Of the Yemen Power Sector Project E2430 V1 Environmental Impact Assessment Public Disclosure Authorized (EIA) Of the Yemen Power Sector Project (IDA Financed) Public Disclosure Authorized For the Yemen Electricity Distribution Loss Reduction Carbon Finance Project Public Disclosure Authorized Public Disclosure Authorized Carbon Finance project: Yemen Electricity Distribution Loss Reduction (P110603) ------- Linkage to Yemen Power Sector Project (P086865) This cover page serves to clarify the linkage between the Yemen Electricity Distribution Loss Reduction Carbon Finance Project and IDA financed Yemen Power Sector Project. The Yemen Electricity Distribution Loss Reduction CF project aims to purchase the emission reductions created by the implementation of the substation upgrading and distribution investment in demarked areas in 18 regions of Yemen under the Power Sector Project. The carbon finance operation does not involve any modification of the existing Project or any additional activities out of the scope of the original Project, although the implementation schedule in the Project Design Documents reflects the updated project progress. The idea of a potential carbon finance operation was extensively discussed and agreed with the borrower during project preparation, though the potential CF operation was not explicitly described in the PAD. The inclusion of the CF operation in the PAD would not have affected any aspect of the project design and preparation. The Power Sector Project was prepared and appraised in accordance with Bank policies and procedures, including Bank’s safeguards procedures and policies. These procedures and policies meet the full requirement of the CF operation. Prior to the signing of the Emission Reduction Purchase Agreement (ERPA), the Environmental Impact Assessment and Resettlement Policy Framework prepared under the Power Sector Project, which apply equally well to the Yemen Electricity Distribution Loss reduction CF Project, are being disclosed again as per the requirement of a carbon finance operation. Individually targeted attacks by non-state armed groups killed or injured almost 100 university students and personnel. Armed forces and non-state armed groups used dozens of schools and universities for military purposes, particularly in the contested city of Taizz, and there was at least one case in which two children were recruited at a school. Context Fighting in Yemen began in 2011, as protest movements called attention to the need for stronger human rights protec - tions in the country and made other demands inspired by the Arab Spring movement across the Middle East and North Africa region. 2524 Following months of protests against his rule, President Ali Abdullah Saleh agreed to step down under the terms of a deal with the Gulf Cooperation Council. 2525 He stepped down in 2012, but the transitional process was aborted when fighting broke out in 2014. In September 2014, the Zaidi Shiite Houthi armed group (also known as Ansar Allah), who were allied with Saleh, took over the capital, Sana’a, and much of the country’s north. 2526 This violence escalated in March 2015 after a Saudi-led coalition, at the request of the internationally recognized gov - ernment of President Abdu Rabu Mansour Hadi, launched a military operation against the Houthis and the Saleh loyal - ists who were allied with them. 2527 Violent extremist groups like al Qaeda in the Arabian Peninsula and the local ‘IS’ affiliate also carried out numerous attacks against Houthi forces and the Hadi government in various cities.

It also provides an outline of the Panel’s findings and presents 15 recommendations to the Security Council and the Security Council Committee established pursuant to resolution 2140 (2014) to improve the implementation of the relevant measures.

These laws have mostly been investigated independently and are often perceived as disassociated matters. Here we present a large scale investigation about the connection between these two laws using population and GDP data from almost five thousand consistently-defined cities in 96 countries. We empirically demonstrate that both laws are tied to each other and derive an expression relating the urban scaling and Zipf exponents. This expression captures the average tendency of the empirical relation between both exponents, and simulations yield very similar results to the real data after accounting for random variations. We find that while the vast majority of countries exhibit increasing returns to scale of urban GDP, this effect is less pronounced in countries with fewer small cities and more metropolises (small Zipf exponent) than in countries with a more uneven number of small and large cities (large Zipf exponent).
