Introduction

In the spring of 2010, the Winnetka Park District (WPD) contracted with Drs. Nick DiGrino and Dan Yoder of Western Illinois University (WIU) to assist with the assessment of local attitudes, interests and behaviors related to parks, recreation and the WPD.

Qualitative data had been collected in February and March of 2010. This included approximately 50 one-hour long one-on-one interviews conducted with various residents of the Winnetka community, Park District Staff, and Board Members. In addition to Staff and Board members, all interview candidates were identified as Park District “Heavy Users” and “Community Influencers.” These respondents were then screened to ensure a cross section of residents involved in various Park District related activities within the community (e.g. tennis, golf, recreation, etc.) so all areas would be represented. The qualitative data also included focus groups with four to ten respondents in each group to further examine the community’s perception of the Park District and assess current and future needs. Again, respondents were pre-screened to ensure a cross section of Park District involvement and demographics. Data analysis was undertaken according to generally accepted analytical practices for qualitative data. This information was subsequently incorporated into the design of the community-wide survey.

The researchers collaborated with the administrative staff regarding the design of a survey instrument and general research methodology for the community-wide survey. DiGrino and Yoder were responsible for entering survey data, analyzing the data, and reporting the findings.

The intent of the survey was to determine the following: • A profile of respondents and members of their household. • Methods used by respondents to become aware of Park District programs, areas, and facilities. • Household involvement with Park District programs, parks, and facilities. • Respondents’ willingness to provide email addresses and phone numbers for electronic communication. • Respondents’ options to the Winnetka Park District for leisure activities. • Levels of priority regarding future development. • Attitudes and opinions regarding selected issues (Skokie Playfield, swimming pool development). • Evaluative ratings of Park District parks, playgrounds and beaches. • Respondents’ input on how the WPD could better serve them and their families.

Methodology

To determine the attitudes, opinions, and behaviors of adult residents and respective household members of the Winnetka Park District the researchers used a mailed survey. Survey items (questions) were refined and prioritized by the Park District staff and commissioners, with assistance from DiGrino and Yoder. The survey instrument was five pages in length (See Appendix A). An introduction from the Board and staff of the Park District encouraged fellow residents to participate in the survey. The most common response format was marking “checks or circles” of optional answers. The instrument was printed and distributed by the Winnetka Park District. Completed questionnaires were returned to Western Illinois University (WIU) for analysis and report preparation.

A total of 4,835 households were sent a survey on June 17th, along with a postage-paid envelope for return to WIU. A total of 1,298 surveys were returned by August 7, 2010 for an excellent return rate of 26.8 percent. Relative to most survey questions involving simple frequency distributions, results were interpreted within +/- 3 percent, with a 95 percent level of confidence. The rate of return is considered to be fair and reasonable for establishing baseline indicators of how the populace feels, thinks, and perceives their Park District.

The researchers reviewed the returned questionnaires and entered the data for relevant computer analysis. The analysis was undertaken utilizing the Statistical Package for the Social Sciences (SPSS). Measures of central tendency (mean, standard deviation, range) were computed for responses utilizing actual numbers, such as the number of persons in the household and years of residence in the Winnetka Park District. Frequency distributions were generated for each survey question. Cross tabulations were performed in order to draw comparisons relative to region and presence of one or more children and/or teens in the household. Variation in responses to each of the questions was statistically tested. Tests of statistical significance were performed to determine if variation in frequency between subgroups was due to more than just chance or coincidence. Testing was performed at the .05 level of significance, meaning that there was a five percent chance that statistically significant results were reported in error, based on the sample that was used.

Several charts include a column labeled Percent and a column labeled Valid Percent. The column of Valid Percent includes only applicable survey participants who responded with an opinion. Responses to open ended questions on the survey are in a separate section of the report (pp. 79- 149). The lists of email addresses and phone numbers with corresponding areas of interest were reported to Park District administration under separate cover. When demographic profile information from the community survey was compared with the most recent census data there was marked similarity. Based on such comparisons it was concluded that reasonable inferences could be extended to the population of the Park District based on the study data. It should be noted, however, that there appeared to be a disproportionally large number of respondents aged 65 and older (26.3%).

Household Information

1. In which area of the Winnetka Park District do you live?  Avoca School District, West of Hibbard Rd. and south of Pine Street (extended) including those with a Village of Northfield address.  Hubbard Woods School, north of Pine Street and west of Green Bay Rd., except north of Tower Rd. include homes east of Green Bay Rd. and those with a Village of Glencoe address.  Crow Island School, east of Hibbard Rd., south of Pine St., and west of Green Bay Rd.  Greeley School, east of Green Bay Rd. and south of Tower Rd.

Survey respondents were not equally distributed across the community. (Figure 1) The Crow Island School region was most prominently represented with 37.0 percent of the survey participants. The Avoca School District region was represented by only 5.8 percent of respondents. Levels of regional response must be considered in light of the relative size of the populations in each of the regions.

2. How many years have you lived in the Winnetka Park District?

The average years in residence was almost 20. The distribution of years of residence was not significantly different across regions. (Chart 1). As might be anticipated, those respondents with no children or teenagers present in the home resided in the Park District significantly longer (29.9 years) than those with children and/or teenagers in their homes (11.2 years). (Chart 2)

Of the 1,168 respondents who indicated their gender, 56 percent were female. This is typical in social research whether the research is based on a census approach or random sample approach for gathering information on households. In two decades of similar research projects undertaken by these researchers, every project has shown a slightly higher response rate by females. Females are consistently more likely than males to speak for their households on self-administered surveys.

For the 1,173 survey participants responding to this question, the average household size was 3.3, ranging from one person to 15. There was no regional variation. Nearly eleven percent (10.8) of survey participants lived alone. Twenty nine percent of respondents lived with one other person. Average household size for respondents with no children/teens was 2.0, and for those respondents with one or more children/teens, the mean household size was 4.4. One or more children aged 5 and under were present in over 17 percent of the households. Nearly one in four households contained at least one child between the ages of six and ten. Similar proportions of children/teens aged eleven through fourteen and teens aged fifteen through nineteen were present. (Chart 4) Figure 3 includes the frequency of one or more “older adult” household members. Nearly 43 percent of households had one or more members aged 60 or older. In all, 54.9 percent of respondents had one or more children/teens in the household.

Nearly eleven percent of the respondents were aged 75 or older. A comparatively large proportion of respondents fell within the age categories spanning 45 through 54. (Chart 5) There was no regional variation in age of respondent. As expected, the presence of one or more children/teens in the household was much more prevalent among “younger” respondent households. Of the 644 households with one or more children/teens, 93.5 percent contained two or more adults.

Of the 1,171 survey participants who responded to the question, 504 (43.0 %) had one or more dogs at their home. (Chart 6) There was no regional significance. However, it was discovered that households with one or more children/teens were more apt to have one or more dogs at home. (Figure 4)

7. How important is it for your family to participate in recreation services?

Only 19 percent of respondents with an opinion expressed that family participation in recreation services was not important. The remaining 81 percent of respondents were evenly divided regarding the level of importance. (Figure 5) Respondents from the Avoca School District had a slightly lower rating of the importance of family recreation services. (Chart 7). As noted in Chart 8, respondents from households with one or more children/teens viewed the importance of family recreation services significantly greater than their counterparts.

Respondents to this question varied across categories of expenditure, with the two highest categories of expenditure being $2,000 - $3,999 and $10,000 or more. (Chart 9) There was no variation across regions. Larger expenditures for family recreation were more common by households with one or more children/teens. (Chart 10)

Of the 1,172 respondents, 626 (53.4%) reported that one or more members of their household belonged to a private club. There was no regional variation. There was significant variation in private club membership between households with one or more children/teens and those without children/teens. (Chart 11)

Country Club membership was very popular among survey participants with over 40 percent of the 626 households with one or more private membership(s). Lifetime Fitness was a popular choice among local residents for health and fitness options. (Figure 7) Among the 128 “other” choices were: Michigan Shores Club, ’s East Bank Club and other area social organizations. There was no regional variation relative private membership selection. A greater proportion of households without children/teens (52.0%) reported Country Club membership when contrasted with households with children/teens (37.6%). The opposite was true when examining membership at Lifetime Fitness, Five Seasons, and Old Willow where households with children/teens. (Chart 12)

10. Do one or more adult members of your household spend summer vacation time away from Winnetka?

A majority (62.1%) of the 1,168 survey participants who responded to this question spent a portion of their summer vacationing away from Winnetka. There was no regional variation but it was found that adults were more inclined to vacation away from Winnetka if they had one or more children/teens in their households. (Chart 13) The overall estimated mean number of days spent vacationing was 19.2. There was no regional variation in length of vacation time but of the 695 vacationers, the number of days reported by respondents with no children/teens present in the household was significantly longer than the number of days reported by their counterparts. Results were heavily influenced by lengthy retiree vacations. (Chart 14)

Of the 1,155 survey participants responding to this question, 652 (56.5%) indicated that they spent time away from Winnetka for an average of 10.0 days. A little over ten percent of the applicable respondents failed to indicate the estimated number of days spent on spring break. As noted on Chart 16, respondents from the Avoca School District region were less inclined to engage in spring break travel but their length of time on break was slightly higher than their counterparts.

As expected, the Winnetka Park District is the recreation/fitness organization of choice by residents of the Park District. The Winnetka Community House maintains a strong organizational presence as well. The Country Club is very popular among golfers and among mature households. (Chart 17) Significant regional variation was discovered for the Winnetka Community House, Country Club, and “neighboring park districts.” (Figures 8, 9, and 10) Several organizations received a disproportionately larger share of visitations from residents of households with one or more members aged 19 or younger. As expected, residents from households with children/teens were less apt to utilize the North Shore Senior Center. (Figures 11 through 17) Popular “other” destinations included private residences, trails and roads, and the American Youth Soccer Organization.

A little over half (52.3%) of the 1,164 of the survey participants who responded to this question indicated that they received email from the Park District. There was no regional variation. As noted in Figure 18, households with one or more members aged 19 or younger were more apt to receive email from the Park District.

(Chart 18) Only 69 percent (317) of those indicating interest in receiving email announcements actually included their email address. There was no regional variation regarding preference for text alerts. 18. Are you aware that the Winnetka Park District is a member of the Northern Suburban Special Recreation Association (NSSRA), a multi-park district cooperative that serves the needs of adults and children with disabilities?

Of the 1,276 survey participants who responded to this question only 386 (30.3%) responded affirmatively. There was no regional variation among respondents. As noted in Figure 21, respondents from households with one or more children/teens were slightly less aware of the NSSRA.

Fields 1. Poor drainage and water retention issues reduce the number of days that the fields at Skokie Playfield can be used (unplayable fields due to flooding). Relative to the multi-purpose field areas at Skokie Playfield, how important is it to address water issues and increase the capacity of use?

The majority of respondents with an opinion (205 respondents with no opinion) felt that the water issues at Skokie Playfield should be addressed. 2. One of the potential options to increase field availability is converting a portion of the sport fields from natural turf to artificial turf. What is your opinion of adding artificial turf to the Skokie Playfield as a solution to improve our field quality and increase capacity due to water issues?

Among respondents with an opinion (302 with no opinion & 37 gave no response) there was modest support for the introduction of artificial turf for a portion of the sport fields. (Figure 23) There was no regional variation in opinion. Respondents from households with children/teens were slightly more supportive of addressing the issue. (Chart 25)

3. There is a cost to completing enhancements of the ball diamonds and playing fields at Skokie Playfield. Swimming Pool 5. The Winnetka Park District is considering the development of an outdoor pool at Skokie Playfield that will lead to the possible movement of one ball diamond to another location. Nearly 31 percent of respondents with an opinion found the $5 million pool option acceptable while slightly more (31.0%) found the $7 million option acceptable. (Figure 26) There was no regional variation regarding acceptable swimming pool development options. (Chart 28) Less than 40 percent (39.2%) of the 636 respondents with one or more children/teens in the household listed “Do not develop” as a preferred option while nearly 76 percent (75.9%) of the 511 respondents from households without children/teens preferred this option. If the Winnetka Park District develops an outdoor pool at Skokie Playfield (behind Nielsen Tennis Center), the pool would have basic features such as a diving well and lap lanes and would be scheduled with a wide range of programming such as swim team, fitness classes and free swim. Indicate how often someone in your family would use the facility in the summer.

As noted in Chart 30, nearly half of the 1,271 respondents indicated that someone in their family would utilize an outdoor pool at least once per week during the summer. Over 13 percent of the respondents indicated that one or more family members would use the outdoor pool four or more times per week. There was no regional variation. Estimated use by households with one or more children/teens was significantly higher than that of their counterparts. (Chart 31)

For the first two improvement options (Tennis Facility and Tennis Shack), respondents from households with one or more children/teens were more apt to attach importance to the initiatives. There was no significant difference relative to the meeting/dining facilities at the golf clubhouse. (Chart 35) The “preferred” Skokie Playfield facility initiative was the golf clubhouse improvements. (Figure 29) There was no regional variation relative to facility improvement preference. However, respondents with one or more children/teens in the household were more apt to favor the two tennis facility initiatives while respondents from households with no children/teens favored improvements to the meeting/dining facilities at the golf clubhouse. The highest levels of support were expressed for the pool development (Figure 30) and the sod replacement initiatives (Figure 32). None of the development initiatives resulted in regional variation. With all six development initiatives there was significant variation between respondents with children/teens in the household and those without children/teens in the household. Respondents with children/teens were consistently more supportive of the initiatives. (Chart 37)

Programs and Services

1. Do you or members of your household travel outside of the Winnetka Park District for recreation opportunities that you feel should be provided by your park district? If yes, where and for what?

Nearly 40 percent (39.3%) of the 1,276 respondents to this question did indeed travel outside of Winnetka for recreation opportunities that they felt should be offered by the Park District. Many of the respondents (199) identified activities without citing the location(s) to which they traveled. Among the 329 respondents who identified specific locations, the Wilmette Park District was clearly the most popular destination (153/46.5%). Relative to the Wilmette Park District, swimming and gymnastics were often mentioned as the opportunities that should be provided by the Park District. The Glenview Park District was identified by 19.1 percent of the respondents as an organization they visited for recreation opportunities (swimming, exercise) that they felt should be offered by the Winnetka Park District. In the “other” category, Lifetime Fitness and Chicago’s East Bank were frequently identified as a destination for exercise and swimming.

Respondents experienced some confusion in response to this question, with 82 not responding and another 123 viewing the question as “not applicable.” Of the 1,093 survey participants who responded to the question, the vast majority (86.8%) traveled under 25 miles. (Chart 35) There was no regional variation. Internal comparisons revealed no variation in response based on regional distribution or presence of children/teens in the household. With every program type, demand among respondents with one or more children/teens in the household was greater than that of their counterparts with no children/teens in the household. (Chart 38)

Figures 36 through 44 provide insights to the general levels of demand for nine separate categories or types of program. Proportions of respondents who indicated that they would participate ranged from 6.6 percent (Day Trips) to 16.7 percent for Beachfront Activities. Among those with one or more household members who would seriously consider participating, responses ranged from 18.2 percent (Dog/Dog Owner Activities) to 40.3 percent (Health & Wellness). (Chart 39) While frequencies and accompanying percentage levels were modest, very conservative demand estimates resulted in a conversion of approximately 50 persons for each percent noted on the graph. For example, the actual demand (those indicating they would participate) for core speed and agility training, assuming that interest was limited to only one member of the responding household, would be 585. There was no regional variation relative to demand for the nine types of program.

Of the 1,235 survey participants responding to this question 190 (15.4%) indicated that there were programs that they (or a family member) would seriously consider participating in if offered by the Park District. The most popular program identified by the 190 respondents who offered suggestions was aquatics (36.3%) and exercise (10.4%). Yoga was suggested by 6.5 percent of the respondents.

Respondents were largely satisfied or very satisfied with the nine facilities they rated. The most flattering ratings were directed toward the Paddle Tennis Court (Figure 47) and the Winnetka Golf Club (Figure 46) Respondents were most critical of Skokie Athletic Field (Figure 49) and the Skate Park (Figure 51). Across all facilities there was no regional variation. Only two of the nine facilities had ratings that varied significantly based on the presence of children/teens in the household – Skokie Athletic Field and the Skate Park. (Chart 40)

A total of 216 respondents identified one or more facilities needing improvement. The facility most frequently cited was Skokie Athletic Field (21.8%). Drainage issues were repeatedly mentioned in the comments. The Centennial Dog Beach was noted by 13.9 percent of the 216 respondents, with most comments centered on issues of incompatibility. A similar number of respondents (13.9%) identified the A.C. Nielsen Tennis Center, with many comments referencing the outdated and worn appearance as well as the quality of instruction. Other facilities identified as in need of improvement were the Ice Rink (8.3%), Boat Launch (6.9%), Corwin Athletic Field (6.5%) and the Skate Park (6.5%).

Of the 289 respondents who suggested playground improvements, many did not register dissatisfaction with the playgrounds. Comments were made about most of the parks. The most common parks cited were Skokie Playfield, Dwyer Park and Hubbard Woods Park. The sand at some parks appears to be a concern for some people. The desire for restrooms at some parks was expressed. Comments were made about Happ Road, Indian Hill, Village Green and Tower Road parks. Administrators should read the comments carefully to determine the validity of the concerns about the parks.

4. For Winnetka Park District parks and beaches rated Poor or Very Poor, please identify the site and related improvements that would lead to a rating of Good or Very Good.

Approximately 14.3 percent (186) of the respondents identified a site in need of improvement. The most frequently named site was Hubbard Woods Park, followed by Elder Beach, Maple Street Beach, Skokie Playfield, Tower Beach, Green Bay Trail, and Centennial Park and Beach.

5. Should the Winnetka Park District create a fenced dog-friendly area in one park to allow dogs to run freely, similar to the opportunity provided at Centennial Beach?

Regarding the question of creating a second dog-friendly area at another park, responses were divided but slightly more supportive of adding the area. Over one in five respondents with an opinion were neutral regarding the issue. Slightly more than half of the respondents with an opinion were in agreement with the option of creating another dog-friendly area. (Figure 73) There was no regional variation, nor was there a difference based on the presence of children/teens in the household. As expected, when “presence of one or more dogs in the household” was cross-referenced with responses to this question, there was strong difference of opinion. (Chart 49)

1. The Winnetka Park District generally contributes to the quality of life within the District.

An overwhelming majority of survey participants felt that the Park District contributes to the quality of life within the District, with over half of the respondents in “strong agreement.” (Chart 50) There was no regional variation in opinion regarding this statement. There was not disagreement between respondents with children/teens in the household and those without children/teens in the household relative to “general agreement” with the notion that the Park District contributes to the quality of life at the local level. However, significant difference between the two groups of respondents was influenced by the greater tendency of respondents from households with children/teens to “strongly agree” with the statement. 4. What one thing could the Winnetka Park District do to better serve you and members of your household?

Of the 1,298 survey participants, 630 (48.5%) offered comments in response to the question. This percentage is very consistent with similar community surveys conducted over the previous fifteen years. Many of the comments for this last question duplicate or reinforce written comments made on previous open-ended questions. The most common responses are related to the development of a public swimming pool. From these written comments, it is obvious that people hold strong feelings about this issue. The condition of the Skokie Playfield was also cited a number of times. Several WPD residents commented about dogs, parks and beaches. Some wrote that dogs were currently a problem at WPD facilities, while other wrote that there is a need for more dog- friendly parks and beaches. Other comments (while quite valuable) cover such a wide range of issues, it was difficult to categorize them.

Overview of this open-ended question: Nearly 40 percent (39.3%) of the 1,276 respondents to this question did indeed travel outside of Winnetka for recreation opportunities that they felt should be offered by the Park District. Many of the respondents identified activities without citing the location(s) to which they traveled, while others identified destinations without mentioning the activities pursued.. Among the 329 respondents who identified specific locations, the Wilmette Park District was clearly the most popular destination (153/46.5%). Relative to the Wilmette Park District, swimming and gymnastics were often mentioned as the opportunities that should be provided by the Park District. The Glenview Park District was identified by 19.1 percent of the respondents as an organization they visited for recreation opportunities (swimming, exercise) that they felt should be offered by the Winnetka Park District. In the “other” category, Lifetime Fitness and Chicago’s East Bank were frequently identified as a destination for exercise and swimming.

Overview of this open-ended question: Two hundred sixteen people responded to this open-ended question. For the most part, Winnetka residents made thoughtful comments. In many cases, the issues were not extensive and can be corrected fairly easily. Other issues were much more extensive. Drainage at Skokie Playfield was the most common issue. Nick Corwin Fields were noted for turf management. Several comments were directed to the A. C. Nielsen Tennis facility. The ice rink had some comments but they were not extensive. The beaches received comments, with Lloyd Beach receiving the most comments. The dog beach, in particular fencing, and dogs at other beaches were a source of concern for residents.

Responses 1 C More parental control is needed when parents have birthday parties at the Winnetka Ice Rink. Other parents walk on the ice in street shoes, use cell phones on the ice, and allow their children to skate in any direction. The guards do a great job trying to control this but the parents need to be held accountable. 2 G Dogs should be allowed to run w/out a leash at the Centennial Park above the dog beach. 12 A Skokie Playfield- Better parking, wider less muddy footpath – sidewalk to ballfield bleachers 14 A The dog park needs new fencing on the north end 38 G Indian Hill park equipment is old and not well kept. Paying good money to play tennis (permanent court fee and lottery fee) and then have loud music blasting while the class leader yells out the instruction during a 9:00 am cardio class is not right. Either sound proof a court and mike it an exercise room or keep Nielsen a tennis center. Thinking of quitting after 20+ years because of this.

Overview of responses to this open-ended question. Nearly 300 (289) people responded to this open-ended question. Comments were made about most of the parks. The most common parks cited were Dwyer Park and Hubbard Woods Park. The sand at some parks appears to be a concern for some people. The desire for restrooms at some parks was expressed. Comments were made about Happ Road, Indian Hill, Village Green and Tower Road parks. Administrators should read the comments carefully to determine the validity of the concerns about the parks.

Overview of responses to this open-ended question. A total of 186 Winnetka residents provided comments about concerns at the WPD beaches and parks. The most common concern expressed was the quality of the water at the beaches. The high bacteria counts and subsequent closing of the beaches is frustrating for many people. Tower Road Beach was mentioned several times. The poor quality of the sand at this particular each was frequently noted. A variety of other concerns at other beaches were mentioned a well. The Green Bay Trail was cited by several residents. While it appears that people have an interest in using this trail, some respondents commented in general on a lack of upkeep, surface repair and overgrown shrubbery around the trail.

Overview of responses to the final open-ended question. Nearly half (630 or 49%) of respondents offered a written comment on what the WPD could do to better serve them or members of their family. This percentage is very consistent with surveys conducted over the previous fifteen years. Many of the comments for this last question duplicated or reinforced written comments made on previous open-ended questions. The most common responses were related to the development of a public swimming pool. From these written comments, it is obvious that people hold strong feelings about this issue. The condition of the Skokie Playfield was also cited a number of times. Several WPD residents commented about dogs, parks and beaches. Some wrote that dogs were currently a problem at WPD facilities, while other wrote that there is a need for more dog-friendly parks and beaches. Other comments (while quite valuable) cover such a wide range of issues, it was difficult to categorize them.
