    UNIVERSITY OF SOUTHERN QUEENSLAND Economic Development in the Kimberley Region of Western Australia: A History and Dependency Theory Perspective A dissertation submitted by Les Sharpe For the award of Doctor of Philosophy 2004 Abstract The focus of the research undertaken for this dissertation is the economic development of the Kimberley region of Western Australia. The period studied is, approximately, the one hundred years from 1900–2000. The region has many of the characteristics of an underdeveloped area and of a low income economy. This research used dependency theory as a framework for examining the causes of underdevelopment in the Kimberley. The development that occurred in the region during the relevant period has been catalogued by the creation of a database. This has enabled the collected information to be examined and manipulated in many ways. The database has allowed the detail of development in the Kimberley to be studied with respect to time, place and type of activity. This made it possible to examine the five hypotheses proposed by A. G. Frank which he considered likely to lead to fruitful research. The detailed study of these hypotheses would not have been possible in the way described without the database. It was found that dependency theory does help to explain and understand the development experience of the Kimberley region of Western Australia during the twentieth century. This was the clear and positive result of this study. The extension to Frank’s core dependency theory, the five hypotheses, were not found to be applicable to the Kimberley region nor supported by the data.

Early-stage 3D visualization helped to determine the context- center. The site was constrained by existing buildings and infrastructure. Billard sensitive building form, height, and proportion. The design team saved time and money by Police and Ambulance Victoria air services in Melbourne, Australia. The facility deriving coordinated documents from a single 3D model; received greater staff replaced an old Victoria Police Air Wing airfield that had been outgrown. The buy-in by working in a 3D environment with instant feedback on design ideas; new facility includes the apron, hangar, and ancillary structures for mission and clearly communicated the design concepts to its clients. control, offices, maintenance, and staff amenities.

This follows an intense six-month programme of aircraft and spare parts acquisition, maintenance, training and regulatory and compliance checks. Alliance CEO, Lee Schofield commented, “We would like to thank CASA, our staff involved in the programme and our project contractors for delivering these approvals within the timeframe allocated.” First commercial services are scheduled for 10th April and the previously announced wet lease services to be provided to Qantas will commence as scheduled on 25th May 2021 with three aircraft. Operating bases for these aircraft will be Adelaide and Darwin. Fokker Fleet Update The total fleet of 43 Fokker aircraft are in revenue service and being operated across FIFO, charter and wet lease operations. Embraer Fleet Update Alliance has firm purchase commitments for the delivery of 30 Embraer E190 aircraft. The State Government’s key objective is to ensure the community has Regular Public Transport (RPT) intrastate air services that are safe, affordable, efficient and effective. The inaugural Western Australian State Aviation Strategy, endorsed by the State Government in February 2015, supports the vision to maintain and develop quality air services that are essential to regional and remote communities in WA (DoT, 2015).
