Tees Valley Giants
5TEES VALLEY GIANTS TEES VALLEY GIANTS A series of five world-class art installations matched only in scale by the ambition of Tees Valley Regeneration in its instigation of the project. Temenos is the first iteration of the five sculptures that will combine as the world’s largest series of public art - the Tees Valley Giants. The epically scaled installations created by Turner Prize winning sculptor Anish Kapoor and pioneering structural designer Cecil Balmond, will soon grace the Tees Valley, with the first of these, Temenos, located at Middlehaven, Middlesbrough. Over the next decade four more structures will be located within each of the other four Tees Valley boroughs: Stockton, Hartlepool, Darlington and Redcar and Cleveland. Although each work is individually designed and specific to its location, the structures will be thematically related, visually linking the Tees Valley and highlighting the ambition for social, cultural and economic regeneration of the Tees Valley as a whole. Massive in impact, scale and world status, Tees Valley Giants is symbolic of the aspiration and ongoing commitment of Tees Valley Regeneration to enhance the way in which the Tees Valley is viewed and experienced. TEMENOS Temenos Greek, meaning ‘land cut off and assigned as sanctuary or holy area.’ Temenos is a bold contemporary artwork which also recalls the heritage of Middlesbrough and the Tees Valley. Its construction will call on the traditional twin skills of the region: precision engineering and heavy industry. Standing at a height of nearly 50 metres and spanning almost 120 metres in length, Temenos will stand shoulder-to-shoulder with Middlesbrough’s landmark Transporter Bridge. -

Northern Powerhouse factsheet Key figures on the city regions in the Northern Powerhouse June 2015 Introduction The idea of a ‘Northern Powerhouse’ was first introduced in June 2014 by the Chancellor of the Exchequer, George Osborne, in a speech in Manchester. He made the case that the lack of economic and physical connections between the cities and city regions of the North of England was holding back their growth, with significant implications for the national economy. In the Chancellor’s own words: “the whole is less than the sum of its parts…so the powerhouse of London dominates more and more.” For Osborne, the solution to this challenge is the creation of a Northern Powerhouse – “not one city, but a collection of northern cities - sufficiently close to each other that combined they can take on the world.” Since the Chancellor’s initial speech, a raft of interventions have been announced to help turn the rhetoric of a Northern Powerhouse into reality – including the Greater Manchester Devolution Deal, Transport for the North, and the Northern Transport Strategy. With the creation of a Northern Powerhouse set to be a key priority for the new Government, this briefing sets out the current economic profile of the key city regions across the North and compares their performance with that of London and of the UK as a whole. RECOMMENDATIONS 2.1 It is recommended that the Liverpool City Region Combined Authority note the report. 3. BACKGROUND 3.1 Transport for the North and Northern Powerhouse Rail 3.1.1 Transport for the North (TfN) is the first statutory sub-national transport body in the United Kingdom, officially receiving its statutory powers on 1stApril 2018. TfN brings together 19 local transport authorities (including four Mayoral Combined Authorities and two Combined Authorities), enabling the North to speak with one voice on the transport infrastructure investment needed to deliver transformational growth and rebalance the UK economy. 3.1.2 The 2016 Northern Powerhouse Independent Economic Review (NPIER - https://www.transportforthenorth.com/wp-content/uploads/Northern- Powerhouse-Independent-Economic-Review-Executive-Summary.pdf) identified that transformed transport connectivity – both between the North‟s core cities and elsewhere across the North – would be a key enabler for transformed economic growth. 3.1.3 Northern Powerhouse Rail (NPR) has been identified as a key way of achieving the transformed passenger connectivity between cities, with the NPR conditional outputs emulating the levels of frequency and journey time achieved in economically successful areas elsewhere in the world. -

Summary of Government's Position
House of Lords Economic Affairs Committee Inquiry: “Rethinking High Speed 2” Government Response 1. This document is provided by the Department for Transport on behalf of the Government in response to the House of Lords Economic Affairs Committee inquiry named “Rethinking High Speed 2”. 2. The Government welcomes the Committee’s thorough report and have organised our responses in the same sections as the Committee’s report. Summary of Government’s position 3. This section sets out the summary of the Government’s position and also provides the Government’s response to paragraphs 14 and 23 set out in the Committee’s summary of conclusions and recommendations. 4. The strategic case for High Speed 2 (HS2) is about increasing capacity and improving connections between major towns and cities, thereby boosting productivity and economic growth, and helping to make the North and Midlands more attractive business locations. It is an integral part of the Government’s plans to build a stronger, more balanced economy capable of delivering lasting growth and widely shared prosperity. HS2 will form the backbone of the nation’s future rail network; is required to deliver the emerging vision for Northern Powerhouse Rail developed with Transport for the North; and will be integrated with wider investments and enhancements in our rail network. 5. Parliament voted overwhelmingly in favour of HS2, with the Third Reading of the Phase One Act in February 2017 receiving 399 votes to 42 in the House of Commons. Since then, the Government and HS2 Ltd have made progress: • 9,000 jobs are supported by the project already, this is expected to rise to over 30,000 at peak construction. -

spatial planning for the city-region Using Leeds as a case study example, Dave Counsell and Graham Haughton look at spatial planning for the city-region, focusing on integration between different tiers in the planning hierarchy Recent years have seen a number of new policy scales for spatial and economic governance being proposed by government policy documents. Examples include meta-regions such as the Northern Way and Midlands Way, the Sustainable Communities Plan growth areas and housing market renewal areas, and the (re-)emergence of city-regions. The city-region in particular has received considerable political and media attention. After the North East voted in a referendum against having an elected regional assembly, some key lobby interests began to align themselves with the idea that city-regions might be the way forward for devolution in England. With the powerful Core Cities Group of eight English local authorities seeking to position large provincial cities higher up the national agenda, city-regions have been much talked about.1 This article looks at spatial planning in the Leeds city-region. Its focus is on integration between different tiers in the planning hierarchy, ranging from new ‘meta-regions’ such as the Northern Way to local action area strategies. Civil engineering insights into Northern Powerhouse Rail Overview The North of England is home to around 1.1 million businesses, more than 7.7 million jobs and over 15 million people. The North’s economy is around £343 billion, 19% of the UK total. If the North were a country, it would be the 27th largest economy in the world.1 However over the coming decade, the North is forecasted to experience slower population growth2 and lower levels of economic growth compared to the rest of England.3 The Northern Powerhouse concept emerged under the 2010–2015 Coalition and subsequently formed part of the 2017 Industrial Strategy of Theresa May’s Government.4 It is a vision for a super- connected, globally competitive northern economy with a flourishing private sector, a highly skilled population and world- renowned civic and business leadership.5 Northern Powerhouse Rail will provide North–South and East–West connections across the North as a backbone of a strong economy and is the centrepiece of Transport for the North’s (TfN) Strategic Transport Plan 2019.6 It also builds on analysis by the National Infrastructure Commission’s High Speed North study7 and The Northern Powerhouse Independent Economic Review, which sets out a blueprint for the economic transformation of the North that will rebalance the UK economy.8 To achieve the Northern Powerhouse vision, TfN believes both Northern Powerhouse Rail and High Speed 2 (HS2) are integral to the North’s future network.9 ICE has recently delivered an insights paper on HS2 and alternative proposals, which covers Northern Powerhouse Rail.10 The importance of regional infrastructure strategies and devolving powers on infrastructure has been well examined by ICE.11 ICE has long emphasised the link between these activities and balanced growth and improved productivity in the North.12 Purpose of this paper The purpose of this insights paper is to examine the proposed benefits and possible alternatives to the Northern Powerhouse Rail programme. -
