No Proposed District Plan Submissions • Could you gain an advantage in trade competition in making this submission? - No • Are you directly affected by an effect of the subject matter of the submission that (a) adversely affects the environment; and (b) does not relate to trade competition or the effects of trade competition - No Submission points Point 280.1 Submission A portion of the Company property described as Lot 2 DP 20756 (approximately 1.6ha) is currently zoned as Residential A and shall remain as a General Residential Zone under the Proposed District Plan. The balance of this land block shall be noted as a Future Urban Zone (FUZ) area. The landowner has a desire to undertake development of the site in the short to medium term. Currently, it is not feasible to develop the land within the residential zone as only the western portion of the site (approximately 5000m²) would be practical to develop due to the terrain of the site. The Company requests that the entire area of Lot 2 DP 20756 be zoned residential, which would be consistent with the land directly opposite. An increase in land area available for residential development would enable access to the lower sections of the site via a safer location from Cowling Road that is currently available. This increase in land area could also provide possible future road connectivity to Frankley Road and pedestrian access along the Waimea Stream to Tukapa Street could be established. The land could be structure planned prior to subdivision occurring to ensure any development occurs in accordance with such a plan and does not affect the ability for comprehensive, coordinated and efficient development of the adjoining future growth area. Relief sought The Company requests that the entire area of Lot 2 DP 20756 (9.8826ha) be zoned as a General Residential Zone. Section: Planning Maps Sub-section: General Provision General.

A public forum section of up to 30 minutes precedes all council meetings. Each speaker during the public forum section of a meeting may speak for up to 10 minutes. In the case of a group a maximum of 20 minutes will be allowed. A request to make a deputation should be made to the secretariat within two working days before the meeting. The chairperson will decide whether your deputation is accepted. The chairperson may approve a shorter notice period. No more than four members of a deputation may address a meeting. A limit of 10 minutes is placed on a speaker making a presentation. In the case of a group a maximum of 20 minutes will be allowed. Purpose of Local Government The reports contained in this agenda address the requirements of the Local Government Act 2002 in relation to decision making. Unless otherwise stated, the recommended option outlined in each report meets the purpose of local government and: • Will help meet the current and future needs of communities for good-quality local infrastructure, local public services, and performance of regulatory functions in a way that is most cost-effective for households and businesses; • Would not alter significantly the intended level of service provision for any significant activity undertaken by or on behalf of the Council, or transfer the ownership or control of a strategic asset to or from the Council.
