Ot.prp. nr. 28 (2000-2001) Om lov om endringer i lov 11. juni 1993 nr. 101 om luftfart Tilråding fra Samferdselsdepartementet av 8. desember 2000, godkjent i statsråd samme dag. Kapittel 1 Ot.prp. nr. 28 2 Om lov om endringer i lov 11. juni 1993 nr. 101 om luftfart 1 Hovedinnholdet i proposisjonen Samferdselsdepartementet legger med dette frem forslag om endringer i lov 11. juni 1993 nr. 101 om luftfart. I kapittel 2 redegjøres det for bakgrunnen for forslaget til endring av luft- fartsloven, herunder forholdet til Luftfartstilsynet som ble skilt ut fra Luftfarts- verket pr. 1. januar 2000. I kapittel 3.1 redegjøres det for forslag til endringer i tilknytning til EØS- avtalen. Luftfartsloven fra 1993 synliggjør i liten grad nytt regelverk som er innført med hjemmel i EØS-avtalen og som omfatter EØS-området. Det er blant annet gitt sentrale EØS-regler om anbud, markedsadgang og lisens uten at dette fremgår direkte av loven. Departementet foreslår å tydeliggjøre lovens tosporede system, innenfor/utenfor EØS-området, samt hvilke spesielle regler som gjelder innenfor EØS-området. I kapittel 3.2 er det foreslått innført sanksjonsbestemmelser i tilknytning til de mest sentrale rådsforordningene som er en del av EØS-avtalen på luftfartens område. I kapittel 3.5 er det foreslått endringer i bestemmelsene om registrering og sletting av luftfartøy i Norges luftfartøyregister. Luftfartsloven gir regler for når et luftfartøy skal slettes fra luftfartøyregisteret. Bestemmelsene reiser imidlertid spørsmål i forhold til luftfartøy som er registrert på bakgrunn av EØS-reglene om lisens. Det er foreslått å utvide bestemmelsen til også å gjelde slettelse av luftfartøy når vilkårene i lisensforordningen ikke lenger er til stede. -

The aim of the research is to analyze and evaluate the Air France 447 Crash in the context of crew resource management practices. Crew resource management refers to the appropriate use of technical and non- technical skills and all available resources. In the research, the qualitative research case study method using the intensive description and analysis of a phenomenon or social unit was used. The case, Air France Flight 447, occurded in 2009 and accident report was completed in 2012. The accident report (BEA, 2012) and National Geographic - Air France Flight 447 Documentary HD were examined through document analysis. The data obtained from the documents were analyzed by content analysis method. The research examined with crew resource management skills, which is designated as the communication, situational awareness, team work, decision making, leadership, and personal limitations. As a result, the biggest share of the accident is seen as the “human factor”. Abx Air Reaches Tentative Agreement with Pilot Union
Employee Portal Corporate Store ATSG ABX AIR REACHES TENTATIVE AGREEMENT WITH PILOT UNION WILMINGTON, Ohio--(BUSINESS WIRE)--Air Transport Services Group, Inc. (ATSG) said today that its ABX Air subsidiary has reached a tentative agreement to amend the collective bargaining agreement with its pilot group, currently numbering more than 230 flight crew members. ABX Air’s pilots are represented by the Airline Professionals Association of the International Brotherhood of Teamsters, Local 1224 (IBT). The tentative agreement would extend for six (6) years from the date of ratification by the ABX Air pilots. “We are optimistic that this tentative agreement, if ratified, will give ABX Air the opportunity to compete for new growth and provide all our employees with opportunities for career advancement and financial stability,” said ABX Air president David Soaper, “while ensuring that ABX Air continues to provide the excellent service its customers expect.” Terms of the tentative agreement were not disclosed but will be presented to the ABX Air pilot group prior to holding a ratification vote. OPERATIONS IN AIRSPACE CLASS E IN GERMANY BELOW FL100 RECOMMENDED BEST PRACTICES FOR COMMERCIAL OPERATORS The following best practices have been developed by flight safety officers and experts to enhance the safety of operations in airspace Class E below FL100 to prevent collisions between controlled and uncontrolled aircraft in a mixed traffic environment. Recommendations for training departments and pilots • IMPROVE AIRSPACE AWARENESS Train pilots to be aware of shortfalls in the existing airspace structure – annual training and NOT only by bulletin using two components: o Generic briefing on airspace Class E in Germany o Dedicated airport briefing documents o Include risk and threats in unprotected airspace in individual departure and arrival briefing • OPERATING RECOMMENDATIONS o FLY DEFENSIVELY! o Maintain Minimum Clean Airspeed or as slow as reasonable o Request to use protected airspace – minimise time in airspace Class E and refuse shortcuts if necessary. Most standard departures and approaches/transitions will facilitate this. o Descend according to airspace structure on arrival. Steep/expedited climb through airspace Class E on departure. o Consider airspace structure for engine out procedures o Consider delaying take-off if conflict with other aircraft is anticipated • USE OF AUTOMATION IN AIRSPACE CLASS ECHO o Minimise visual approaches – they require additional attention and increase flight time in unprotected airspace o Maximise lookout capacity through use of automation (FMS/task sharing) • SEE AND AVOID o Maximise lookout -
