CONSTITUTION OF BACHELOR PROGRAMS

1. General information BA Programs include: - Bachelor of Business Administration Program (BBA) - Joint Program with State University of the USA - Bachelor of Science (B.Sc.) Program (ZU Program) - Joint Program with Siegen University of The Joint BBA Program on “Partnership to Develop the Bachelor of Business Administration Program and Faculty Capabilities” signed between Azerbaijan State Oil and Industry University (ASOIU) and Georgia State University (GSU) of the USA/Robinson based on a grant from the U.S. State Department's Bureau of Educational and Cultural Affairs to establish a BBA program at the Azerbaijan State Oil and Industry University (former Azerbaijan State Oil Academy), is an educational institution to train national specialists in business administration.

The Joint ZU Partnership Program on “Preparation of Bachelors with Emerging Technologies” between Siegen University (ZU) in City of Siegen of Germany and Azerbaijan State Oil and Industry University (ASOIU) is an education institution to train national specialists in the fields of business management and mechatronics.

2. Program Objectives 2.1.train highly-skilled professionals with fundamental and applied knowledge of scientific, humanitarian and professional orientation in the field of business administration, production management, economy, industry, and mechatronics to enable them to work in governmental and non-governmental organizations, in the field of entrepreneurship in the market economy environment. 2.2 instill the graduates with the skills of personnel management, collaboration with the staff members as well as the ability to make creative and reasonable decisions.

In accordance with the Resolution No. 8 of the Cabinet of Ministers of the Republic of Azerbaijan on approval of "List of Majors (Programs) at the Bachelor level of higher education", as of January 12, 2009, train bachelors with the following technical and technological majors: 2.4 achieve improvement and re-training of the faculty qualification for preparation of professional bachelors in business administration and science; 2.5 accomplish research work on actual problems of relevant areas in BBA and ZU Programs by faculty of ASOIU and GSU/Siegen, publish findings in the scientific press.

3. Requirements for Bachelor Training 3.1. The graduates with Bachelor Degree must be in conformity with the requirements below: 3.1.1. Be able to apply the acquired knowledge and skills based on the majoring training program to various fields of intellectual activity; 3.1.2. Deeply master humanitarian and socio-economic courses of the education program, use the acquired knowledge in various fields of professional and social activities, be able to research the problems and processes of social and economic significance; 3.1.3.Be able to apply the acquired theoretical knowledge along with practical training on the courses taught according to the curriculum; 3.1.4. Possess methodological fundamentals of scientific thinking and ability to solve standard and non-standard issues related to their major; 3.2. Possess ability to solve problems arising in the performance of their professional activities and skills by using systematic approach to their solution; 3.3. A graduate with bachelor’s degree can work in positions in compliance with qualifications having mastered in the field of their basic professional education.

4. Admission 4.1. Admission of nationals to the program is carried out under the rules existing for student admission in the Republic of Azerbaijan. 4.2. Students recovery, transference from other educational institutions, granting an academic leave and enrolling in the program for the second major is regulated in accordance with the existing education system of the Republic of Azerbaijan. 4.3. In accordance with the decision No. 56 of the Cabinet of Ministers as of March 6, 2001, citizens of foreign countries can be admitted to study in the program. 4.4. Bachelor training is carried out on a paid basis. 4.5. The enrollment plan is agreed with the Ministry of Education.

5. Education contents, forms and methods of the educational process 5.1. Duration of the education is 4 years based on the State Educational Standards. The duration may be extended with the request of a student. 5.2. Education is full-time and the language of instruction is English. 5.3. Education Programs are carried out on the basis of the Azerbaijan State Educational Standards taking into account the peculiarities of the educational process of the Georgia State University (USA) and Siegen University (Germany). 5.4. Education programs provide methodical provision to the educational process and assists students in compiling their individual learning plans. 5.5. The content of the education is determined by Curricula.

6. Organization and Structure of Education 6.1. According to the program, the academic semester includes the following months for training: Fall semester: September 15 through February 15; Spring semester: February 15 through July 15; Summer semester: July 15 through September 15. 6.2. The volume of academic training presented in the curriculum is determined by the credit units and each credit equals to 30 hours. 6.3. In the credit system the classes for a semester are determined as 15 weeks. 6.4.The list of courses included in “Elective Courses” section of the curriculum is determined by the Program Council at the end of each semester for the next one and provided to students for selection.The student is allowed to select 1 or 2 courses not exceeding in total 12 credits in each semester (except for the 1st year of study). 6.5 On the basis of the Curriculum instructors prepare their syllabi for the courses they are to deliver, which must be approved by the Program Council. Each semester students’ knowledge on taught courses is assessed based on 100 point system based on the requirements of the course syllabus. At the start of each semester students become acquainted with the requirements of the course syllabus (participation and activity, quizzes, home assignment, information on mid-term and final exams, individual or group works, self-study). Each semester the course training ends with the final exam. 6.5.1 BA programs are responsible for methodical provision in education process. The following documents are prepared for each major: - syllabi on all courses; - methodical aids and text books of each course; - materials to control the students’ knowledge (written assignments, tests, exam questions for each course). 6.6. The programs’ curricula include the requirement of bachelor defence.

7. Students' registration process 7.1. The student workload can be regulated depending on the preparedness level and other factors. 7.2. Students are entitled to determine the number of courses to learn during the next semester and for this purpose they must register taken courses electronically 10 days prior to the start of the relevant semester. During the first two weeks of the semester the number of courses selected by a student for the current semester can be increased or decreased with the consent of the Program Director. 7.3. The registration results are analysed and cluster courses created. 7.4. In order to ensure consistency of courses as per the curriculum, the selection process of the courses is managed by the Program. 7.5. The student that successfully completed credit hours required by semesters of the academic year and positively attested continues his/her study in the next year based on the Rector’s related order.

8. Course Attendance 8.1 The students’ attendance is compulsary. For this reason, instructors teaching the courses are responsible for the objective registration of students’attendance. 8.2 In all the cases of 25% of absence from the classes on each course, the student is not allowed to take the exam on the same course. 8.3. The student's absence from classes for over 30% of all courses is considered to be the breach of the internal discipline rules. 8.4 In case of breach of internal discipline rules of the higher educational institution the student is expelled from the university.

9. Grading System and Awarding the Bachelor’s Degree 9.1. Students’ level of mastering learning objectives is assessed by the grading system of 100 points. Each course taken by the student will be assigned a letter grade by the instructor. The letter grades, coefficients and percentage equivalents are given below:

9.2. If a student’s knowledge on a course is assigned with “FF”, the student is allowed to continue the classes again in an appropriate order for revision purposes and passing an exam. Students assessed with “BB”, “CB”, “CC” “DC” “DD” and “FD” grades may wish to repeatedly take the same courses. In this case for the courses mastering and for attestation additional payment is required. 9.3. Students not taken exams for valid reasons are allowed to re-sit exams before the start of the next semester. 9.4. While taking a course for the second time the student shall attend these classes and the clause 8.2 of this constitution must be followed. 9.5. In case a student is not able to earn the required credits during the time period as determined by the Student State Education Standard s/he loses the privileges for students (postponement from real military service, etc.). However s/he can continue on paid basis. 9.6. In order to earn a Bachelor’s Degree, students that have successfully earned the required credits as per the curriculum of the Program pass final attestation. The Program Council makes a decision on students’ educational activities and indicators to award the bachelor’s degree and the decision is submitted to the ASOIU Rector for approval. Based on the decision made by the Graduation Council of the ASOIU (chairperson and members are approved by the ASOIU Rector) the Bachelor’s Degree is awarded and the diploma of the Ministry of Education of the Republic of Azerbaijan is delivered after the related order of the ASOIU Rector. 9.7. In order to earn a Bachelor’s Degree with honors students’ grading shall include 75% of AA and maximum 25% of BA, BB, CB grades.

10. The program financing 10.1 The BA Programs (PhD, MBA, BBA, ZU) is a self-financing institution based on the tuition fee paid by students. Students must pay tuition fee according to the number of credits taken during a semester and the sum of tuition fee determined based on credits. The tuition fee for the credits and the total fee due are indicated in the document on “Expenses for Operation and Material Technical Provision". The funds formed based on the tuition fee are used for covering related costs on program implementation and salaries for the faculty and administrative staff. 10.2 The “Expenses for Operation and Material Technical Provision" includes allocation of resources for all matters related to the activity and development of the program, provision of the library, rooms and labs with up-to date teaching aids and facilities, creation of auditoriums equipped with personal computers via connecting Internet global telecommunication networks, etc.

11. The Administrative Management System of the Program 11.1. The Program Director manages the program activities. In order to ensure collegiality in solution of main issues under the master programs, the Program Council is established by the Program Director. The Council is chaired by the Program Director. 11.2. The staff of the program is shown below: - Program Director - Deputy Program Director - Advisor-professor for educational-administrative questions - Accountant - Employees for Technological Support - Internet Network Administrators - Employees for Educational Technologies - Librarian - Tutors 11.3. The staff units may be changed every calendar year depending on the number of students and the volume of educational and organizational matters.

12. Organization of Scientific-Research Activities under the Program 12.1. The Bachelor Programs intend to carry out scientific researches on industry management, the application of new technologies to processes, mechatronics, economics and other fields. The Program professors and instructors as well as students may attend in carrying out scientific- research works. 12.2. The Professor-teaching faculty of the program are provided with additional salaries based on the quality, rating and other indicators of scientific results obtained during scientific-research works. 12.3. The researcher is paid with additional salary for his/her research work in case his or her final report is approved by BA Program Council and scientific results are published in international journals as articles or are accepted by journals or conferences for publication. 12.4. Bachelor students may be involved in scientific research work by the professor teaching staff. 12.5. The amount of salary for the instructors and students participating in scientific research works is determined depending on the journals’ ranking, use of obtained results in teaching processes and their participation in international conferences or students’ scientific conferences. 12.6. Results of scientific-research works by professor- teaching staff of the bachelor programs are one of the main criteria for evaluating their activities. The activity of professor-teaching staff of the bachelor programs may be terminated by the Program Council in case they do not carry out scientific-research works or they lack scientific results. 12.7. Professor-teaching staff may join to the international and local scientific projects under the BA programs.

13. Payment of Salaries of the Program Teaching Staff and Employees 13.1. In order to hold staff positions and deliver trainings, the candidates are recruited on the bases of the Rector’s order with the Program Director’s reference. 13.2. The salaries of the teaching staff involved in the training programs and employees holding positions in the Program staff are paid based on the approved budget for the program for each year. 13.3. The budget estimate is compiled for each calendar year by the Program Director and approved through existing procedures. 13.4. Teachers included in the Program teaching staff can teach 2-3 courses during the semester on the bases of the contract concluded between the ASOIU Rector and the teacher. As a rule, the teacher delivers all types of activities related to the course (lectures, seminars, laboratory works, etc.). The salary of the teachers involved in delivering courses is paid (larger groups account as one group) according to the number of the groups taught by them. The volume of the work carried out by the teachers is implemented on the bases of a contract between the ASOIU Rector and teacher. The teaching staff holding positions in the Program staff can teach different courses with extra pay. 13.5. At the end of each semester the activities of professors and teachers of the Program are assessed. The assessment is expected to be based on the following criteria: 1) written and spoken English; 2) speech culture and communication skills; 3) command of the course ; 4) up-to-date syllabus with modern teaching methods; 5) scientific results in the taught field and their publication; 6) active participation in the social life of the Program and complience with the rules of internal discipline. The assessment of the teacher’s activity is carried out by the Program Council, statistical data on the bases of the course evaluation made by students on each course. 13.6. Faculty and administrative staff can be sent for a business trip to different countries for the solution of problems related to the Program development. 13.7. Each calendar year, according to the contract signed between the Rector of ASOIU and Program Director, a certain part of the fund entering into the program can be put at the Rector’s disposal as ASOIU's special fund to be used for the Program development. 13.8. BA Programs may use an appropriate letterhead and seal. 13.9. Annual Report for every academic year on implementation of the Program Constitution and the usage of funds specified in the document on “Expenses for Operation and Material Technical Provision" is submitted to the ASOIU Rector by the BA Programs’ Director.

14. Students rights and obligations. 14.1. Students have the right to get acquainted with the clauses of this constitution concerning the application of the credit system and the organization of the training process. 14.2. Students must follow the clauses of this constitution. 14.3. Strictly observing the curriculum students are to master the courses taught during the training process.

15. Lecturing Tutors 15.1. In order to assist students academic advisers’ (tutors) service is organized.The number of tutors is determined by the number of students (1 tutor for 100 students). 15.2. As a rule one tutor performs his/her work within a cluster of majors and serves students from the first year till graduation year. 15.3. Tutors are selected among the persons who have at least a master's degree and some experience and expertise in this area. 15.4. Tutor is appointed by the order of the Rector on the bases of the Program Director’s reference. 15.5. Tutors’ functional tasks are: 15.1. act as a key point of contact for students with regular meetings throughout the student’s program; 15.2. build a relationship to help students become part of the learning and teaching community; 15.3. provide academic guidance based on the activities plan of the university; 15.4. help students think beyond the course and encourage them to actively participate in university life; 15.5. prepare time schedules for lectures, exam schedules, distribute auditoriums; 15.6. help instructors when conducting tutorials; 15.7. prepare students’ personal folders; 15.8. encourage students to actively participate in the work of students’ scientific society to improve their creativity and independently researching skills and provide necessary advice; 15.9. offer personal support on a range of topics that might include academic difficulty, emotional and social problems, illness or a traumatic life event; 15.10. provide support for international students; 15.11. assist in the arrangement of guest speakers; 15.12. collaborate with students, parents, instructors, administrators to determine student needs and problems and assist them accordingly; 15.13. implement other tasks assigned by the BA Programs MG

16. Accreditation 16.1 Regular International Accreditation of the Bachelor Programs is purpose-oriented.
