Remarks 2 Apologies None 3 Approval of Proposed: RW September 2019 Seconded: CG Minutes 4 Projects • Roads & Paths o Benches ▪ 2 Benches - RW to post on Uplawmoor Info about location ideas – initial thoughts are round the Halket. o A736 ▪ Works to reposition signs at welshes corner have been completed • RL to get photo to put on FB ▪ We are still waiting to hear back about the extension of the crash barrier at the side of Nukefoot Lane. • RW to email Jane Corrie from Roads. o Tannoch Road ▪ Still heard nothing more back from Roads • RW to email Jane Corrie to follow up. ▪ RL suggested following up with new head teacher about how pupils enter and exit the school, perhaps using the park entrance rather than the Tannoch road entrance o Village Roads ▪ Pothole Repairs, Resurfacing, White line replacement and cats eyes replacement were all to be look at under the 2020/21 budget. • RW to include a reminder in email to Jane Corrie for Roads o Castburn Path ▪ Nothing to report • Village Upkeep o Dog Fouling ▪ Noted that a request to supply rainbows with dog poo bags was made – RL will source and pass them on. o Neighbourhood Watch Sign ▪ It was notted that one of the NW signs is hanging upside-down after the storms – KG & CG will have a look and try to repair. • Airspace o In December, Glasgow Airport passed the CAA’s Step 1b: Design Principles gateway as part of its Airspace Change Proposal. In the coming months, we will start Step 2 of the process: Develop and Assess. Reply from Environmental Health Service to our letter with regard to dog fouling in the park and public areas in the village. The area is regularly patrolled and Enforcement Officers attended the opening of the Wee Gardens Project and provided dog bags and advice. They wish us to provide further details on exact locations, time and type of dog – this will help the officers attending the locus at the problem times. 2. E-mail to Ellenor from Cllr MacColl with response from the Head teacher, Mrs Pamela Wilson of Dunlop Primary School and ECC, to his suggestion that the recently refurbished semi-circle in Kirkland Road could be a place for the young people of the school to do something creative for the village. Mrs Wilson felt it was a good idea and she would pass the information to their ECO Committee. REPORTS POLICE The officers reported one crime over the month – a car had been vandalised (keyed paintwork) in Newmill Road. The officers also reported that they were not aware of fake £20 notes being in circulation although two had been used in the area. TREASURER The annual financial summary for 2015/16 was presented to the meeting.

    East Ayrshire Council Gaelic Language Plan 2013-17 This plan has been prepared under Section 3 of the Gaelic Language (Scotland) Act 2005 and was approved by Bòrd na Gàidhlig on 2 April 2014. Foreword East Ayrshire has a proud history of promoting Gaelic, including the establishment of educational provision for all age groups from early years to adult education in addition to the active promotion of cultural events within our community. This provision has not only addressed the needs and enthusiasms of those with an interest in Gaelic, it has contributed to the enrichment of the wider community and raised awareness in this area of an important aspect of our nation’s heritage and culture East Ayrshire Council is committed to working with Bòrd na Gàidhlig, our Community Planning Partners and other key stakeholders to help safeguard the Gaelic language, heritage and culture for future generations and, wherever possible, develop the use of the Gaelic language. East Ayrshire Council’s Gaelic Language Plan 2013-17 is the authority’s first such Plan. It sets out our planned aspirations over the next four years, detailing how these will be achieved. He urged that all incidents be reported to the police. If incidents are on the rise then another action plan can be raised and officers tasked to progress any reports. Parking issues were discussed and drivers reminded that care should be taken to park responsibly around the village, e.g. at the railway station or near junctions. Visibility can also be poor at Merito corner due to parked cars. The possibility of a traffic speed strip on Stewarton Road near Merito was discussed. Sergeant Beaver will check criteria and advise at the next community council meeting. Road conditions and history of collisions were discussed with particular reference to the A735 exiting the village towards Stewarton.
