COM.6 (2-78) STATEMENT OF THE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF AFGHANISTAN (DECEMBER 16, 1981)
According to the reports of the international news media the Israeli Knesset in December 14, endorsed a decision taken by the Israeli Cabinet to establish an Israeli administration of the Golan Heights. This move can not be interpreted in any other way but as outright annexation of the territory seized by the Israeli aggressor from Syria in 1967 and illegally occupied since that time in contravention of the relevant resolutions of the United Nations. The Arab peoples, their friends and all progressive people all over the world were stunned by this outrageous decision of Israeli, war-mongering ruling clique taken in complete and flagrant disregard of the relevant security council and other United Nations resolutions related to the situation in the Middle East.
This step is as illegal and provocative as the Israeli an- nexation of Jerusalem more than a year ago and must be unequivocally and resolutely condemned. All the necessary measures should be taken to force Israel to abandon the attempts to annex Golan Heights or any other Arab territory.
While resolutely denouncing and condemning this new act of Israeli aggression, the Government and the people of the Democratic Republic of Afghanistan express their solidarity with the Govern- ment and the people of the Syrian Arab Republic in their heroic struggle against the Zionist aggression and expansion for the restoration of the sovereignty of Syria over the Golan Heights The Democratic Republic of Afghanistan is ready to support any ef- fective measure against the Zionist aggressor including the appli- cation of severe sanctions provided for by the Chapter seven of the United Nations Charter. Afghanistan upholds the appeal of the Syrian Arab Republic to the Security Council to consider this matter as the most urgent one. The Israeli Kenesset's decision should be declared null and void and the full sovereignty of Syria over the Golan Heights has to be restored. Q

Your Excellency, It has come to the attention of my Government that Israel has engaged in one more of its calculated and wilful attacks against Islamic religious mosques and holy places in the occupied territories. This latest incident involves an attempt to convert the Hassan Bey Mosque in the Manshieh Quarter in Jaffa, into a tourist shopping cen- ter. Apparently the center will be constructed by Mr. Gershon Perez, brother of Mr. Shimon Perez, leader of the Labour Party opposition in the Knesset. This is not the first effort on the part of the Israelis to desecrate, usurp, damage or eradicate Islamic places of worship. Among their notorious deeds were the attempts to des- troy the Al-Aqsa Mosque in Jerusalem and the conversion of part of the Ibrahimi Mosque in Hebron into a Jewish synagogue where, under the guise of prayer, Israelis assemble with automatic weapons. On instructions from my Government, I wish to bring the latest incident to Your Excellency's attention, hoping that you will use your good offices to prevent this new attack on Islamic holy places under Israeli rule. I hope Your Excellency will be kind enough to circulate the text of this letter to all State Members of the United Na- tions.

Kabul, July 22 Bakhtar. Following is the text of the Declaration issued by the Government of the Democratic Republic of Afghanistan in relation to the Israeli aggression on Lebanon. In spite of the fact that the barbarous attacks of the aggressive Israel on Lebanon by land, air and sea have not been unprecedented in the past 30 years but this time the Zionist aggressive government sup- ported by the United States imperialism has gone so far in its impudence as to grossly violate the national sovereignty of an Arab state under the pretext of deterring the activities of the Palestine movement of resistance and for the so-called maintaining of the security of the Zionists and to launch severe rocket and artillery attacks on the villages in south of Lebanon and turn them into ruins. Moreover, the aggressive Israel has stepped further and has strongly attacked on Beirut City where the Palestinian refugee camps are located as also the communication lines in the south of Lebanon. The Zionists state this time has not stopped at simple military attack but has also landed its infantry in south Lebanon by helicopters. The Government of the Democratic Republic of Afghanistan along with the broad masses of the peoples of the world pay attention to the words of Yasser Arafat, the leader of the Palestine Liberation Organization (PLO), who, drawing the attention of the freedom loving and humane people of the world and all Muslim nations to this aggression, said: "Tie are now in a state of war with Israel and Menachim Begin. The Zionist premier aspires like Hitler for the final solution i.e. for the freedom to completely exterminate the nation. But the Arab people of Palestine will not bow to this threat of the terrorist Begin who has resorted to it on the instructions of his White House masters. The Palestinian nation is fighting only for its right to have an in- dependent state and aspires for a peaceful life with the others." The Government of the Democratic Republic of Afghanistan believes that behind the curtain of the so-called ceasefire negotiations which are being conducted by Philip Habib, the envoy of Ronald Reagan, is concealed the provision of unlimited political, economic, military and propaganda support to the Zionist government of Israel. These activities are aimed at hiding the crimes of the Zionism of Israel from the eyes of the world's people. Instead of giving a clear response to the constructive peace proposals of the Soviet Union about the Middle East, Washington with her new collusions with the regimes of Sadat and Begin about the Sinai Peninsula and the subversive activities of Philip Habib in the Middle East, is out on an unprecedented scale to ignite terror and fire in Lebanon and the Middle East. -2-

COMMUNIQUE Or THE EMERGENCY MEETING OF THE COORDINATING BUREAU OF THE MOVEMENT OF NON-ALIGNED COUNTRIES, 21 JULY 1981
The Coordinating Bureau held an emergency meeting on 21 July 1981 to consider the grave developments taking place in Lebanon as a consequence of the barbaric Israeli attacks which have been directed most recently against Beirut and areas in Southern Lebanon resulting in the loss of hundreds of civilian lives including those of women and children. . These brutal attacks, including the policy of repeated pre-emptive strikes, have brought to a new level the systematic policy of aggression being perpetrated . by Israel against the Arab States and its organized efforts at the extermination of the Palestinian people. The Coordinating Bureau strongly condemned the latest series of actions by Israeli forces which continue unabated despite the repeated calls of the international community as constituting yet another brazen violation of interna- tional law. and civilized behavior and a direct infringement on the sovereignty, territorial integrity and political independence of Lebanon as well as a serious ----- threat to international peace and security. The Coordinating Bureau demanded an immediate, halt to these acts of aggression and the cessation of all such acts of violence and of military operations against Lebanon and those directed against "the Palestinian people. It further called upon the Security Council, in the face of the continued aggression and defiance by Israel of the resolutions of the Security Council and the'General Assembly, to consider imposition of the relevant enforcement measures under Chapter VII of the United Nations Charter. The Coordinating Bureau further called upon the member States of the Non- Aligned Movement to reiterate individually and collectively their commitment relating to the implementation of the relevant provisions of Chapter VII of the United Nations Charter should the Security Council fail to impose mandatory sanctions against Israel as an aggressor. The Coordinating Bureau emphasized that the Non-Aligned Countries can not and will not tolerate this dramatic escalation of Israel's policy of continued aggression and expressed their determination to respond effectively to this grave threat in order to uphold the fundamental principles of international law and those of the UN Charter. The Coordinating Bureau made an urgent appeal to all States to join the Nou-Aligned Countries in this commitment. The Coordinating Bureau decided that the Non-Aligned Countries would closely follow developments in the area as well as the consideration of this question in the Security Council and its outcome with a view to coordinating their actions in full solidarity with Lebanon and the Palestinian people.

Statement of the Ministry of Foreign Affairs of the Polish People's Republic issued on 11 June, 1981, in connection with the Israeli air attack against Iraq.
"The bombing by Israeli warplanes of the Iraqi nuclear center near Baghdad constitutes an unprecedented act of terrorism and international piracy. It is yet another successive act of open aggression that cannot be justified at all. This- act force- fully proves that the Israeli authorities have not departed even for a moment from their longstanding arrogant policy of diktat towards the Arab countries. The policy of adventurism of the Israeli authorities- has- been for years- making impossible the finding of a lasting and just solution of the Middle East crisis, .a solution responding also to the vital interests of the Israeli nation itself. The act of aggression against Iraq is directly contributing to a further exceptionally serious aggravation of the situation in the Middle East, already threatening, as it does, a conflagration at any moment. The arguments of the Israeli authorities concerning the alleged threat to Israel's security are groundless and cannot deceive anybody. The nuclear center under construction in Iraq is not - as the authorities of that country have repeatedly stated - intended to serve military purposes." This is also confirmed by the declarations of experts of the International Atomic Energy Agency, under the control of which Iraq, a state- gijpi*,^,
party to the Treaty on non-proliferation of nuclear weapons, has placed its nuclear development program. Israel, on the other hand, which has for years been in the possession of nuclear reactors, has not acceded to the afore-mentioned Treaty.
Polish public opinion. Polish society and the Polish Government condemn with indignation this act of open aggression, constituting; a violation of all norms of international law, 'and lay the burden of responsibility for all its consequences on the Israeli authorities and those forces which aid and abet it in its aggressive policy". Excellency, I have the honour to inform you that the Government of Pakistan issued the following statement on 9 June 1981 strongly denouncing the Israeli air attack on Iraqi nuclear installations: "The Israeli air attack on the Iraqi atomic reactor close to Baghdad is an unprecedented act of international gangsterism which has scandalised the international community. This insolent and wanton act, which so flagrantly violates the sanctity of the principles of civilised conduct, has, further exposed Israel as an irresponsible entity with which peaceful coexistence would appear to be a forlorn hope.
"Israel's arrogance knows no bounds. Its latest act of terrorism against Iraq is a continuation of the brazen aggression which Israel has unleashed against its Arab neighbours. "The attack on the Iraqi installations is not only an aggression against Iraq but is a challenge to the entire Islamic world whose Foreign Ministers concluded their 12th Conference in Baghdad barely two days earlier. "The Government of Pakistan condemns in the strongest terms the unprovoked Israeli aggression against Iraq and calls upon the international community to take effective measures to prevent Israel from threatening the peace and stability of its neighbours with impunity. The Government and the people of Pakistan declare their total solidarity with their Iraqi brethern against the Israeli aggressor"

Letter dated 26 December 1979, from the Permanent Observer of the Palestine Liberation Organization to the United Nations addressed to the President of the Security Council
As a Christmas gesture of "good-will1', Israeli forces of occupation, pursuing the Zionist ideology of racism and suppression, stormed Bir Zeit University on Christmas eve, and viciously attacked the students. The Israeli troops then proceeded to steal whatever they could lay their hands on in the University.
Further, Israeli troops raided the home of Mrs. M. Tarazi, the 83 year-old mother of Mr, Zehdi Terzi, the Permanent Observer of the Palestine Liberation Organization to the United Nations. At the time of the raid Mrs. Tarazi was alone in her home in Jerusalem. When she refused to open the door, the Israeli troops "broke down the door and went on a wild rampage of the house. They stole a vacuum-cleaner.; a food processor, a typewriter, a tape-recorder, a juice processor, and three sets of liqueur glasses.
Such attacks when considered in their proper perspective are reminiscent of the all too familiar storm-trooper tactics of the Nazi SS, and their message during this holy time of the celebration of the birth of Christ are all too obvious.

Sir,
With reference to my conversation with Mr. Brian Urguhart on Thursday, 28 June 1979, at 17^0 hours, I would like to relate the information I conveyed to him on the instructions of the Chairman of the Executive Committee of the Palestine Liberation Organization.
1. At 19^0 hours Beirut time, forces of the Israeli and isolationist enemy commenced heavy bombardment of the Qiliyah Hills, Kawkaba and Zalliyah. The'bombing continued through 2325 hours.
2. At 2000 hours, from artillery based in Marji'oun, forces of the Israeli and isolationist enemy heavily but intermittently, bombarded the town of Al-Ansar in South Lebanon, and at 2015 hours the bombardment was extended to cover the areaa of Al -BazouVIyeh, Jwaya, Aishiyah and Nabatiya. Flares were also being fired over Rashidiyeh.
This information is conveyed to you so that you may be kept '•"•-"> appraised of the escalated and highly intensified Israeli activities, and in this particular instance, with the collaboration of the isolationist enemy, with the sole intent of intimidating and annihilating

the Palestinian and Lebanese in Southern Lebanon, thus leading to a new forced exodus from the region.
This abominable and inhuman wave of barbarity against the Palestinians and Lebanese by the neo-fascist Zionists in Tel-Aviv is being carried out within the framework of their master plan for the total genocide of the Palestinian people. I would inform you that the Palestine Liberation Organization holds the so-called Government of Israel solely responsible for the renewed circle of violence now posing a very serious threat to. the already explosive situation in the Middle East and to peace and security in the wo r1d.

Letter dated 19 January 1979 from the Charge d'Affaires, a.i, of the Office of the Permanent Observer of the Palestine Liberation Organization to the United Nations addressed to the President of the Security Council
Upon instructions of the Executive Committee of the Palestine Liberation Organization, I wish to call to your attention Israel's latest act of aggression and state terrorism.
At 0100 hours on 19 January, an Israeli batallion advanced towards the area of Deir Mimas-Yahmor-Arnoun-P.alaa. The Zionist force advanced under cover of shelling from a tank support column, machine gunning by Israeli warplanes, and bombardment from enemy positions in Marjayoun and Qlea.
At the same time, another Israeli force advanced on the Marjayoun-Khardali- Dimashqiyeh axis under cover of artillery and the Israeli Favy shelled Jisr Al Qasmiyeh. Israeli artillery bombarded an area extending from Fabatiyeh to Hasbani.
These atrocities resulted in the death of six and wounding of nine others as well as the destruction of several houses.
At l6hO hours local time the Israeli enemy bombarded Rashidiye refugee camp and the Burj al Shamali refugee camp.
I am instructed to call on you to take immediate and effective measures to put an end to this series of Israeli aggressions, which constitute a grave danger to international peace and security.

LETTER DATED 19 JMUARY 1979 FROM THE PERMANENT REPRESENTATIVE OF YEMEN TO THE UNITED NATIONS ADDRESSED TO THE PRESIDENT OF THE SECURITY COUNCIL
Upon instructions of my Government I have the honour to state the following:
(1) The Government of the Yemen Arab Republic strongly condemns the Israeli/Zionist recent attacks on the Palestinian refugee camp on l6 January and 18 January, inside Lebanese territory which is a continuation of its act of aggression and terrorism.
(2) The continued presence of Israeli military personnel on Lebanese territory, which has been confirmed by UI1IFIL and stated by the Secretary-General in his report, document S/13026 dated 12 January 1979, is a flagrant violation of the United Nations Charter and Security Council resolutions ^25 (1978) and H26 (1978).
(3) The condemnable Israeli persistent interference in the domestic affairs of Lebanon, a sovereign and Member State of the United Nations, through military assistance and protections to outlawed groups, is obstructing the mandate of UNIFIL and consequently the restoration of Lebanese authority on its territory.
In view of the foregoing facts, it has become imperative upon the Security Council to take effective measures within the provision of Chapter VII of the Charter against Israel, to put an end to Israeli aggressive aims to maintain its military occupation of south Lebanon, thus endangering international peace and security.
I respectfully request that this letter be circulated as a document of the Security Council.

Would you please assure your government of my continuing concern about the developments in the Middle East. As you may be aware, on 29 November 1977 I suggested that consideration be given to the holding of a preparatory meeting at United Nations Headquarters, or another generally agreed venue, of all those invited to the Cairo meeting. This suggestion was made in the belief that such a broad-based meeting in New York could facilitate the achieving of an early and constructive conference at Geneva.

As you may be aware, when President Sadat's visit was first announced, I considered it to be an important development which could influence further efforts towards peace in the area. At the completion of his visit to Jerusalem, I stated that it was an historic event, and expressed the hope that it would contribute to the achievement of a just and lasting peace.

It gives me much pleasure, on the occasion of Polish Armed Forces Day, to extend my congratulations to the men and women of the polish contingent serving in the Middle East with the United Nations Emergency Force and the United Nations Disengagement Observer Force. I also welcome this opportunity to express to all members of the contingent my deep appreciation and gratitude for the contribution you are making to the United Nations peace-keeping operations in the Middle East. The importance of your role in providing logistic support for UNEF and UNDOF cannot be over- emphasized. Every day and often throughout the night you carry out the increasing but essential work of providing the Forces with their basic needs, without which they could not function. The tasks you perform, whether it be clearing and maintaining roads, clearing mines, supplying water, transporting rations and supplies or constructing camps and buildings are all vital ones. And they must be carried out in difficult terrain and in conditions which vary from the sandstorms and intense heat of the Sinai to the mud and bitter cold of the Golan. You also maintain a fine field hospital in Ismailia, which provides a wide variety of medical services and care to members of all contingents making up the Forces. The Force Commanders in the field on many occasions, have commended the devotion and efficiency with which the Polish contingent has fulfilled its vital role and I, myself, during my visits to the Forces, have been privileged to observe at first hand the high standard of your performance. Yours is not an easy task. You are serving away from your homes and families, and your working conditions are usually difficult and sometimes ^^
- 2 - dangerous. Despite these difficulties, you are carrying out your tasks with devotion and distinction in the highest traditions of the Polish Armed Forces and are adding yet another page to their great history. May I also on this occasion pay tribute to those Polish servicemen who have lost their lives while in the service of the United Nations in the Middle Easto During my recent visit to your country, I was able to express my gratitude personally to your Government for its continuing support of United Nations peace-keeping operations in the Middle East. I can think of no more fitting occasion than Polish Armed Forces Day for me to be able to send a similar message to all members .of the polish contingent. I wish you continued success in your work with UNEF and UNDOF and a safe return to your families at the end of your tour of duty.
