The Advantages and Disadvantages of Different Social Welfare Strategies
Throughout the world, societies are reexamining, reforming, and restructuring their social welfare systems. New ways are being sought to manage and finance these systems, and new approaches are being developed that alter the relative roles of government, private business, and individ- uals. Not surprisingly, this activity has triggered spirited debate about the relative merits of the various ways of structuring social welfare systems in general and social security programs in particular. The current changes respond to a vari- ety of forces. First, many societies are ad- justing their institutions to reflect changes in social philosophies about the relative responsibilities of government and the individual. It always results in raising the status of the regional vernacular, but the lan- guage of the ex-colonist still maintains a very strong influence on certain domains. Taking Singapore as an example, English became the dominant language in the work- place and families, and the local dialects were suppressed. It led to the degrading of both English and Chinese proficiency levels according to scholars’ evaluation (Goh 2009a, b). -

In this article we compare this (native) variety with English as a foreign language spoken by other Cantonese speakers, viz. learners of English in Guangzhou (mainland China). We examine whether the notion of standardization is relevant for intonation in this case and thus whether Hong Kong English is different from Cantonese English in a wider perspective, or whether it is justified to treat Hong Kong English and Cantonese English as the same variety (as far as intonation is concerned). We present a comparison between intonational contours of different sentence types in the two varieties, and show that they are very similar. It has long been reported that learning of Chinese QIEs poses a great challenge for both young L1 speakers and adult L2 learners as the condensed form is often associated with complicated figurative meanings. The present study explored the factors that influence the learning of Chinese QIEs as a Foreign Language (FL). The results of a comprehension test and a questionnaire showed that semantically transparent QIEs were understood much better than opaque ones; being structurally symmetric also facilitated QIE understanding, but with limited effect. Language transfer was another factor to consider especially when the learners were from mixed nationalities. The results were then compared with those reported in the Native Language (NL) QIE learning and were further discussed in terms of the pedagogical implications for the learning of QIEs in FL teaching. -
