed as Chancellor of Istanbul Şehir University between 2008 and 2011. He was appointed as the President of the Council of Higher Education in December, 2011. Prof Yucel Altunbasak, President Scientific and Technological Research Council (TÜBİTAK) Prof. Dr. Yücel Altunbaşak was appointed to the presidency of TÜBİTAK in 2011. Previously, he served as President of TOBB University of Economics and Technology in Turkey between 2009 and 2011. Prof Altunbaşak graduated from the Department of Electrical and Electronics Engineering at Bilkent University, Ankara. Following that, he received his MS and PhD degrees from the Department of Electrical and Computer Engineering at the University of Rochester, New York. In 1996, while employed at Hewlett-Packard's Palo Alto Laboratories in Silicon Valley, California, as a research engineer, he was appointed as a consultant assistant professor at Stanford University. After three years in Silicon Valley, he returned to academic life as associate professor at the Georgia Institute of Technology (GATECH), Department of Electrical and Computer Engineering in 1999. While working at GATECH for 10 years, he worked closely in collaboration with industry. He successfully prototyped a licensed MPEG image processing device for a satellite and cable TV company. He initiated and was the driving force behind an image processing technology called ‘Pixellence’, which received the Special Jury Award of the Turkish Industry and Business Association, while working as a senior advisor to the company Vestel. Ergün has known for his works on Digital Signal Processing at international platforms. Professor Mehmet Karaca, Rector ITU Graduate of the Faculty of Liberal Arts, Department of Meteorology Engineering of ITU, Karaca gained his Certified Engineer status in 1981 from the same department. Prof. Karaca then moved on to obtain his master and doctorate degree from the University of California, Los Angeles (UCLA). Karaca is no stranger to the administration of ITU as he has held many academic and administrative positions throughout his career. He became an Assistant Professor in 1992 at the Department of Geology Engineering, and held the post of Vice Dean at the Graduate School of Science Engineering and Technology during 1993-1996. Karaca obtained a Disaster Management certificate given by FEMA-USA, as a result of the alliance following the 1999 Kocaeli earthquake. During 2001-2007 he was a member of the execution committee for Tubitak-Çaydağ. Positions held by Prof. Karaca also include the post of Dean at the Graduate School of Science Engineering and Technology during 2002-2004 and Vice Rector of ITU between the years of 2008-2010, co-founder Rector for ITU-KKTC, various consultancies, board memberships, academic consultant for National Geographic-Turkey and member of the commission for the Elginkan Foundation Science and Technology award. Prof. Karaca’s research interests are atmospheric and oceanic modeling; climate change, paleooceanography, paleoclimatology, disaster management and air quality modeling. Scientific research on these areas appears in over 30 international and national journals in addition to chapters published in 6 edited books. Dr Phil Extance, Pro-Vice Chancellor, Aston University Dr Phil Extance is Pro-Vice-Chancellor for Business Partnerships and Knowledge Transfer at Aston University. He is responsible for the strategic approach to developing even stronger relationships with business and other organisations and has responsibility for the Business Partnerships Unit which supports the development of collaborative activity and exploitation of IPR. Before his current role he was Director of Innovation at Advantage West Midlands, the Regional Development Agency, until December 2008,. He was responsible for managing external relationships with partners, clients and providers, ensuring that their policies and activities align with those of the Agency and the West Midlands Regional Economic agenda in the field of innovation and university-business interactions. He was the lead executive on the regional Innovation and Technology Council (ITC) ensuring delivery of and led the development of Birmingham Science City activity for AWM. He was a very active participant in cross RDA working with DIUS and BERR, and has been a champion of the Innovation Voucher scheme. Phil's previous experience includes spells as Executive Director at the Shropshire Learning and Skills Council, Chief Executive of Rapra Technology Ltd, and Director of Advanced Engineering at Lucas Industries. He has considerable personal experience of working in the field of technology transfer and R&D. He has a first degree and PhD in Physics from Cambridge. Graham Harrison, Partnerships Director, SETsquared Graham has worked with SETsquared since 2011 at a time when the UK Government is encouraging universities to explore greater collaboration with each other and with industry. At a time when all public spending is under intense scrutiny, the Government has protected the research budget but expects the higher education sector to play a greater role in the growth agenda. Against this background, the Partnership’s student enterprise education and business creation/ acceleration agendas are particularly relevant. Prior to joining the Partnership, Graham was International Business Director at the SW Regional Development Agency, a public body funded to stimulate economic growth. He was responsible for attracting foreign direct investment into the region and for developing the key sectors of aerospace, micro-electronics, bio-medical and creative industries – much of this involving industry, academic and government partnerships. Graham was formerly a sales director with one of the world’s largest technical paper manufacturers supplying OEM customers including GM, Ford, Volvo and Rolls-Royce. During his business career, he has travelled to over 60 countries and lived for a period in the USA. Anne Marie Graham, Head of Programme, Outward Student Mobility, International Unit Anne Marie Graham is the Head of Programme, Outward Student Mobility at the UK Higher Education International Unit. She is responsible for the development and implementation of the UK strategy for Outward Student Mobility. Anne Marie has over 6 years’ experience of UK higher education, working on a range of projects in the field of languages and intercultural skills. She has published research into the labour market for graduates with language skills, and public service interpreting and translation training in higher education. Before working in the education sector, Anne Marie worked for over 10 years in management roles in the language services industry. .

Furthermore, every youth would like to study in a university giving the best education at international standards. Seeking after knowledge at the best and farthest institution has been a common rule throughout history. Throughout history, particularly in the Islam culture, many scholars had gone to various realms cradling science and wisdom, and been taught far away from their countries. Having risen in the last century, the number of students worldwide has reached above 5 million worldwide. Besides, this has become a major service sector for all countries in socio-cultural and economical terms, having reached to an annual economical volume of $ 100 billion. Anatolia has been a center of education and science thanks to the scientist it has brought up, its history, its nature, and its geopolitical location at the intersection of three continents. Today, Turkey, too, is an educational center in its territory with its nearly 200 universities, and more than 100 hundred thousand students coming from 95 counties. Students prefer Turkey due to the particular reasons mentioned below. Turkey is a modern Muslim country being governed by Republican regime. Turkey is a country with a thriving economy, alongside its historical, climatic, and natural beauties. Turkish universities accommodate all departments in Turkey with numerous alternatives. While Turkish universities in general are at European standards, not only the private universities are cheaper than those in Europe, it is also way cheaper to study in the state universities, and even for free in some of them.
