ACTIVITIES FOR NEW RUNWAY SURFACE CONDITION ASSESSMENT

SUMMARY This paper presents the activities for new runway surface condition assessment. This paper relates to the amendment 13 to Annexes 14, Volume I and the amendment 1 to PANS-Aerodromes.

Strategic Objectives: A: Safety – Enhance global civil aviation safety

1. INTRODUCTION

1.1 As stated in ICAO State letter dated April 5, 2016, The ICAO Council adopted at its 207th session in February 2016, the implementation of an enhanced global reporting format for assessing and reporting runway surface conditions. This global reporting format for assessing and reporting surface conditions is based upon the TALPA-ARC approach and is designed to report runway surface conditions in a standardized manner such that flight crew are able to accurately determine aircraft take-off and landing performance, resulting in a global reduction in runway excursion incidents/ accidents.

1.2 The date of application of the global reporting format is November 5, 2020. In preparation for those forthcoming evolutions concerning the assessment and the report of the runway surface, Japan Civil Aviation Bureau established a study group to conduct trial and to examine how to apply to Japan. This paper presents the trial conducted during winter from January to March 2015.

• Conduct TALPA/ARC trial (simulation-based)

• Identify issues when implementing RWYCC assignment procedures through analysis of the converted data from current practice

• Develop optimal runway condition assessment procedures and training manual in Japan
