WORKS INFORMATION 1.1 Description of Works This Method of Working Plan (MOWP) details the realignment and upgrade of the Terminal 4 Apron Taxilane behind Bays 7 to 10, to a full Code C Taxiway and the introduction of a new rear of stand road behind bays 7 to 10. Stand-off bays 1 & 2 will be decommissioned to introduce a new road intersection and a zipper crossing, this crossing will replace the existing zipper crossing behind bay 12 which will also be removed at the end of Stage 1. This MOWP also includes the next package of works for the upgrade of lighting infrastructure for Category III operations. This encompasses the installation of all the remaining new taxiway light fittings for the Terminal 4 Apron Taxiway (behind bays 7-10), Terminal 3 Apron Taxiway (behind bays 901-911), Taxiway Bravo, Taxiway Whiskey and Taxiway Delta. Two sets of intermediate holding point lights are also to be installed on Taxiway Charlie. Works will be completed in 6 stages over approximately 18 working days. Works will include: - Removal of old line markings; - Set out and painting of new taxiway and roadway markings; - Removal of A321 parking positions on bays 8 & 10; - Changes to the Bay 10 lead-in line, alignment line and parking positions; - The installation of in pavement conduit and secondary cabling; - The installation of new taxiway centreline light fittings; - Installation of intermediate holding points As a result of the works outlined above the following facilities will be affected: - Taxiways: Terminal 3 & 4 Apron Taxiways Taxiway Bravo Taxiway Delta Taxiway Whiskey Taxiway Charlie - Taxiway Links: Link 1 & Link 2 Link 4 - Aprons & Bays: Bays 7 to 10 Bays 901-911 1.2 Execution of Works Timings Works are scheduled to commence at 0700hrs (WST) on 9th June 2017 and be completed by 1700hrs (WST) 29th June 2017. The works program is based on a 6 day working week from Monday to Saturday. Restrictions for all stages (except for Stage 5) will be in place H24. Stage 5 restrictions will be in place from 0700- 1700 daily. Contractors may request to work outside the nominated hours however the work must not cause any further restrictions to aircraft operations than those detailed within this MOWP. Code C aircraft and below may exit Runway 21 at Taxiway Papa (refer local traffic regulations) Departures from Bay 146 and 147 to push back tail west and tow forward to the 143, 144 & 145 disconnect marking; Perth Airport Pty Ltd – DRAFT MOWP YPPH 007-17 5 2.2 Emergency Information Aircraft Emergencies, Medical Emergencies & Diversions Due to the nature of the works, re-opening of closed portions of the movement area for emergencies will be dependent on serviceability of the closed areas. Airport Emergencies If an incident should occur at Perth Airport and emergency procedures are activated as detailed in the Perth Airport Aerodrome Emergency Plan, based on the size and scale of the incident, works may be temporarily suspended or ceased for that particular shift. The Works Safety Officer (WSO) supervising the works site is responsible for communicating suspensions or cessations to the works party during an emergency. For extended emergencies the Perth Airport, Emergency Co-ordination Centre (ECC) will determine if the restricted parts of the manoeuvring area can be made available to assist in the recovery from an emergency. Due to the nature of the reconstruction, an Aviation Rescue & Fire Fighting (ARFF) vehicle route will NOT be provided through the works site. During all stages there will be sufficient room between the work site and the apron roadway or other taxiways that the ARFF may utilise. ARFF should, as a first resort, request routing from ATC that avoids active works areas. ARFF vehicles responding to an incident in close proximity to an active work site shall be limited to a maximum speed of 40km/h. Airport/Airfield Emergency Notification (to WSO) Upon declaration of an Airfield or Airport Emergency the Senior Airport Operations Officer is responsible for notifying all site supervising Works Safety Officers. The SAOO will advise the nature of the emergency and whether or not a specific works site will be affected by the response (e.g. cessation of works/removal from site). 2.3 Markers, Markings & Lighting Unserviceability Markers & Lights During the works the closed portions of the manoeuvring area will be marked by red and white unserviceability markers and red lights, in accordance with the Manual of Standards (MOS) - Part 139 Aerodromes. Works Limit Markers The works area will be marked by works limit lines and amber lights. Where required, an alternative colour marker (cones) will be use to define pull back limits as detailed in attached drawings, FS-10161Sheet 2 to FS-10161Sheet 7. Works Safety Officers may, at their discretion, reduce the works area. However, doing so must not cause any further restrictions to aircraft operations than those detailed within this MOWP. Lighting All lighting within and directly leading into the closed movement area will be extinguished either by electrical isolation or by physical mean (covering or blanking).
