Course Title Human Development ECTS Creditpoints 6 Course Developers Tālis Tisenkopfs Course Abstract the Course Gives an Over Course title Human Development ECTS creditpoints 6 Course developers Tālis Tisenkopfs Course abstract The course gives an overview of development theories, areas of human development, like health, education, employment, entrepreneurship, consumption, technology, culture, environment; reviews the processes that influence human development. The course advocates and promotes among social science students a humanistic approach to development planning and policies. In each of these areas is analyzed the situation, main problems, tried to find solutions for main development problems and analyzed the human development-friendly policy. The course gives the new social science professionals understanding of the many sides of human development, human policy and the role of such agents like state, local governments, NGOs, private sector, international organizations and other agents in human development. Learning outcomes Academical knowledge: 1. Students will acquire knowledge of human development indicators and measurement types. 2. Students will acquire knowledge of the tendencies in development of human development’s fields. 3. Students will acquire knowledge of influencing processes in human development. Professional competence: 1. Students acquire skills to navigate in the development theory. 2. Students will be able to evaluate development processes in micro, meso and macro levels. 3. The final evaluation mark consists of: 1) 50% - completed seminar tasks, which includes individual presentations and group works; 2) 40% - evaluation of photo project. Particularly such aspects will be looked at as admission, security and immigrant integration. The course provides insight also in historical development of the EU and Latvia immigration and immigration policy, Particular attention will be paid to micro level analysis of diasporas and immigrants’ identity. Introduction This report discuss the issue of ethnic equality and governance in respect to socio- political stability in Latvia from the historic perspective. Latvia, just like the overwhelming majority of modern states is multi-ethnic and multi-cultural country. Latvian history and geography is a relevant factor in order to understand the dynamics of ethnic relations and ethnopolitics. Geopolitically, Latvia is squeezed on the shores of the Baltic between larger powers, Russia, Germany, Poland, and Sweden. Time to time, each of these countries was eager to dominate the region and its population by political, economic, and cultural means thus influencing Latvia’s ethnic composition as well as ethnic relations. During the two World Wars of the 20th century, country was twice turned into extensive war zone. It has experienced several occupations and dominance of totalitarian ideologies. Latvia was ruled by democratic, authoritarian, and totalitarian regimes one after another. It has experienced market economy as well as centralized communist rule. Its population went through economically wealthy periods and faced hunger. People of Latvia have experienced respect and humanity in their mutual relations just like they have been facing terror, humiliation, deportations and death. Most of political analysts would argue that these are not conditions favouring independent and democratic statehood. Indeed, the world, even Europe knows dozens of ethnic groups and nations much larger in size and in economic power which never have experienced their own statehood.

Manufacturing and active business life is what promotes economic growth, and our city puts a lot of efforts to make every investor and entrepreneur to feel needed and welcome. By focusing on developing infrastructure, especially in industrial areas, the municipality has managed to take another step forward in arranging and adjusting the business environment, creating preconditions for the restoration of former production facilities and brownfields thus attracting private investment - the municipality has started the revitalization of industrial brownfields near Lielupe, among Garozas, Prohorova and Neretas streets, foreseeing investments in the amount of 12.5 million euros. As the performance indicators of industry, wholesale and retail sectors in Jelgava remain high, increasing freight transport flow, the importance of high-quality transit roads is a priority - in 2019, the reconstruction of the Platone Bridge in Miera Street was completed, as well as large-scale reconstruction works of the Loka Highway is still in progress, thus improving the existing transit and freight transport routes. Along with the improvement of the business environment, it is crucial to develop the potential of knowledge and innovation, to keep up with the requirements of the labor market and the needs of students. In 2019, we were the first in the country to implement educational reform by optimizing the network of municipal educational institutions and determining the specialization of each school to promote high quality education.
