Luxembourg is one of the smallest countries in the EU, but it is also the wealthiest per capita. Following Italy and Latvia, Luxembourg is the third in this Presidency Trio, and will be the second full Presidency to work with the new Commission headed by compatriot and former Prime Minister Jean-Claude Juncker. Luxembourg is the seat of several major institutions such as the European Court of Justice, the European Investment Bank, and the Court of Auditors. Attitude toward the EU Luxembourg is one of the six founding members of the European Union and has historically played a key role in its formation. -

We shall not go into the details of that dispute. It will soon become the subject of either a compromise or a decision by the Court of Justice with which everyone will have to comply. What is interesting about this dispute is the institutional problem. Has Parliament acted ultra vires? Has the Council exercised its own powers properly? In addition, and above all, is there not a fundamental problem here, the problem of the authority which the European institutions have over the Member States? *** What we should draw attention to first of all is the malfunctioning of the Council of Ministers of the Community. -

Let me make just a few remarks, a few comments on behalf of the European Union. First, I told to him personally, as I said publicly the other day, that we want to congratulate the Montenegrin people. I want to say that, for us, the referendum has been free and fair, and the results very impressive, taking into consideration the very high percentage of turnout. So, for us, the question of the referendum is over, since the international institutions in which we trusted to analyse the behaviour of the electoral process have said that the referendum was free and fair. -

Quartet Statement
19 July 2007 STATEMENT BY MIDDLE EAST QUARTET The following statement was issued today by the Quartet (United Nations, Russian Federation, United States and European Union): The Quartet principals -- Russian Foreign Minister Sergei Lavrov, United States Secretary of State Condoleezza Rice, United Nations Secretary-General Ban Ki-moon, High Representative for European Foreign and Security Policy Javier Solana, Portuguese Foreign Minister Luis Amado and European Commissioner for External Relations Benita Ferrero-Waldner -- met today in Portugal to discuss the situation in the Middle East. They were joined by Quartet Representative Tony Blair. The Quartet reaffirmed its commitment to bring about an end to the Israeli- Palestinian conflict and to work to lay the foundation for the establishment of an independent, democratic and viable Palestinian State living side by side with Israel in peace and security, as a step towards a comprehensive, just and lasting peace in the Middle East, consistent with the Road Map and United Nations Security Council resolutions. The Quartet welcomed President [George W.] Bush’s 16 July statement renewing United States commitment to a negotiated two-State solution, and supported President Bush’s call for an international meeting in the fall. The Quartet looks forward to consultations as the meeting is prepared. The Quartet agreed that such a meeting should provide diplomatic support for the parties in their bilateral discussions and negotiations in order to move forward on a successful path to a Palestinian State. The Quartet welcomed the agreement by Tony Blair to be the Quartet Representative and discussed with him the urgent work that lies ahead. -

AT A GLANCE Council of Europe The Council of Europe (CoE) is the oldest of the intergovernmental organisations set up in post-World War II Europe, and the one that has the most member states. Since its creation in 1949, the CoE has shared strong links with other European organisations, such as the European Coal and Steel Community and the Organisation for European Economic Cooperation; it now has close links with the European Union. Over time, the CoE has specialised in human-rights promotion and in monitoring the effective implementation of the European Convention of Human Rights. However, the CoE has recently come under pressure due to allegations of internal corruption and a rise of illiberal tendencies in Europe; in response, it has embarked on a reform process. A historical introduction to the CoE After the Congress of Europe in The Hague in 1948, a number of European countries decided to create the Council of Europe. This organisation, of which Winston Churchill was one of the founding fathers, was committed to intergovernmental cooperation among European countries to promote peace and cooperation on the continent. Central and eastern European countries were also invited to join, but in the end refused to become members due to Cold War tensions. Over the decades, the CoE has cooperated with the European Coal and Steel Community (ECSC) and the Organisation for European Economic Cooperation (OEEC), as well as their successors (the European Communities/Union and OECD), and has gradually specialised in human rights and European cultural and scientific cooperation. As well as their interest in promoting European cooperation, the EU and the CoE share several symbols: Strasbourg is the seat of both the CoE and the European Parliament (which for many years also shared the CoE's debating chamber); both organisations have the same anthem and flag. -
