African Studies Roberto Cordova, Ph.D., University of Northern Colorado Hermon George, Jr., Ph.D., University of Northern Colorado "Cooperation Between People of Color in an Age of Deracia1ization: The Case of the Black/Latino Coalition of the University of Northern Colorado (UNC), c.1982-2002" Much of the analysis of recent Afro-American/Latino relations has centered upon the electoral arena in large urban areas (e.g., Romo, 1990; Browning, Marshall, and Tabb, 1990; Jennings, 1997; Franklin and Seltzer, 2002). The chances for cooperation between these two groups in this setting is said to depend upon political mobilization for economic (e.g., low wage jobs) and political (e.g., government employment) resources. However, in our study, a non-electora1 arena- a university campus -is the locus of a study of a two decades old Afro- American/Latino coalition, the Black/Latino Coalition (BLC). After establishing four factors that account for this coalition's persistence and success (leadership, agenda, adversarial accountability, and absence of direct economic or political competition between coalition partners), a periodization of the BLC's history is offered. The study concludes with a summation of the BLC's major victories and defeats, and of the BLC's success as a measure of the prospects for black/brown cooperation in an age of deracialization. It was during this period that U.S. Army policy required that African Americans serve in separate military units from white soldiers. All four of the United States Congressionally mandated all-black units were stationed at Fort Huachuca during this period, beginning with the 24th Infantry and following in chronological order; the 9th Cavalry, the 10th Cavalry, and the 25th Infantry. -

African American Soldiers in the Philippine War: An Examination of the Contributions of Buffalo Soldiers during the Spanish American War and Its Aftermath, 1898–1902. Doctor of Philosophy (History), August 2017, 294 pp., 8 tables, bibliography, 120 titles. During the Philippine War, 1899 – 1902, America attempted to quell an uprising from the Filipino people. Four regular army regiments of black soldiers, the Ninth and Tenth Cavalry, and the Twenty-Fourth and Twenty-Fifth Infantry served in this conflict. Alongside the regular army regiments, two volunteer regiments of black soldiers, the Forty-Eighth and Forty-Ninth, also served. During and after the war these regiments received little attention from the press, public, or even historians. These black regiments served in a variety of duties in the Philippines, primarily these regiments served on the islands of Luzon and Samar. The main role of these regiments focused on garrisoning sections of the Philippines and helping to end the insurrection. To carry out this mission, the regiments undertook a variety of duties including scouting, fighting insurgents and ladrones (bandits), creating local civil governments, and improving infrastructure. -

BLACK SOLDIERS IN THE WEST: A PROUD TRADITION During the Civil War over 180,000 Black Americans served in the Union Army and Navy. More than 33,000 died. After the war, the future of black men in the nation’s military was in doubt. In 1866, however, Congress authorized black Americans to serve in the peacetime army of the United States in segregated units mostly commanded by white officers. Two cavalry and four infantry regiments were created and designated the 9th and 10th Cavalry Regiments and the 38th, 39th, 40th and 41st Infantry Regiments. In 1869, Congress enacted a troop reduction and consolidation leading to the 38th, 39th, 40th and 41st Infantry Regiments being re- designated as the 24th and 25th Infantry Regiments. The four remaining regiments, the 9th and 10th Cavalry Regiments and the 24th and 25th Infantry Regiments would become known as the “Buffalo Soldiers.” During the 19th century, Buffalo Soldiers served in Arizona, California, Colorado, the Dakotas, Kansas, Minnesota, Montana, Nebraska, New Mexico, Oklahoma, Texas, Utah, and Wyoming. In Arizona they garrisoned such posts s as Fort Apache, Fort Bowie, Fort Grant, Fort Huachuca, Fort Verde, and Fort Whipple. Fort Huachuca enjoys the distinction of being the only military installation having served as home to each of the four Buffalo Soldier regiments at one time or another. Buffalo Soldiers played a major role in the settlement and development of the American West. They performed such duties as guarding and delivering the mail as well as escorting and or guarding stagecoaches, railroad crews, and surveyors. They built roads and telegraph lines, mapped and explored the territories and provided security for westward expansion. -

Comanchero JOSE PIEDAD TAFOYA, 1834-1913 Thomas Merlan and Frances Levine ose Piedad Tafoya is generally known as a comanchero who traded with Jthe Native people of the Southern Plains during the mid- to late nine teenth century. Born in a New Mexican village on the then far northern frontier of Mexico, he died in a village scarcely twenty-five miles away in the new U.S. state ofNew Mexico. The label comanchero, however, was an inadequate description of Tafoya, for he was also an army scout, farmer, rancher, man of property, and family man. Later, like a number of his New Mexican contemporaries who observed the changing character of territo rial New Mexico, he sent his son to be educated at St. Michael's College in Santa Fe. The purpose here is not only to review an<;l supplement the facts ofTafoya's life as a comanchero but to offer a biographical essay on a man whose life spanned two major economic and cultural networks. -

No. 540 RESOLUTION WHEREAS, The 2011 Fort Clark Days and the Lipan Apache Band of Texas Pow Wow are being held March 4-5, 2011, at Fort Clark Springs; and WHEREAS, Established on June 20, 1852, near Las Moras Springs, Fort Clark formed part of the line of U.S. Army forts erected along the military road from San Antonio to El Paso to defend the border with Mexico and protect frontier settlements; the fort became home to numerous U.S. infantry and cavalry units and also served as a base for Texas Rangers, the Confederate Army, Lipan Apache Texas Ranger scouts, black Seminole scouts, and buffalo soldiers; among the many notable military leaders stationed there were General Wesley Merritt, General William R. Shafter, General John L. Bullis, General Zenas R. Bliss, General Jonathan M. Wainwright, and General George S.
