It can change the reality of our country » Okoko Nyumbaiza1 Collective cultural memory is often shaped through films, but in Congolese cinema, this concern for the past appears to be almost ab- sent. Does Congolese cinema really ignore the past ? Or is it rather obsessed with the present ? Congolese cinema has rarely addressed the erasure of pre-colonial civilizations caused by the colonial inva- sion, as Ousmane Sembène did in Ceddo (1977) or Med Hondo in Sarraounia (1986) did for West-Africa. Nor has it tried to compen- sate these erasures by producing a « calabash cinema » anchored in the precolonial rural world, as it happened in Malian or Burkinabe cinemas ; or expressed the need to investigate the past in order to define a way forward, as in the idea of Sankofa in Haile Gerima’s Ethiopian films. Congolese cinema has hardly made any attempt at producing a re-appropriation of Congolese history through forms of anticolonial cinema as it happened in Mozambique with the films produced by FRELIMO (see KuxaKanema, 2003), and even films produced during the Mobutu regime and influenced by its authen- ticity campaigns did not try to reconfigure the country’s past to ac- commodate the regime’s ideological orientations – except perhaps for Bokakala Nkolobise’s Bakanja, produced in 1989 by the Arch- diocese of Mbandaka-Bikoro. In making these interpretations, the fabric of popular song is shown to be a network of referents and associations with texts situated both within and outside of the song-texts. As polyphonic discourse, these vast range of textual and paratextual referents opens up various points of engagement between artiste, songtext and audience and in the process, the surplus meanings generated by both the poetry of the text and the referents embedded within it account for the significance of popular songs as concrete articulations that mediate the realities of modern Kenya. Through the six chapters that make up the core of the study we see the mini-dramas that are played out in the material conditions within which the songs are produced; in the iconographies that are generated by artistes' stage names and album titles; in the strategies of memory work that connect present-day realities to old cultural practices; in the soundtracks of urban spaces and in those of domesticated global cultural trends and finally, in the mediation of the antinomies surrounding the metanarrative of the nation and the realization of political transition.

However, there are no studies dedicated to the literary qualities of the song texts in stylistic, paremiological and thematic terms. In addition, when considering this body of music, the tenacious survival of oral traditions should be taken into account. Such traditions take in the vivid culture of the “eristic”, the art of dispute and energetic discussion, accompanied by satirical turns and more or less subversive circumlocutions. Finally, assert that what “purist” critics consider as “para-literature” (a rather deprecating term) is literature both in terms of its thematic and formal concerns.

    This is the version of the article accepted for publication in Journal of World Popular Music Vol. 4 (1) published by Equinox Publishing: https://journals.equinoxpub.com/index.php/JWPM/issue/archive Accepted version downloaded from SOAS Research Online: http://eprints.soas.ac.uk/23968/ Title: Valuing Tradition: Mali’s jeliw, European publishers and Copyright Author: Caspar Melville, SOAS University of London The issue of how copyright works for the musical traditions of Africa has been steadily growing in importance since the 1990s, pushed to the fore by the increasing visibility of African artists in the world music market, the neoliberalisation of African economies that is pushing IP issues into the centre of state creative industry policies, the ubiquity of illegal forms of reproduction, physical and increasingly digital and the processes by which immaterial goods and cultural traditions are becoming reimagined as commodities. Recent scholarly discussions of this issue moves the debate significantly beyond the simple notion of copyright as a Eurocentric imposition on vulnerable African cultural heritage and instead considers how IP issues are addressed differentially in specific local contexts across sub-Saharan Africa. This article examines these issues in relation to how Mali‟s Mande griots (“jeliw”) work with European publishers. Based on a series of sixteen interviews with jeli musicians and European publishers and others in the world music industry, its main finding is that while it is necessary to reconsider what we mean by composition in relation to Mali‟s Jeliw and their musical practice, copyright can and is being adapted by publishers working with traditional musicians to provide much needed revenue to jeli composers and plays a role in sustaining a vital, but vulnerable, tradition.
