It was organised by the Department of Educational Sociology and Social Education of the Faculty of Education of the Nicolaus Coper- nicus University in Toruń, and co-organised by: the Jesuit University Ignatianum in Krakow, the University in Bialystok, the Department of Ethnology and Education Studies in Cieszyn of the University of Silesia in Katowice, the Marie Curie-Skłodowska University in Lublin; the Borys Grinchenko Kyiv University (Ukraine), and the Association for Support of Intercultural Education. The meeting was under the patronage of: the Marshal of the Kujawsko-Pomorskie Voivodeship, the Mayor of the City of Toruń, His Magnificence, the Rector of the Nicolaus Copernicus Univer- sity in Toruń, the Education Sciences Committee, and the Polish Educational Research Association. The Scientific Committee was chaired by Prof. dr hab. Jerzy Nikitorowicz, the Program Commit- tee by Dr hab.     IN DEFIANCE OF FATE Ethnic Structure, Inequality and Governance of the Public Sector in Latvia Artis Pabriks 2003 Part of UNRISD Project on Ethnic Structure, Inequality and Governance of the Public Sector. Introduction This report discuss the issue of ethnic equality and governance in respect to socio- political stability in Latvia from the historic perspective. Latvia, just like the overwhelming majority of modern states is multi-ethnic and multi-cultural country. Latvian history and geography is a relevant factor in order to understand the dynamics of ethnic relations and ethnopolitics. Geopolitically, Latvia is squeezed on the shores of the Baltic between larger powers, Russia, Germany, Poland, and Sweden. Time to time, each of these countries was eager to dominate the region and its population by political, economic, and cultural means thus influencing Latvia’s ethnic composition as well as ethnic relations. During the two World Wars of the 20th century, country was twice turned into extensive war zone. It has experienced several occupations and dominance of totalitarian ideologies. Latvia was ruled by democratic, authoritarian, and totalitarian regimes one after another. It has experienced market economy as well as centralized communist rule. Its population went through economically wealthy periods and faced hunger. People of Latvia have experienced respect and humanity in their mutual relations just like they have been facing terror, humiliation, deportations and death. Most of political analysts would argue that these are not conditions favouring independent and democratic statehood. Indeed, the world, even Europe knows dozens of ethnic groups and nations much larger in size and in economic power which never have experienced their own statehood.

The air of tolerance and wealth built on trade has enabled culture, science, and the Arts to flourish in the city for centuries. Today, Gdańsk remains a key meeting place and major tourist attraction in Poland. While the city boasts historic sites of enchanting beauty, it also has a major historic and social importance. In addition to its 1000-year history, the city is the place where the Second World War broke out as well as the birthplace of Solidarność, the Solidarity movement, which led to the fall of Communism in Central and Eastern Europe. The European Solidarity Centre www.ecs.gda.pl The European Solidarity Centre is a multifunctional institution combining scientific, cultural and educational activities with a modern museum and archive, which documents freedom movements in the modern history of Poland and Europe. The Centre was established in Gdańsk on November 8th 2007. Its new building was opened in 2014 on the anniversary of the August Accords signed in Gdańsk between the worker’s union “Solidarność” and communist authorities in 1980. The Centre is meant to be an agora, a space for people and ideas that build and develop a civic society, a meeting place for people who hold the world’s future dear. The mission of the Centre is to commemorate, maintain and popularise the heritage and message of the Solidarity movement and the anti-communist democratic op- position in Poland and throughout the world.

    Jelgava in figures • 2019 • Dear readers of “Jelgava in figures”! Jelgava – a city for development – has continued its improvement as one of Latvia’s educational, industrial and cultural centers in 2019 as well. A city that encourages business development, offers a wide range of educational opportunities, secure social environment and an active cultural life. Manufacturing and active business life is what promotes economic growth, and our city puts a lot of efforts to make every investor and entrepreneur to feel needed and welcome. By focusing on developing infrastructure, especially in industrial areas, the municipality has managed to take another step forward in arranging and adjusting the business environment, creating preconditions for the restoration of former production facilities and brownfields thus attracting private investment - the municipality has started the revitalization of industrial brownfields near Lielupe, among Garozas, Prohorova and Neretas streets, foreseeing investments in the amount of 12.5 million euros. As the performance indicators of industry, wholesale and retail sectors in Jelgava remain high, increasing freight transport flow, the importance of high-quality transit roads is a priority - in 2019, the reconstruction of the Platone Bridge in Miera Street was completed, as well as large-scale reconstruction works of the Loka Highway is still in progress, thus improving the existing transit and freight transport routes. Along with the improvement of the business environment, it is crucial to develop the potential of knowledge and innovation, to keep up with the requirements of the labor market and the needs of students. In 2019, we were the first in the country to implement educational reform by optimizing the network of municipal educational institutions and determining the specialization of each school to promote high quality education.

The course advocates and promotes among social science students a humanistic approach to development planning and policies.
