DearEduard, MrMayor, DistinguishedGuests, Dearfriends, I am delighted to be with you this evening, in these impressive surroundings of the Primacial Palace. Let me begin by thanking you, Eduard, for your kind introduction. It has been a great pleasure workingwithyou. Overtheyears,Ihavebeenimpressedbyhowyouhaveusedyourdiplomaticskillstogreateffect, advancing both Slovak and wider European interests. In particular, Iwant to pay tribute to your terrificworkasaSpecialEnvoyofUNSecretaryGeneralforthe. Iamalsogladtobeamongfriendstonight,inacountrywhichdemonstratesthathardworkpays off,asdodetermination,perseveranceandresponsibility. TheeffortofSlovakia'scitizensandleadershasbeenremarkable.Andsotoohavebeentheresults. I have twice visited Bratislava as SecretaryGeneral of NATO, in 1996 and 1998. Every time I comeback,Icanfeeltheenormousprogressthatyourcountryhasmade,inashortperiodoftime. Today, Slovakia is a dynamic country economically. And a firm part of the European family politically. Dear friends,wearemeetingat acrucialtime.Frommypointofview,thecase forEuropeisa strongasever. Butwehavetoacknowledgethatadegreeofconfusion,selfdoubtand,yes,scepticismhasspread aboutthevalueandfuturedirectionofourUnion. I find this mood surprising. For we have been rarely been more successful. We have achieved a great deal in recent years. Enlargement of course. But also the and the progressive developmentofacommonforeignandsecuritypolicy.Icouldnamemore. Inaddition,whenItravelaroundtheworld,Iseethatthedemandfor'Europe'isenormous.The worldrespectsusandlookstousforhelp. ManyregionsseeEuropeanintegrationasasourceofinspiration.Aroundtheworld,peoplecallfor ourassistance,forourpresenceandforouraction. To those inside Europe who doubt the rationale of European integration, I would say: look at Slovakia.YouareanexcellentexampleoftheEuropeanUnionbeingamagneticpole,withhuge transformativepower. Like the other new member states, you have successfully overhauled your entire system of governanceandadministrationtogetreadyformembership.

You have made the hard choices. Our role has been to offer advice and support. Together , we broughtaboutanincrediblesuccess:thereunificationofourcontinentthroughtheentryintothe EuropeanUnionof10newmemberstates. I am a strong supporters of enlargement. I see it both as a historic necessity and a historic achievementfornewcomersandoldmemberstatesalike. Itisnotoftenininternationalaffairsthatwedevelopastrategywhichissoprincipledintermsof valuesandsosuccessfulintermsofoutcomes.Itwouldbeshortsightedandwrongtostopusing enlargement'stransformativepotential. RomaniaandBulgariaaresettojoinussoon.CroatiaandTurkeyhavejuststartedtheiraccession negotiations.Andasyouknow,ourgoalistohaveallBalkanstateseventuallyentertheEuropean Union. Enlargementisahugesuccess,politicallyandeconomically.Butitisnotcostfree.Themaincostis thatwehavetoadjust. We do have a more diverse Union where interests and perspectives sometimes diverge. It is our collectiveresponsibilitytoensuretheEuropeanUnion'scontinuedcapacitytoact. Moreover,enlargementcannotbeouronlyproject.Peopleexpectmorethananopenmarketanda regionalstabilizationproject. OnethingpeopleexpectisastrongerEuropeanroleontheinternationalstage.Alltheopinionpolls sayso.Anditislogicaltoo. Oursisaglobalisingworld.Itoffersmanyopportunitiesformillionstobettertheirlives.Butisalso oneofdiffusethreats,whichnoonecantacklealone. The 'death of distance' has meant that events in distant places directly affect our security. New powersChina,India,SouthAfrica,Brazilandothersareemergingfast. Notjustaseconomiccompetitorsbutalsoasmajoractorsonthegeostrategiclandscape.Justlook attherecentdebatesonandSudan. Itisfancifultothinkthatthereisafutureinplayingnationalcardsinthiskindofcontext.Onlyby actingtogethercanweEuropeansexertmeaningfulinfluenceonkeyglobaltrendsandissues. Ourpublicsunderstandthisverywell.IndeedtheyinsistthatEuropeshouldplayitsfullroleonthe strategicissuesoftodayandtomorrow.Myviewisthatwehavenochoicebuttoheedthiscallfor action. ThegoodnewsisthatinrecentyearswehavemadealotofprogressinbuildinguptheEuropean Unionasaglobalactor.Themostsignificantchangeishowmuchwehavegrownuppoliticallyand operationally. Wemovedfromissuingdeclarationsafter theevent,toinfluencingeventsinrealtime . Wehavealsobuiltupwhatwelackedandneeded:asetofcivilianandmilitarycapabilities;new structuresanddecisionmakingmechanisms;plustheexperienceofjointoperationsandexercises.

Atpresentweareconductingalargenumberofcrisismanagementoperationsindifferenttheatres. In the Balkans, we have missions in BosniaHercegovina and the Former Yugoslav Republic of Macedonia.InAfricaweareactiveintheDemocraticRepublicofCongoandsupportingtheAMIS IImissioninSudan/Darfur. IntheMiddleEast,weareengagedinIraqandPalestine.WearenowevenpresentinAsiathough theAcehMonitoringMissioninIndonesia. Sothescopeandreachofourcrisismanagementactivitieshasexpandedenormously.Morethan that,ourpresenceonthegroundisgivingusapositivepoliticalpayoff. Foryears,wehadbeenspendinglargesumsofmoneywithoutexertingmuchpoliticalinfluence. ThatwasourAchillesheel.Thisisnowchanging,forthebetter. Letmebeclear:whatwearedoingisnotaboutreplacingNATO.Norisitaboutmilitarisingthe Union.Itisabouteffectivecrisismanagement.AboutincreasingtheroleoftheEuropeanUnionas apromoterofstabilityandsecurity. Therationaleisdouble:toadvanceourinterestsandprotectourcitizens.Butalso,andIinsist,to haveEuropeactasaforceforgoodintheworld. Ifwefollowthispath,transatlanticrelationswillstrengthen. Simplyput,bybecomingastrongerandmorecapableinternationalactor,wewillbeabetterpartner fortheUnitedStates. TheBalkansareagoodcaseinpoint.Throughourconcertedefforts,withtheUSandNATO,we have ensured that the stability of the region is no longer threatened by the outbreak of a major conflict. TenyearsafterDayton,allcountriesaremovingclosertotheireventualdestination:entryintothe EuropeanUnion. Butmanydifficultchallengesremain: ● Making sure that the transition process becomes more driven by domestic forces rather than outsideactors. ●Handlingthedelicatenegotiationsover'sstatus. ●Managingthelikelyreferendumon'sindependence. TheBalkans,morethananyotherregionintheworld,areanEUresponsibility.Weneedaregional andcomprehensiveapproach,mobilisingallourinstruments. Thiswillinvolvealotofhardwork.Butonethingisclear:wecannotaffordtofail. TheBalkansareimportant.Sotooareotherregions.TaketheMiddleEast.Aswespeak,weare lookingintohowwecanrespondtoarequestfromtheIsraelisandthePalestinianstoplayaroleas thirdpartyattheRafahcrossingpointinGaza. WearealsoexpandingourengagementinEasternEurope.Forinstancewithourupcomingborder missioninMoldova/Transdnistria.

Ukraine is another good example. I remember vividly how, last year, I travelled to Kiev at the heightofthedemonstrations.AndIamgladthattheoutcomeweachievedwasbothpeacefuland democratic. This was EU foreign policy at its best: robust in its support for European values; staunch in its defenceofthedemocraticaspirationsofUkraine;openandfrankinourdialoguewithRussia,and effectiveincooperationbetweencapitolsand. Since those exhilarating days, we have made good progress with Ukraine. We have an adopted ambitiousactionplanwhichwenowneedtoimplement. Dearfriends, IfyoulookatthiskindofpoliticalinitiativeslikeUkraine.Ifyouaddthescopeandrangeofour crisismanagementoperations.Plusourhalfdozenspecialrepresentativespresentonthegroundin various trouble spots, along with the representatives on nonproliferation, terrorism and human rights. If you add all this up, you get a rough picture of what EU foreign policy is all about: conflict resolution,crisismanagement,tacklingthenewsecuritythreats andstandingupforourvaluesandinterests.That ,inshort,isEurope'sinternationalcalling. Letmemakeonefinal point.Noneofthisispossiblewithouttheactivesupportofallmember states.MymessagetoyouisthatSlovakiahasanimportantroletoplay. In our work in the Balkans, in Eastern Europe and elsewhere. By strengthening our crisismanagementcapabilities.ThroughyourroleasanonpermanentmemberoftheUNSecurity Council. Andbysendingexcellentpeople,likeJanKubiš,ourfirstEUSpecialRepresentativesforCentral Asia. We have many great things to do together.
