PREFACE

The foremost indicator of the internationalization of the universities around the world includes the number of the foreign students they teach, and the countries from which these come. Furthermore, every youth would like to study in a university giving the best education at international standards. Seeking after knowledge at the best and farthest institution has been a common rule throughout history. Throughout history, particularly in the Islam culture, many scholars had gone to various realms cradling science and wisdom, and been taught far away from their countries. Having risen in the last century, the number of students worldwide has reached above 5 million worldwide. Besides, this has become a major service sector for all countries in socio-cultural and economical terms, having reached to an annual economical volume of $ 100 billion. Anatolia has been a center of education and science thanks to the scientist it has brought up, its history, its nature, and its geopolitical location at the intersection of three continents. Today, Turkey, too, is an educational center in its territory with its nearly 200 universities, and more than 100 hundred thousand students coming from 95 counties. Students prefer Turkey due to the particular reasons mentioned below. Turkey is a modern Muslim country being governed by Republican regime. Turkey is a country with a thriving economy, alongside its historical, climatic, and natural beauties. Turkish universities accommodate all departments in Turkey with numerous alternatives. While Turkish universities in general are at European standards, not only the private universities are cheaper than those in Europe, it is also way cheaper to study in the state universities, and even for free in some of them. There are various scholarship opportunities available for the international students studying in Turkey. In this book, you may find brief information about Turkey in general, and about Turkish Universities in particular. There is also a chapter devoted comprehensively to the member universities of our Association. In the last chapter, the list of all universities in Turkey, and their contact details are available. This book shall be updated, and distributed as being translated into various languages. Content of the book is accessible in several languages anytime via www.issa.org.tr. Dr. Dursun Aydın Born in 1966 in Konya, Beyşehir, Dr. Dursun Aydın completed his primary, secondary, and high-school education Manavgat district of Antalya, the tourism capitol of Turkey, and finally graduated from the Medical Faculty of Atatürk University. He served as supervisor physician at the dialysis unit in Erzurum SSK (Social Security Institution) in between the years of 1993-1996. Having resigned from the public sector in 1996, he established the first private public institution of the east in Erzurum together with a couple of his colleagues. He served there as the Board Chairman of the Company, and Chief Physician of the Hospital for ten years. He paved the way for our compatriots working in Europe to obtain service from the private hospitals when they were to come to the region on their leaves as from 1998. 1998 thereby witnessed the establishment of the health tourism in Turkey. In 2005, he transferred his hospital entrepreneurship in Erzurum, and resumed his career in Ankara focused on health tourism consultancy and home care services. After settling in Ankara, he paced his works in the fields of health tourism, elder care, and home care. In 2005, he established Turkish Health Tourism Association. After getting back to the public sector in 2009, Dr. Aydın served as the Director of Ankara Public Health Laboratory, then as the Assistant Director of Ankara Provincial Health Directorate for a short time until 2010. In mid-2010, he was appointed as the Chief of the Health Tourism Coordinator’s Office in the Ministry of Health. He played active role, and contributed in the health tourism works schemed within the Strategic Action Plan of the Ministry of Health, and within 10-Year Development Plan of the Republic of Turkey. Upon the establishment of the Health Tourism Department in 2012, he was appointed as the first Founding Chairman of the Health Tourism Department. Dr. Aydın resigned from his position as the Department Chairman in 2014. He thereafter decided to resume his activities in the fields of Health Torism and Educational Tourism at NGO-level. In this respect, he founded the International Patient Services Association and the International Student Services Association. He recently paced his NGO activities particularly in the foreign promotions of Turkish universities, and enrollment of students from abroad to Turkey. Currently serving as physician in the Ministry of Health, Dr. Dursun Aydın is married, father of three children, and knows English and Arabic.

ABOUT THE ASSOCIATION

International Student Services Association (ISSA TURKEY) International Student Affairs Association is the first NGO having been established for promoting Turkish universities abroad. Our association was founded in Ankara in 2015, and commenced its activities thereupon. Vision: To promote Turkish universities abroad, so as to increase the number of the international students coming to Turkey. Mission: To carry out the promotion of the universities abroad. To seek for and develop the opportunities in Turkey for international student services, and to promote them abroad. To seek for job opportunities, particularly in the field of health tourism sector, and to promote them to international students. To defend the rights of the international students, and to provide them support and consultancy. Our Activities in 2015: Since its establishment, our association visited YÖK (The Council of Higher Education), the Ministry of Economy, and numerous universities, and mentioned them of its activities. It actively participated in numerous activities intended for international students at home and abroad. Thanks to the promotional supports of the Ministry of Economy, numerous universities were provided with consultancy services. Since day one, numerous universities have appointed to join our association. In the first year after its founding, it comprehensively carried out 4 separate promotional activities, and organized fairs in Iran and Kazakhstan. Resuming its activities with a unique promotional concept, our association organizes not only activities which are intended for enrolling international students to the universities participating in the promotions, but also panels and workshops intended to reinforce the collaboration between Turkish universities and the foreign universities/agencies by means of promotional programs abroad. At the end of each promotional program, visits are paid to, and discussions are made with the educational institutes, respective General Embassy of our country, respective Yunus Emre Institute branches, and NGOs in the respective region. In 2018, we shall go on promoting the precious universities of our country by means of a promotional program every month. We shall provide consultancy services free of charge to each and every one of our member universities in the preparation and follow-up of the promotion files of the Ministry of Economy. We shall further disseminate the promotion booklets of our members free of charge in our activities abroad.

Education In Turkey 5 Our Purposes and Objectives 1. To turn Turkey into an educational center by way of increasing the number of international students studying and being taught in our country, 2. To promote the educational institutes in our country abroad, 3. To support the international students socio-culturally and financially throughout the terms of their education in Turkey, 4. To seek for, and develop the opportunities in Turkey for international student services. 5. To provide the employment of the international students especially in the fields lacking in our country, 6. To resume commercial and socio-cultural collaboration with these students upon their graduation, 7. To organize sports activities for the participation of the international students studying at the universities; to organize trainings and tournaments in the fields of sports, 8. To organize programs and activities intended for the on-the-job and vocational training of the international students graduated and currently studying in Turkey, 9. To contribute to the development of health tourism, and to its promotion abroad, 10. To bring up personnel speaking advanced level of foreign languages for the institutions serving in the field of health tourism.

Our Promotional Activities 1. We are promoting our countries abroad, thanks to the respective supports of T.R. Ministry of Economy. 2. The Ministry grants supports for the foreign promotions of our universities by up to 70% under certain conditions. (Our association provides respective consultancies to the universities). 3. We find students for our universities from abroad to study for associate, undergraduate, post-graduate, and doctorate degrees. 4. We enroll students to our universities within the scope of Erasmus and Mevlana programs. 5. We keep the international students informed of our country and universities by means of the respective consultancy we provide them.

TURKEY IS BECOMING AN EDUCATIONAL CENTER

Turkey is becoming a Center of Attraction for International Students The students, who go abroad to study, contribute significantly not only to the economies of the countries they stay in by means of the expenditures they make, and the educational fees they pay throughout the terms of their education, but also to the international and multi-cultural structures of the universities they study in. While the number of the international students was below 1 million in 1980’s, it exceeded 2 million in 2000, and 5 million in 2014. According to the reports of T.R. Ministry of Development, and to the estimations of UNESCO, the same figure is to reach 8 million as of 2020. The efforts for internationalizing the universities in Turkey, and performing active promotions thereof abroad is to play a quite critical role for not only maintaining our presence in this field, but also for increasing our share therein. In a globalizing world, this higher-education market consisting of international students currently yields an annual volume of 100 billion dollars, and is expected to yield up to 300 billion dollars as of 2020.

Turkey’s 2023 Target is 180 Thousand International Students, and 7.2 Billion Dollars of Income According to the data of the Council of Higher Education (YÖK), the foreign- national students studying in Turkey as of 2014 consisted of 33,431 male and 14,752 female students. Therefore, the number of international students increased by 38%, and reached 48,183 in comparison to the previous year. It is estimated that the same figure is to reach 70 thousand as of the educational year of 2014-2015. According to the report of the T.R. Ministry of Development : The share of Turkey in the world market was 0.9% with 48,143 international students as of the term of 2013-2014. It is estimated by virtue of the Tenth Development Plan that, Turkey’s share in the global international students market is to reach 1.5% with the total number of international students to reach 100 thousand at the end of 2018. It is aimed to increase the foregoing number to 180 thousand, and thereby to yield an income of 7.2 billion dollars.

Turkey is Mostly visited by Students from Turkmenistan, Azerbaijan, and Iran As of 2014, Turkmen was ranked first by 6,941 in terms of the number of students. Turkmen were followed successively by Azerbaijan students by 6,901, Iranian students

Education In Turkey 7 by 4,343, and by 4,003 students from KKTC (Turkish Republic of Northern Cyprus). Besides, Turkey was visited in the meantime by 1,231 students from Bulgaria, 1,143 students from Germany, 1,099 students from Greece, 956 students from Mongolia, and 812 students from Afghanistan. While İstanbul University was preferred the most by 3,051 international students, it was respectively followed by Marmara University with 2,146 students, and Anatolian University with 2,078 students. On the other hand, the departments preferred the most by the international students to study in were medicine, pharmacy, business administration, and engineering.

Mostly preferred Cities of Ours, namely İstanbul, Ankara, İzmir, Konya, and Erzurum As of the academic year of 2013-2014, while 80% of the international students were studying in state universities, remaining 20% of them were studying in the foundation universities. Nearly 60% of the international students were studying at the universities domiciled in İstanbul, Ankara, İzmir, Konya, and Erzurum.

Situation Worldwide While the total number of students has reached 5,439,300, and the total number of lecturers has reached 141,674 in 184 universities Turkey-wide, the foregoing figure of the students is higher than the population of 128 countries worldwide, and than that of 11 countries in Europe. United States of America is deemed to be the center of attraction thanks to the worldwide highest number of international students studying there. It hosts 18% of all international students worldwide. USA is respectively followed by England (10%), by Australia (7%), by Germany (7%), and by France (6.8%). Nearly half of the international students study in these five countries. People’s Republic of China is the number one source country sending the highest number of students abroad. 15.3% of the international students worldwide are from People’s Republic of China. It is respectively followed by India (5.5%), Korea (3.5%), Germany (2.8%), and Turkey (2.0%). The students going to study abroad from these five countries comprise nearly 30% of the total number of international students.

Going to University in Turkey “The Point where East and West meet: Turkey” Expanding over a strategical position at the point where East and West meet, Turkey has a history for nearly ten thousand years. Thanks to being a part of both Asia and Europe, it possesses vast climatic and geographical diversities. Since it is surrounded by the sea from its three sides, Turkey was always at the center of the major commercial, silk, and spice routes. It is possible to come across various cultures Turkey-wide. Having been goverened as an independent republic since 1923, Turkey is a modern Muslim country in significant commercial relationships with the Western countries, and possessing a liberal economy. It has victoriously defeated a treacherous coup attempt committed against democracy on July 15th, 2016, thanks to its people’s glorious struggle. The battle for democracy fought by Turkish People has set an example worldwide. Despite the adverse incidences happening in its specific regions, Turkey has been continuing its pacey development. Half of Turkey’s population of 78 million 741 thousand people (according to 2015 data) reside in the top ten cities of the country, which are also preferred by the international students the most.

Educational and living expenditures cost less than most of the countries in Europe and America. • Warm and Friendly Environment Turkey, with its young population (31% of its population is within the age range of 12-24), welcomes young people intimately. Hospitality is deeply rooted in Turkish traditions. Higher-Education in Turkey Higher-education in Turkey comes after the secondary education, and consists of a term of education no shorter than two years. Higher-education institutions include the universities, faculties, institutes, colleges, conservatoires, and vocational colleges awarding associate, undergraduate, master’s, and doctorate degrees. Higher-education system in Turkey consists of 105 state, and 65 foundation (private) universities, and in the recent years the number of the students of these universities has exceeded 6 million. In the meantime, the number of foreign students studying in Turkey has approached 100 thousand. Conditions of Admission to Undergraduate Degree Programs If you would like to undergo undergraduate education at a university in Turkey, you have to apply to the related universities in person. In Turkey, every university has its own conditions in admitting students. These conditions generally consist of the following requirements; Holding a high- school diploma (received from a school equivalent to Turkish high-school) after completing the primary and secondary education lasting for a total period of 11- 12 years (together with a transcript revealing the high-school grades), Scoring the required point from an internationally recognized examination (GCE, SAT, ACT etc.), or from the university admission examinations of several countries (Syria, Lebanon, Jordan, Palestine, China), or from the Foreign Student Examination (YÖS) organized in Turkey. However, foundation universities generally seek for their own special conditions in place of YÖS. Universities announce their admission conditions from their web pages. For actual information, you may check out the web pages of the universities.

Foreign Student Examination (YÖS ) YÖS is an “assessment examination” consisting of two tests. One of them is the “Basic Learning Skills Test”, which is intended to measure the candidates’ abstract thinking capabilities. This test not only depends on the language the least, but also

Education In Turkey 11 contains both Turkish and English descriptions of the questions. “Turkish Test”, on the other hand, is intended to measure the candidates’ levels of understanding expressions written in Turkish. In the admission of students to the universities, the scores of the Basic Learning Skills Test are principally taken into consideration. However, in the recent years, some of the universities have begun taking also the scores of Turkish tests into consideration. Yet the foundation universities generally disregard YÖS examination, and require several specific conditions.

Language of Education in the Universities The candidates should prove that they are qualified in the language (generally English, or Turkish) of education of the universities they would like to apply. The students, who are admitted to the university, but not fulfilling the language requirement, are given one year long language courses. Besides, there are Turkish courses given to foreign students in the universities. There are also (1-2) universities in Turkey giving education in French language.

LIFE IN TURKEY Turkey offers a warm and hospitable environment to the students. There are consultants being assigned in numerous universities, who provide assistance to the foreign students for their adaptation to the life in Turkey. Accommodation Nearly all of the campus universities offer various accommodation opportunities. Apart from the university dormitories, there are state dormnitories rendering accommodation services to the students. Another option for the students, especially for those studying in major cities, is to rent a flat together with other students. Catering There are catering alternatives of good quality for fair prices in all universities. Another catering option is to eat at the cafes and restaurants nearby the campuses. On the other hand, you may choose to cook your foods by yourselves. Fees and Living Expenditures Although they may vary according to their life-styles, the estimated expenditures for the foreign students cost minimum around $ 300-400 per month. Costs of the books, and the administrative expenditures being incurred per semester are approximately $100-150. Fees for the higher education programs change every year. Fees for the foreign students vary according to the types of the programs, and to the language of education. While annual fees of the state universities vary between $ 250- 1800, those of the private universities vary between $ 6.000-16.000. However, the annual educational fees in the medicine, dentistry, pharmacy, and law faculties of the private universities cost up to $ 20.000-25.000.

Legal Obligations imposed to Foreign Students Student Visa After obtaining their letters of acceptance from the universities theyare admitted to, the foreign students should then obtain valid student visas from the nearest Turkish consulte before coming to Turkey. This visa is compulsory for the enrollment to the university. Residence Permit All foreign students have to obtain residence permit from the Foreigners’ Branch of the Police Department of the city they stay in. According to the respective law, foreign students have to obtain their Residence Permits in no later than one month as from the date of their entrance in Turkey. Residence Permit has to be renewed every year upon submission of a valid student certificate. Health Insurance Issues with regard to the health insurance of the foreign students studying in Turkey are stipulated under the Social Insurances and General Health Insurance Law No.5510. By virtue of the amendment made in Article 60 of the Law No.5510 on 29/05/2013, the compulsory general health insurance imposed to the foreign students studying in our country has been cancelled. According to the new arrangement, a foreign student studying in Turkey may obtain general health insurance upon request in no later than three months as from the date of his/ her initial enrollment. Provisions of general health insurance are not applicable to those who do not make request within the foregoing period throughout the term of their studies. While the state’s insurance costs nearly € 25 per month, the foreign students who are registered to this insurance may receive health service from all state and private hospitals just like Turkish citizens. Students are recommended to register to a suitable health insurance which shall be applicable in Turkey, and cover the health expenditures. Foreign students without any insurance are obliged to bear the costs of all sorts of treatment, or hospital expenditures by themselves.

Social Life You may find more than the opportunity to receive a quality education while studying in Turkey. Turkey has many cultural and historical places to visit and see. If you are interested in art, you may go to theatres, movies, concerts, opera, ballet, and modern dance shows, visit the sculpture, painting, and photograph exhibitions of our artists, or attend festivals. Sportive Facilities Since it is possible to live the four seasons with all their features, you may therefore enjoy numerous sportive facilities from swimming to rafting, rowing to skiing. Furthermore, you may find the opportunity to attend a wide range of sportive activities, including football, basketball, volleyball, tennis, trekking, archery, triathlon, karate, paragliding, table tennis, handball, water polo, taekwondo, and jogging.

HOW DO YOU APPLY TO STUDY AT TURKISH UNIVERSITIES? In Turkey, You can have Turkish or English education in European standards at the Turkish State and Foundation Universities on many areas such as Health, Law, Political, Engineering and Social Sciences International students must first decide on which universities and divisions they will apply by examining their application dates on their web sites in order to be able to enroll in undergraduate programs. You can pre-registered to multiple universities at the same time. Students should primarily upload all application documents online. The documents of the candidates applying online are evaluated by the university administration and pre- registration documents are sent to the applicants via e-mail. International students must be in the final year of high school or be already graduated. Turkish citizens studying abroad can also benefit from these programs. Students who are temporarily admitted to the university to which they apply and who are entitled to enroll must complete the required documents and submit them to the international office of the university or to the student affairs office within the announ- ced period for the accuracy of their registration. WHAT YOU NEED TO DO FIRST: 1 Decide which university you are going to study by examining the websites of the State and Private universities in Turkey 2. Decide the city, the university and the department of the university that you will be studying. 3. We recommend that you pre-register at more than one university before the exact registration date.

4. If you want, you can apply by the help of our association pre-registration form and you can get advice from us. 5. When you receive the university’s registration acceptance, please contact the university with the necessary documents before the registration date. Diploma or exam result certificate (Notarized Turkish translations are required), 3. Certificate of equivalency of the diploma (from the Turkish Ministry of National Edu- cation or the Turkish consulate in your country) 4. Transcript (notarized photocopy of the document), 5. Photocopy of passport (page with picture and identity information), 6. Residence permit (can also be taken after registration), 7. Health insurance policy (can also be taken after registration), 8. Turkish proficiency test result document if available, 9. Photocopy of foreign language proficiency certificate if available, 10.
