NEWS HEADLINES DETAILS Timely assistance: Solar CHITRAL: Sarhad Rural Support Programme (SRSP) provided solar power plants to the health plants provided to Chitral department in a ceremony held at the Chitral Scouts Headquarters on Saturday. This was done to restore power to hospitals in upper parts of Chiral that were confronted with power issues after hospitals Reshun hydal power was washed away by recent floods. ExpressTribune,December6, 2015 Chitral Scouts Commandant Colonel Nizamuddin Shah handed power plants to district health officer Dr Israrullah and several district councillors from the affected areas.During his address on the occasion, Shah appreciated the efforts of SRSP, its hydal power generation projects and expressed gratitude to the programme’s chief executive officer Shehzada Masoodul Mulk. He said after severe floods in the district, power supply to the hospitals of Chitral was suspended and the staff and patients were suffering on a daily basis. “SRSP personnel worked diligently to provide electricity to the many hospitals, including those in Boni and Warijoon,” he added.Shah also said was utilising its resources for the rehabilitation of flood and earthquake victims. The local government members present on the occasion also thanked SRSP for its contribution for the betterment of the people of the district. The SRSP internal auditor engineer Khadamullah was also present on the occasion. Over 300 dengue cases Despite prevention measures by the authority concerned, dengue cases mounted up to 378 in reported in peshawar Peshawar while 20 patients are under treatment in various hospitals to fight the disease. Sajid Saeed and Bushra Waheed, woman councillors from Bagnoter Union Council, said that girls’ high school building, which was damaged in the 2005 earthquake, had not been completed yet and students were studying in the open.Similarly, they said girls and boys have been studying in tents since their separate high schools in Seri area were damaged in the 2005 earthquake. Shangla District: Post- The government must lift the restriction and facilitate NGOs because destruction is huge and it earthquake scenes cannot be controlled by the government alone Having spent most of the years in Karachi, I had no The Nation,December5, 2015 clue how a massive earthquake feels like before the recent earthquake in October. I was in Murree when earthquake hit , Pakistan, and other parts of the Asian region. During continued jolts—which lasted for 80 to 90 seconds— I still remember that it was extremely difficult for me to stand on the surface. I witnessed people around me reciting Kalma, screaming, falling down on the surface amidst sound of the shattering glasses, shaking trees etc. It all happened within 90 seconds. After the jolts, our TV channels— once again keeping the tradition of never missing any opportunity—flooded with “breaking news” tickers and successfully created chaos among masses at a situation which needed to be dealt tranquilly.On my way back to Islamabad, I heard that a volunteer-based organization is going with relief to Shangla District. So I went with them to gauge the damage and government’s efforts in managing the situation. Shangla District has captivating sights, green valleys and flowing River Indus covered by huge mountains. Its population is 0.4 million and has four Tehsils. Shangla is considered to be most affected area in this earthquake and Tehsil Chakesir, with a population of 50,000 people, has witnessed most of the destruction. A man wearing German Red Cross jacket apprised that 60 per cent of damage done by earthquake has occurred in Shangla. According to an estimate by Musharraf Shah, a local person who was leading the relief campaign in Tehsil Chakesir, the death toll has reached up to 58 in Shangla District and most of the deaths happened in Chakesir. Shah also added that overall 1,200 houses have completely collapsed in Shangla District, 400 alone in Chakesir. As far as injuries are concerned, it is difficult to count or classify because there were so many people - as I personally witnessed - who had severe or minor injuries. The news of death and destruction can be easily found on various news sources. The purpose of this story is not to discuss only damages but to shed light on government’s response, incompetence and things that are required immediately. When I reached Chakesir, all I saw was a helicopter flying from one mountain to another to oversee the progress and estimate the damage, I guess. I hardly saw any government representative on ground providing relief to victims. There were locals, like the one I mentioned above, who were assisting volunteers from different NGOs and taking them to victims.It would be really unjust to say that the government has not done anything. It has provided water-friendly tents. If it rains, tents would welcome water with open arms. It has also provided food, which was thrown down from a helicopter. I also asked Shah about PM’s visit in Shangla. He laughed and said that during a briefing session to PM on earthquake destruction, his adviser, Ameer Maqam, gave a speech on China Pakistan Economic Corridor (CPEC) rather than briefing on victims’ miseries. I also interviewed a local journalist about army’s efforts. He said on a condition of anonymity, “Army is clearing roads—which is also a need—but people need food and shelter.” Moreover, army is also responsible for evacuation and clearing debris. But pictures suggest that army is also unsuccessful in performing its duties. Normally in developing countries where government is weak in providing relief, local or international NGOs play their role to bridge the gap between government and victims in disasters. Because of a few NGOs, our Interior Minister has outlined a new mechanism to curb all NGOs. Consequently, the aforementioned gap is rapidly widening. When we were on our way to Shangla, we received a call from a local and he said, “Do not say you are from an NGO otherwise police would stop and send you back.” And he was true in his prophecy. We were stopped by the police on four different check posts and they specifically asked, “Are you from any NGO?” Of course, we had to lie otherwise they would never have allowed us to enter Shangla. I think Pakistan is among very few countries where you have to lie for a noble cause.Even though Shangla District is part of Khyber Pakhtunkhwa (KP) but it falls under Provincially Administered Tribal Areas (PATA) where oversees region’s affairs by directing governor of the province. Reforms in PATA have been under debate but nothing significant has been achieved so far. As a result, the people of Shangla have suffered the

most and are deprived of basic necessities because of centralist mindset—concentration of maximum power at centre level— in our federalism and constitutional ambiguity. According to a local, there is only one hospital in Chakesir which is almost dysfunctional. I went to Syedano Dero (the area of Syeds) which is situated at the top of the mountain in Chakesir. This area has undergone huge devastation. There was only one place, which remained undamaged during the earthquake which was baithak, a place of meeting. Except baithak, almost every home has collapsed. Relief progress is insignificant due to two reasons. First, since it is situated on the top, the only way to reach there is to hike at least for 30 minutes. Second, the road—which connects it to main Chakesir Tehsil—is bumpy and it takes 3 hours to reach there. If the road is well-constructed then it is hardly a 30-minute drive. Putting aside earthquake victims, a local apprised that hundreds of people had already lost their lives in past because of this road. “They die while on their way”, he added. The more interesting fact is that this only road was built by locals themselves in 1940s. A lot can be written on Shangla and its deprivation. But I would suggest these things which need to be done urgently. First, the winter season has arrived and I saw very few people who had warm clothes. A friend from Shangla, Umar Bacha, just informed me that some children have died because of cold. They need warm clothes and jackets. Second, the government has provided them tents, which are not waterproof. Rains and snowfall has already started in Shangla. They need steel sheets that can protect them from water. Third, since there is no hospital on the mountain, a medical camp needs to be installed. Fourth, government must lift the restriction and facilitate NGOs because destruction is huge and it cannot be controlled by the government alone. I also wish to suggest that the government should also make proper roads but I know it would be an unjust demand considering the past records of government’s seriousness. Moreover, a streamlined PATA will ease the burden of many and will boost efficiency. They were really poor and had few things to eat but their hospitality has inspired me. So I have come to a conclusion that poor people are more generous than rich. Now, these poor people require our generosity and help. Will we (government and people) stand with them? Dengue fever Thousands of people in Asia have been struck by dengue fever in recent months. Philippines. The Nation,December5, 2015 Myanmar, Malaysia, Taiwan, Thailand, Vietnam are among the countries that have been significantly hit by this disease. Even Pakistan and India are in the grip of the worst dengue outbreak.This situation has put medical services under strain all over the world. Hospitals are overwhelmed with thousands of people with symptoms like high fever, vomiting and joint pain. But unfortunately, there is no dedicated treatment for dengue virus. Dengue victims are asked to take rest, drink plenty of fluids and take medication to reduce fever. The World Health Organization (WHO) indicated that 50 million new cases of dengue fever occur each year but even the number could be four times higher due to under reporting. In Myanmar, 36,000 cases of dengue fever were recorded from January to September this year. It was 200 percent more than in the same period last year. This indicates that dengue is one of world’s fastest tropical diseases. There is a dire need for a long-term strategy to be derived at regional/international level to fight the potentially lethal disease. NDMA provides 1,875 Islamabad: In continuation of relief efforts for the affectees of earthquake in October, National tents to earthquake Disaster Management Authority (NDMA) has provided a total of 1,875 tents to Khyber- Pakhtunkhwa (KPK) and Federally Administered Tribal Areas (FATA) including 1,409 tents to victims Malakand Division in KPK. The tents provided to Malakand Division were further distributed among The News,December4, 2015 earthquake affected districts as per requirements i.e. 76 tents distributed in District Chitral, 581 in District Shangla, 49 in District Buner, 196 in District Swat, 129 in Lower Dir and 378 in Upper Dir. While a total of 70 tents were also handed over to local Administration of Bajaur in Fata at in Malakand Division today.According to official spokes person in addition a total of 396 tents were also handed over to Hazara Division Administration in KPK, by NDMA teams today. The distribution includes 16 tents for District Torghar and 380 tents for District Dassu.On the occasion, Malakand Division Commissioner thanked NDMA for the support and assistance extended for the early recovery of the destroyed schools to facilitate the students in continuing their studies till complete rehabilitation of the school buildings. It is to be noted that the earthquake not only caused damages to houses and other infrastructure but also fully damaged 251 schools in various earthquake hit areas of Khyber-Pakhtunkwa and Federally Administered Tribal Areas (FATA). 2 New Polio Cases KARACHI: Despite gigantic efforts made for the eradication of virus of poliomyelitis, two new Emerge In Karachi, One In cases have surfaced in Karachi. Pakobserver.,December4, 2015 The emergence of these two new cases of polio is reported from Baldia Town Union Council No. 1 and 4. This locality is dominated by settlers from Khyber Pakhtoonkhawa and federally administered tribal areas. The previous cases that emerged in the province also belonged to families that had settled in Karachi and other parts of Sindh from other provinces. These localities are also dominated with extremist gangs that not only force people to stay away from volunteers, who visit their areas for administering drops of anti-polio vaccine. In these localities, volunteers were also targeted and killed due to which extra security measures have cost the provincial exchequer a lot while on various occasions, police have also declined to accompany the volunteers for their personal security due to which the anti-polio campaigns were suspended. On the other hand, Sindh health minister Mehtab Hussain Dahar has expressed his deep concerns over increasing number of patients of AIDS and hepatitis in the province and directed the Program Managers of AIDS and Hepatitis Control Programs to expedite immunization process against these fatal diseases.This he said while presiding over a meeting Thursday. Dr Younus Chachar Program Manager AIDS Control and Dr Abdul Khaliq Shaikh Program Manager Hepatitis Control also attended the meeting.He directed them to launch a massive drive against these diseases and

Unless we do hard work we could not achieve our goal.Program Manager AIDS told the meeting that so far 8, 872 cases of HIV positive and 235 cases of AIDs had been reported officially but it was feared that number of cases might be up to 40 thousands.The Minister urged them to establish Prevention and Care Centres in all districts of the province and in most affected areas at Tehsil level as well to zero tolerance against these diseases. Jam Mehtab Hussain urged the education ministry to include awareness lessons on diseases like AIDS, hepatitis, dengue in curriculum to create awareness among students. Manager Hepatitis Control Programme Dr. Khaliq Shaikh informed the meeting that till October 15, 214, 966 hepatitis diagnosed patients had been registered, out of which 169, 739 were provided treatment while 778, 9445 people were vaccinated against hepatitis.Meanwhile, another polio case surfaced in Quetta on Thursday after which tally has mounted to five. Coordinator Emergency Centre, Dr. Saif-ur-Rehman said a two-year-old child hailing from Eastern Bypass area of Quetta was found affected with polio virus after which number of polio cases detected in the district during the ongoing year has climbed to five. He said that parents of the affected child had refused to vaccinate him during the anti-polio immunization polio held across the district during recent months. For the pregnant woman who is about to deliver, or the adolescent girl who survived sexual violence, life-saving services are as vital as water, food and shelter,” said Dr Osotimehin in the report. “About 100 million people in need of humanitarian assistance around the world today, about 26 million are women and adolescent girls in their childbearing years. Sexual and reproductive health services critical to the health and survival of women and adolescents are scarcest at the time they are needed the most. Three fifths of maternal deaths today occur in countries that are considered fragile because of conflict or disaster. Pregnancy and childbirth related complications kill 507 women every day in these settings,” shared the findings of the report by Sarah Masale, UNFPA Acting Representative. One can only reach here on foot after covering a difficult, unfrequented route of eight kilometres,” says Mohammad Imran, a resident of Nusratkhel Kando village, which was badly hit by the earthquake.The tragedy claimed lives of as many as 16 people, most of them children, and left hundreds of houses completely or partially damaged in the district. “If people eligible for compensation are not provided relief they might go for holding demonstrations to raise voice against this injustice and this has started happening in our district,” he said.Though the district administration has established a tent village in Sura Asharay, only those families whose houses were destroyed are being accommodated there. Other affected people whose houses developed serious cracks or were partially damaged in the earthquake are still living in such houses putting their lives in a danger owing to unavailability of tents and resources. “Our village has over 150 mud houses and the residents whose houses were destroyed are provided with 24 tents, but all other families are still living in partially damaged houses,” said Moin Khan who house developed serious cracks as a result of the earthquake.He said that almost all houses in their village were destroyed extensively or partially, but compensation cheques were given only to 38 families, five for complete destruction and 33 for partial damage.“Our village is still being jolted by aftershocks and severe winter is round the corner, but names of 110 families whose houses are damaged partially or are not fit for use have not been included in the compensation list,” said Mr Moin. He said that the government should provide all residents of the village with prefabricated houses and pay them compensation money as early as possible so they could reconstruct their houses to protect themselves from the harsh winter.

Torghar, which remained a tribal belt of Mansehra district before getting the status of a settled district in 2012, is still under the influence of jirga system and elders of four main tribes of Nusratkhel, Bassikhel, Hassanzai and Akazai are unanimous that a much higher number of houses were destroyed in the tragedy compared to the figures issued by the government. They claimed that over 90 per cent population in the district were living in mud houses.“We are still without any medical facilities as no medical camp is established in our village. He said that the people of his village were still facing a danger as the mud houses they were living in had developed big cracks and the district administration had not provided tents and relief items to all the villagers.“The people of my village are also part of protests being held regularly at Judbah and other parts of the district seeking compensation of houses. The government should pay them compensation before the start of harsh winter so that they could reconstruct houses,” he said.According to official sources, Torghar still lacks road and other infrastructure needed even to run a small town.Mohammad Zahid, who lost election for the district councillor seat on PTI ticket from Judbah, the district headquarters of Torghar, said that the independent councillor who joined his party and was made district nazim had also failed to deliver. “When a district nazim of a ruling party can’t raise voice for the rights of people, no one else would come to our rescue at such a critical time,” he said. He said that owing to poverty 90 per cent of houses were made of mud and stones in the district and most of them were either destroyed or they developed dangerous cracks in the earthquake. He said that people continue to live in such houses, but the district administration was not including them in the damage compensation list.“The district nazim should step down from his position or ensure inclusion of such people in the list for compensation,” said Mr Zahid. He said that aftershocks were still being felt in the district and it could cause a big tragedy if houses that developed serious cracks were not reconstructed.Jamiat Ulema-i--Fazal, which is the main coalition partner in the PTI-led district government, also seems annoyed with the provincial government over non-inclusion of Torghar in the list of districts needing emergency relief.“The provincial government has included Swat, Shangla, Dir and Chitral in the emergency relief districts in the province, but ignored Torghar which is an injustice with the people of this hard- hit district,” said Safiullah Khattak, the information secretary of JUI-F Torghar.JUI-F lawmaker from Torghar, Zarin Gul, has also demanded a fresh survey of the damaged houses in the district. Speaking in the provincial assembly, he had demanded that camp offices of the Provincial Disaster Management Authority should be established in the affected districts to speed up post-earthquake activities. According to deputy commissioner, Torghar, Matloobur Rehman the housing compensation had been paid to 563 affected families, while survey of another 663 houses was also completed. He claimed that Rs80 million had so far been paid to the affected families in the district. “I have no objection to a fresh survey if PDMA gives us a go-ahead,” said Mr Rehman.

Warrants for absconders KARACHI: An antiterrorism court issued on Thursday non-bailable warrants for the arrest of 11 in Safoora bus carnage absconders, including an arms dealer, in the Safoora Goth bus carnage case. Tahir Hussain Minhas, alias Sain; Saad Aziz, alias Tin Tin and Asad-ur-Rehman, alias Malik, have been case issued chargesheeted for their direct involvement in the case and Hafiz Nasir, alias Yasir and Mohammad Daily Dawn, December 4 2015 Azhar Ishrat, alias Majid, were named for allegedly providing accommodation, funds and reconnaissance to the main suspects while Fishermen Cooperative Society vice-chairman Sultan Qamar Siddiqui, his brother Hussain Umar Siddiqui and Sajid Naeem were nominated for allegedly providing weapons to the assailants. The police had submitted a final investigation report on Nov 23 in which all the eight detained suspects were chargesheeted while Zahid Motiwala, owner of an arms shop in Defence Housing Authority, Hafiz Mohammad Umer, alias Jawad; Ali Rehman, alias Toona; Tayyab; Mehmood; Abdullah Mansoor; Mistari Pathan; Dawood; Abdullah Bin Yousuf, alias Abdul Aziz, and two unidentified Pakhtun origin men were shown as absconders. Initially, the court had declined to admit the final report since it was submitted without the scrutiny of the prosecutor as two special public prosecutors had dissociated themselves from the case and the court was informed that their resignations were still pending. Later, the regular prosecutor of the ATC-VI scrutinised the report and submitted it in court after the authorities concerned directed him to plead the case. On Thursday, the ATC-VI issued non-bailable warrants against the absconding accused and directed the police to arrest them and produce till Dec 8. Around 45 Shia Ismaili community members, including 18 women, were killed and eight others sustained wounds in an armed attack on their bus near Safoora Goth on May 13.

Man sentenced to 28 years in illegal arms cases An antiterrorism court sentenced on Thursday a convict to a collective sentence of 28 years in explosive material and illicit weapon cases. Shan Ahmed, alias Shani, was found guilty of carrying an unlicensed pistol and a hand grenade on Manghopir Road in January last year. The ATC-V judge, Mohammad Javed Alam, handed down 14 years imprisonment in each case and also imposed a fine of Rs30,000. In case of non-payment, the convict would undergo an additional three-month imprisonment. However, both sentences would run concurrently. Ouster: South Waziristan WANA: The Ahmadzai Wazir tribe has imposed a ban on sheltering Punjabi, Mehsud and jirga bans shelter of Gandhapur militants and have asked them to leave the area within three days. This decision was announced at a jirga attended by thousands of Ahmadzai Wazir tribesmen in Wana, South ‘outsider’ militants Waziristan on Wednesday. The jirga was addressed by elders from nine clans. This defence committee will take action against militants and those Ahmadzai Wazir tribesmen found sheltering such elements. The tribesmen took a similar decision against militants associated with the Islamic Movement of Uzbekistan headed by Tahir Yuldeshiv in March 2007. As a result, all Uzbek militants switched to Mehsud-tribe dominated areas in South Waziristan. Tahir was later killed in a US drone attack in North Waziristan. After the expulsion of Uzbek militants from Wana in March 2007, the Ahmadzai Wazir tribesmen established a peace jirga with government loyalist Commander Mullah Nazir as its head. However, Nazir was also killed in a US drone attack in early 2013. After the death of Mullah Nazir, militants managed to reestablish a foothold in the region. Security forces defuse two GHALANAI: The security forces defused two improvised explosive devices (IEDs) planted by IEDs in Mohmand unknown miscreants in Safi tehsil of Mohmand Agency on Wednesday. Officials told Dawn that local people informed the security forces after detecting the IEDs in Sheikh Baba Gulono area of Daily Dawn, December 3, 2015 Safi tehsil. The security personnel reached the spot, cordoned off the area and called the bomb disposal squad from the FC camp. Later, the IEDs were defused safely. The troops also launched a search operation in the area to track down those involved in planting of the explosive devices. Apex committee decides KARACHI: In a major move aimed at curbing terrorist attacks on security personnel in Karachi, the to intensify Karachi Sindh government has decided to set up 30 additional anti-terrorism courts (ATCs) besides inducting 8,000 policemen and 20 prosecutors. Five militants killed during QUETTA: Five militants were killed in an exchange of fire after security forces conducted a search security operation in operation in Mashkay area of Awaran district in Balochistan on Tuesday. Security sources said firing against militants of a banned outfit took place during an operation in Nok Jo area of the Awaran district. Arms were also recovered from their possession. Nisar added that those failing to get their arms licenses verified even after December 31 will have to face arrests, confiscation of arms and being blacklisted to acquire any weapons in future. 2015 bike-riding militants took head-shots of the two military police personnel who were sitting inside their vehicle. “One of them died on the spot whereas the other succumbed to his injuries at the hospital,” DIG South Jamil Ahmed told AFP. ”This is a very serious incident but we will track the attackers down soon.” Bodies of the personnel, who were later identified as Lans Naik Rashid and Havaldar Irshad, shifted to the PNS Shifa Hospital for post-mortem examination. Police and Rangers cordoned off the crime scene and launched investigations to arrest the suspects. Investigators are trying to obtain CCTV footage from the scene while at least three 9mm bullet casings were recovered from the spot. Sindh Home Minister Sohail Anwar Sial took notice of the incident and directed Inspector General of Police Sindh to submit an inquiry report of the incident. Expressing deep sorrow over the death of two security personnel, the provincial home minister prayed for their forgiveness. “Police have rounded up at least two suspects from the crime scene,” the DIG South said, adding two terrorists opened fire on the vehicle of military police from its back. Sindh Chief Minister Syed Qaim Ali Shah called Karachi Corps Commander Lt-Gen Naveed Mukhtar and inquired about the incident. The chief minister further called a meeting of Karachi Apex Committee to oversee the overall security situation of the metropolis at the Chief Minister’s House on Wednesday. Meanwhile, Chief Minister Punjab Shahbaz Sharif expressed his grief over the incident in a message posted on the social media website, Facebook. Later in the day, officials attended the funeral for fallen soldiers. Terrorist attacks cannot undermine progress of Zarb e Azb: COAS Meanwhile, Chief of Army Staff General Raheel Sharif paid rich tribute to the slain military police personnel, saying such terrorist acts could not shake their resolve to root out terrorism from the soil. According to the ISPR, the army chief has instructed intelligence and security agencies to go to any length to apprehend the perpetrators. Killing of military personnel was aimed to undermine the progress of Operation Zarb-e-Azb, the COAS was quoted as saying. FC recovers 1,000kg QUETTA: Security forces arrested 10 suspected militants and recovered about 1,000 kilogrammes explosives from Ziarat of explosives during separate raids in Balochistan's Ziarat and Killa Saifullah districts on Monday. Daily Dawn, December 1, 2015 Frontier Corps spokesman said security forces demolished four sanctuaries of terrorists during the operation in Ziarat's Sanjavi area and arrested seven militants. About 1,000 kilogrammes of explosive material hidden in a cave and four AK-47s were recovered during the intelligence-driven raid. The militants had dumped the explosives and weapons to smuggle them to Quetta and other parts of Balochistan to carry out subversive activities, the FC spokesman said. In another operation, security forces arrested three militants allegedly linked with banned Tehreek-i-Taliban Pakistan (TTP) in Killa Saifullah district, the spokesman added. "The militants had targeted security forces in various parts of Northern Balochistan," claimed the FC spokesman. Balochistan is in the throes of the fifth and longest running insurgency since 1947. Triggered in 2005 by the rape of a lady doctor allegedly by an army officer in Sui, it was exacerbated by the death of Nawab Akbar Khan Bugti in an Army operation in August 2006. Security forces have intensified their actions in Quetta and other parts of Balochistan after the announcement of the National Action Plan to combat terrorism in the country. Back in September, Balochistan Home Secretary Akbar Hussain Durrani stated that provincial law enforcement agencies have arrested more than 8,000 suspected militants and killed at least 204 after the implementation of the National Action Plan (NAP). Durrani had told media that that out of the 204 terrorists killed, around 100 were high-profile terrorists. Bomb disposal pros get PESHAWAR: Zameer Khan’s voice remains steady as he recounts the number of bombs he has top training at Nowshera's defused in his lifetime. “Thirty-seven bombs and Improvised Explosive Devises,” he says. There is an almost defiant indifference in the ex-serviceman’s tone. After 20 years in service, he is now enrolled at Pakistan’s first police school of explosive handling (PSEH) in Nowshera taking a refresher course to hone his skill. Despite his years of experience, at PSEH he has a chance to enhance his knowledge as modern war tools evolve. He can learn about circuits — the latest explosive devices — and how to battle the "technological war." The explosive handling school, which launched operations in February this year, provides training on the latest equipment and technology to detect and safely diffuse bombs. It is a major step towards improving the safety of civilians as well as that of Bomb Disposal Unit (BDU) personnel. Currently, PSE is training 44 apprentices. Since its launch, 341 officials have completed training at the school. Limited resources, big hearts Located on the bank of River Kabul, the main entrance of the school is decorated with portraits of celebrated BDU personnel who were unwittingly killed in bomb explosions. Among the 15 portraits are the famous duo Hukam Khan and . The two defused over 2,500 bombs, which the school’s officials believe is the highest number in any part of the world. Despite the danger that comes with their job, BDUs have a very limited operational budget. Assistant Inspector General (AIG) Shafqat Malik says, “We just get salaries from the government." Most of the equipment — including robots, bomb suits, X-ray units, EDOs and vehicles — is arranged for the school free of charge through personal efforts and friends. The school’s main lobby is filled with explosive handling equipment: different types of bombs, detectors and remote-control vehicles for bomb dismantlement — all of which are used during practical training. Malik explains that trainees are

taught to identify the difference between different types of explosive devices, and the disposal of varying types of bombs. They are lucky to be able to use the latest technology, including robots, he says. People come to train at PSEH from different districts of KP. Some, says Inspector Shafiq Khan, are already trained, while others start from scratch. “The school provides newcomers with a learning opportunity, and they get firsthand knowledge from experts.” Khan, an ex-serviceman, is also an instructor at PSEH. New techniques can save lives The school also conducts two-week short refresher courses for BDU officials. They are trained in post-blast investigation and site preservation techniques so that they are able to determine the nature and the quantity of the explosive material(s). According to Shafiq Khan, from the moment someone enters a blast site, even the smallest footprint or fingerprint can contaminate it. As soon as something is touched, the entire crime scene changes and it becomes difficult to later identify and distinguish the element. Additionally, blast scenes are risky sites because of the danger of a second possible blast. Each district in KP currently has at least one BDU expert. There are 450 BDU officials across the province and majority of them are ex-servicemen. Many policemen, who were not part of the BDU, lost their lives when they were unable to handle explosives in the absence of experts. Hukam Khan, member of the famous duo, lost his life because of an unexpected second blast while on duty on September 28, 2012. Post-blast investigation and management techniques, therefore, are extremely crucial for BDU personnel. Safety aside, results from their findings (or lack of) contribute to the amount of evidence present in court cases. “Weak prosecution is often the main reason behind acquittals,” says Khan. A noble but risky profession DSP Waqar, an instructor at PSEH, says there have been 15 casualties to date during bomb diffusal, and KP has lost some of its top experts in the process. But despite a lack of proper training facilities, BDU personnel have managed to defuse over 6,000 bombs since 2009. The majority of officials at BDU are ex-service men, who were once recruited by the police department as serving police officers. Officials are often reluctant to join the BDU — not because they are unwilling to sign up for one of the most dangerous jobs in the world — but because of the lack of proper training and limited resources. AIG Malik believes that the profession itself is considered to be noble. But because of limited resources and equipment, foreign countries and the military have become mainly responsible for training the BDU personnel on handling certain kinds of diffusals, such as Ordinance Explosive Devices (OEDs). “This is time consuming, and in most cases, does not meet our needs,” he says. Despite the difficulty with OEDs, bomb disposal experts from the KP police have successfully diffused more than 5,000 IEDs, including many that were vehicle-borne or carried by suicide bombers. Their gallantry, Malik says, shows how they have “written history with their blood to address the menace of terrorism." In order to reduce the number of deaths and casualties, AIG Shafqat feels that the police department should run its own training institution for OED handling. The police should be able to manage actual bomb disposal, not just fire fighting. A technological war Qazi Waqar, a PhD scholar at PSEH specialising in electrical concepts, feels that trainees also need to be equipped with electrical knowledge. According to him, terrorists keep abreast of new technologies to make superior bomb circuits and explosive devices. Hence, he says, electrical knowledge is vital as being unaware about sensor technology has proven fatal in many cases. Facing danger everyday A friend of the late Hukam Khan, Muhammad Arif, a BDU expert posted at the Hazara Division, feels his companion's loss deeply. But risk is a constant factor in his life, and Arif says he has faced danger on countless occasions. Arif has defused a range of explosive devices: suicide jackets, artillery shells, RPGs, hand grenades, as well as anti-personnel and anti-tank mines and heavy IEDs. He was severely injured in a roadside bomb blast in May 2013, while on his way to his office after defusing a bomb at Thor Gar. He has been working for eight years, and feels the job is his personal duty. “I feel proud that despite knowing my life is at risk, I still take up the responsibility to defuse a bomb,” he says. “My work saves the lives of many people”. But it isn’t an easy job. Many trained men reach the bomb site and lose courage. “You need to be calm and bold,” he says. Zameer Khan, too, witnessed the death of a close friend while he was defusing a bomb. For him, the school offers the hope that he will never have to witness such a thing again. When he steps out to a spot to defuse explosives, Khan elaborates, he finds himself continuously reciting prayers in his heart. He hopes to invoke the mercy of God, to protect him and others like him. “It feels like death is starting at me in the eye,” he says. What is there to be so shocked or scandalised by. It’s done the world over,” Dulat had said, while speaking to NDTV’s Barkha Dutt.

Wrong parking clogs KARACHI: Illegal and wrong parking has clogged the main arteries of area, with Regal arteries in Saddar Chowk and New Preedy Street being the most affected areas. Recently, it was decided in a high-level meeting in present of Commissioner Karachi Soaib Siddiqui that another traffic zone, named Saddar Traffic Zone with its office in CDGK Parking Plaza Saddar would be created to deal with the gross violation of traffic rules in Saddar, but this decision is yet to be implemented. New Preedy Street has been facing severe traffic jams as hundreds of pushcart vendors have occupied both sides of the road up to car parking plaza building. To ensure smooth traffic flow in Regal Chowk and Saddar area it is necessary that this area be truly made a no-parking zone and the ‘tow-away area: 24-hours no parking’ rule must be implemented in Regal Chowk area in the larger public interest. ‘Total policing’ needed KARACHI: Metropolitan city of Karachi still faces serious challenges to contain crime, especially under metropolitan model mugging, because the Karachi police is not trained in urban policing and is ill-equipped to fight Daily Times, December 5, 2015 urban crime, because this police is trained in conventional policing introduced by the British rulers to tame local people depending on old colonial techniques of fear and bullying. The Metropolitan Police Services covers an area of 620 square miles and a population of 7.2 million. The Commissioner of Police of the Metropolis, commonly known simply as the Commissioner, is the overall operational leader of the force, responsible and accountable to the Mayor’s Office for Policing and Crime. Presently, MPS Commissioner is Sir Bernard Hogan-Howe. Born in Sheffield, Sir Bernard Hogan-Howe has an MA in Law from Oxford University, a diploma in Applied Criminology and was awarded an MBA in Business Administration from Sheffield University. (A minor oddity to the normal jurisdiction of territorial police officers in England and Wales is that Met officers involved in the protection duties of the Royal Family and other VIPs have full police powers in Scotland and Northern Ireland in connection with those duties.) Metropolitan Police employees consist of uniformed police officers, special constables, civilian staff, and police community support officers. The Met was the first force to introduce PCSOs. Uniformed traffic wardens, who wear a uniform with yellow and black markings, are a distinct body from local council civil enforcement officers. The former have greater powers that include being able to stop vehicles and redirect traffic at an incident. In addition to the headquarters at New Scotland Yard, there are 140 police stations in London. These range from large borough headquarters staffed around the clock every day to smaller stations, which may be open to the public only during normal business hours, or on certain days of the week. Like Met the Karachi also needs a police force aimed at Sustainable Policing. About the sustainable policing Met says: “We are working to be the best police force in the world. Govt to step up anti-polio : Punjab Chief Secretary Khizar Hayat Gondal has directed the health department to step campaigns up efforts for polio eradication, saying that no negligence would be tolerated in this regard. Blood safety system ISLAMABAD: State Minister for National Health Services (NHS) Saira Afzal Tarar has appreciated reforms successfully the successful implementation of the blood safety system reforms through the Safe Blood Transfusion Programme (SBTP). She was addressing the national workshop on “Achievements in implemented Safe Blood Transfusion Reforms” which was organised by the Safe Blood Transfusion Programme Daily Times, December 5, 2015 in collaboration with GIZ on Friday. State Minister Saira Tarar chaired the workshop for national health services, the German Ambassador Ina Lepel along with GIZ and KFW officials represented the German government. SBTP National Coordinator Prof Hasan Abbas Zaheer, and provincial managers including important national stakeholders were also present, said a press release. The objective of the national meeting is to share the current status of project achievements, changes brought about and its comparison with the blood transfusion scenario before the project implementation initiated in 2010. The strategy of how to carry forward the reform process and enumeration of the challenges envisaged was also highlighted. She termed the project as a “success story” and the Pak-German cooperation a model to emulate and desired that this cooperation continue uninterrupted to help secure and strengthen the resources. She reiterated the government’s commitment to the project and expected the German support to continue. The president recently inaugurated the first-ever international blood transfusion conference in Pakistan organised by the programme and earlier the prime minister granted special tax exemption to the blood programme, she added. German Ambassador Inna Lepal appreciated the commitment of Pakistan’s premier national and health leadership to the project and their participation in the important programme activities in addition to recognising blood safety reforms as a priority area. She said the successful joint cooperation had been a matchless experience for the Germans. She emphasised that even though the foundation has been laid for the structured blood transfusion services, implementation of novel ideals would require more efforts and perseverance on all the fronts. She maintained that successful sustenance of the project would require continuous effectiveness and coordination by all the stakeholders. She stated that gradually in the long-term period the German support would be tapered off making the entire project a locally coordinated entity. Speaking on the occasion, SBTP National Coordinator Prof Zaheer thanked the German and Pakistan governments for taking the initiative to promote blood safety in the country. He also thanked all the national stakeholders including the provincial health departments in extending full support and cooperation in the successful implementation of the first phase of the project despite many challenges. Prof Zaheer informed that as a result of the determined efforts of the programme management and the commitment of all the stakeholders, a national platform of the sector has been created and the blood programme has become the national voice of blood safety not only within the country but also internationally. The pace of the project has picked up in the last two years and now the second phase of the project is about to be launched, he added. 17,000 polling staff to : Nearly 17,000 polling staff with fully trained returning officers, presiding officers are ensure transparency ready to ensure smooth local government (LG) elections beginning today. Dispatch of ballot boxes and election material has been completed. Ballot papers have been handed over to the returning officers to facilitate the voters of the district. Special accreditation cards have been issued for electronic and print media for security purpose. 10,000 policemen would be deployed for security. A company of Rangers and five companies of Army personnel will be deployed around 114 sensitive polling stations of the district. The people can cast their votes till 5:30pm, which is the concluding time for polling in this region, he said. The principal arrived late in the college and the DDO of the college met with rude behaviour and hesitated to check/handover the attendance register for teaching as well as non- teaching staff to the members in which C/L was not marked on that day. The DDO threatened the inquiry committee and said, “I will see you and to call the Education minister and then tried to offer bribe.” Washrooms, classrooms, corridors and labs were not cleaned/washed, according to findings of the reports, exclusively available with Daily Times. The committee members also found out that time table was not properly maintained in the college. Maintenance of the building was poor. In the absence of essential facilities, women are giving birth on stairs of the hospitals. Poor patients have to visit cardiology hospitals many times to acquire free medicines, while about 10% patients die due to delay in timely operations,” it added. Sarwar noted that the government, even in its second tenure, has failed to make the cardiology hospital in Wazirabad functional. “Ganga Ram hospital, General hospital, Jinnah hospital, Mayo hospital and Lady Willington Hospital lack the basic facilities. Previously, in 2012 the government of Japan extended financial support worth $123,000 to the Hospital for construction of a two floor Outdoor Patient’s Department (OPD) which now benefits many underprivileged families. The current grant will further enable improvement of medical facilities of the hospital. The installation of equipment, including x-ray and ultrasound machines, is expected to not only improve the quality of services but also promote natural child delivery in the target area. With financial assistance provided from Government of Japan since 1996, the organisation LAMP has been a key contributor in promoting child education, primarily focusing on promotion of education for females, and has launched several safe drinking water schemes in the tribal areas of Pakistan. With this collaboration of almost two decades the NGO has received $1,163,577 till date for various school construction and safe drinking water projects. Cognisant to this the organisation has now been awarded $90,712 for the expansion of a primary school located in Raziq Kalay, Khyber Agency FATA. The new building is expected to benefit and provide a conducive environment to more than 300 students. At the signing ceremony, Ambassador Inomata stressed the importance of improving access to health, education and water facilities particularly in rural areas of the country. He expressed his hope that the projects signed today will contribute to Pakistan’s goal of eliminating rural and urban disparities in term of essential facilities which in turn can contribute to sustainable local development. In doing so, these projects would certainly strengthen the friendly relations between the people of Japan and Pakistan. The Japanese government provided $1.7 million in total to Pakistani NGOs in its last fiscal year (April 2014-March 2015) under the GGP programme. Over 2.2m to vote in LG RAWALPINDI: District Returning Officer (DRO), Muhammad Javed Khan on Thursday said that polls tomorrow over 2.2 million people will vote in local government (LG) elections tomorrow (Saturday). He said dispatching of ballot boxes and election material has been started. Ballot papers are being handed over to the returning officers to facilitate the voters. He further said that polling timimgs will be from 730am to 530pm and added that honorarium of the staff has been increased. He said that special accreditation cards for electronic and print media journalists are being issued for security purpose. The child was not vaccinated against the disease because of his father’s refusal, official sources said, adding that he used to hide the boy whenever vaccinators visited their house. LG polls: Over 94% polling KARACHI: Only 234 out of a total of 4,141 polling stations in Karachi for the third phase of the stations declared sensitive local government (LG) elections have been declared normal, with over 94 percent of stations Daily Times, December 3, 2015 declared either sensitive or highly sensitive. A Project Cost -1 (PC-1) of Rs 2.68 billion has been approved and after tendering contract amount to Rs 1.26 billion, for the development work, has been awarded. This contract covers the construction of boundary wall and main gate, development of road infrastructure, installation of tube wells, provision of sewerage system and all other development works. Incumbent CDA Management promised the allottees to hand over possession of their plots with in one year and now CDA is handing over possession to all the alloottees in this month as per its commitment. Two killed in gas cylinder RAWALPINDI: Two people were killed and two injured after a gas cylinder exploded in a junkyard blast in the populated Dheri Hassanabad residential area on Wednesday.The explosion took place while Daily Dawn, December 3, 2015 Sher Ali, and his cousin Ajmal Khan, were dismantling an old gas cylinder using a hammer in their junkyard, at around 2pm.Mr Ali, who was around 30 years old, died on the spot. Mr Khan sustained critical injuries and died upon reaching the District Headquarters (DHQ) Hospital.Romanullah, 10, and Adnan Ali were also injured in the explosion after they were hit with flying metal debris from the cylinder. No mechanism to check LAHORE: The people of Lahore and other parts of the province are panicking as the Punjab Food substandard flour Authority (PFA) has failed to keep a check on flour, which is being sold to the general public Daily Times, December 1, 2015 without proper sampling, Daily Times has learnt. As per details, every year, flourmills of Punjab are alleged for grinding substandard wheat and some of them are fined and closed. The food department has been reluctant to take samples (laboratory checking) of the consignments of all flourmills being delivered to homes and hotels on daily basis. Some flourmill owners categorically said that samples from consignments being delivered to consumers of Punjab are not taken and neither checked on daily basis by the relevant department. On the other hand, PFA claims that it has no complaints about the flour being sold in Lahore or other cities, whereas some hotel owners and citizens have said that they had to return the flour bags purchased from reputed flourmills either because they were substandard or were not sealed properly. Yaqoob, a consumer, said that the government should order the flour millers to print expiry date on flour bags along with proper seals instead of a rough tag, which can easily detach. He claimed that the dealers of flour could also change the contents of the bag if not properly sealed by the manufacturers. A consumer suggested that PFA should introduce a number to register complaints and it should be imprinted on the signboards located at main areas of the city and other parts of Punjab, which the consumers could use. A PFA official, on condition of anonymity, reported that PFA has been randomly checking the flour available in the market, and claimed that there were no complaints about substandard quality of flour. He was also reluctant to provide details regarding these complaints. When contacted, Punjab Food Director Fareeha was reluctant to give her legal stance on the issue of substandard flour. Flourmill owners, including ex-president of Flourmills Association Sufi Bilal, were also found reluctant to provide satisfactory response on the issue of substandard flour being supplied to shops and hotels, despite issuance of quality wheat to flour millers every year. Disabled persons to be RAWALPINDI: In compliance with the orders of Punjab government it has been decided to start hired in government enrolment of disabled persons in the government departments of Rawalpindi in December. Rawalpindi Social welfare department has been assigned the task to enroll disabled persons in the departments government and semi-government departments. In each union council, voters will elect 13 representatives a chairman, vice chairman, six general members, polls in capital today two women members, one labour member, one youth member and one non-Muslim member, said Daily Times, November 30, 2015 spokesman of the ECP. He said that 2,396 candidates are in the field to contest election and around 676,795 registered voters will use their right to vote. Out of the total registered voters 366,899 are men and 309,896 are women, he added. He said a total of 640 polling stations will be established out of which 261 would be for males and 256 for females. However; 123 polling stations will be combined for men and women. He further added that ECP will establish 2,156 polling booths for LG elections out of which 1,121 for males while 1,035 for females. There will be one district returning officer and 10 returning officers for conducting LG elections in Capital. The ECP will also depute 640 presiding officers (POs), 6,468 assistant presiding officers and 2,156 POs for conducting LB elections in the federal capital. Moreover, around 4,952 ballot boxes and

CDA to run 22 feeder ISLAMABAD: Capital Development Authority (CDA) is going to operate feeder buses to for the buses for metro routes metro bus stations and to enhance the overall traffic facilities in the federal capital. The authority is Daily Times, November 30, 2015 in advance stage of planning to run 22 buses covering major routes and areas of the city to facilitate the residents. On the designated routes, a bus will operate after 30 minutes. The process for selection of the bus operators is likely to be commenced in December and it is expected that the feeder routes would be operational within four months time. The initial estimate for operation and maintenance of the feeder buses is Rs 200 to 250 million per annum. The transparent process for hiring of the bus operators for operation and maintenance of the buses would be carried out at the earliest. It is expected that the buses would not only facilitate the commuters embarking the Metro Bus Service but also the general public. The authority has planned four routes for this purpose. First route would be from Bhara Kahu upto Marghazar Zoo covering Dhokri, Aabpara, federal government services hospital (Policlinic) and F6 sector. The second route would be from Rawat to Faisal Mosque. Third route would be from Tarnol upto Fatima Jinnah (F9) Park/Ibn-e- Seena road metro station and would cover Sector G13 and in between areas of G and F sectors including Markaz G9 (Karachi Company). The fourth route would operate upto IJ Principal road metro station starting from Railway Carriage Factory. Loadshedding suspended ISLAMABAD: Due to the local government elections, there will be no electricity loadshedding in till December 1 the federal capital until December 1.An official from Iesco, who was not authorised to speak on Daily Dawn, November 30, 2015 record, told Dawn that there will be no loadshedding in the city from 5pm on Sunday to 5am on Tuesday.He said the decision was taken in order to minimise disturbances to polling and the counting of ballot papers during the elections.However, residents of F-10 and F-11 sectors on Sunday saw an electricity blackout from 9am to 4pm.The Iesco official said the electric supply was suspended due to annual maintenance of the grid station.
