1. Introduction

Energy experts from City of Espoo visited Tampere on 13th March, 2013. There were discussions related to energy use in city planning, followed by a visit in the Vuores district. Tampere’s energy experts visited Espoo on 13th August, 2013, with similar issues.

The collaboration was made with City of Espoo as they are advanced in their level of energy related working, and the city has a similar size as Tampere.

The starting point for the discussions was that the CASCADE project has been involved in energy work done in the City of Tampere. The co-learning possibilities Tampere had previously experienced in CASCADE was described for Espoo.

3. The advice-giving

3.1. The peer advice city:

Espoo has 250,000 inhabitants and is located in the metropolitan area. The collaboration between Tampere and Espoo has been quite occasional previously.

Espoo is member of the Covenant of Mayor and it has a SEAP. They are quite ambitious and do a lot of climate work in different fields of city development.

The peer advice topics were related to the use of renewable energy in city planning and building energy efficient districts. Espoo is enhancing their solar and geothermal energy map that can be used in city planning, as well as being used by ordinary people when deciding to use renewable energy in housing.

3.2. First peer advice visit

The CASCADE project was presented in the first peer advice visit that was held in Tampere. During that meeting, there were also discussions on the peer-to-peer learning methods that had previously been done in Tampere. Overall, the methods seemed to be quite a good tool to improve quality of work being done, as well as finding the missing parts in climate policies. However, within a city the process of starting to use new tools is always quite slow, and it is possible that Espoo will find other ways of improving their climate work.

The use of renewable energy was the main topic. Mostly, it was discussed how to use renewable energy in city planning more efficiently. The problem is that in most cases individuals have the key role of implementing new renewable energy systems. There should be good incitements for individuals and the whole process should be kept as simple as possible. The CASCADE benchmark was used as an example of knowing the weaknesses.

3.3 Second peer advice visit

The advice was mostly done during discussions in separate visiting locations. The CASCADE benchmark shows the missing points and the discussions were related to those issues. The measuring will be sorted out later, as we will find a more accurate way of collaborating. Long- term activities will also be planned later.

4. Evaluation of the visit

The questionnaires were done afterwards. One person from both cities filled out the questionnaire. The discussions will continue later during this year.

5. Conclusions

- The most important challenges pointed out were related to limited time and resources and how to use them to maximise the results of the work. - Collaboration with different cities should be thematic, substantial and more used. - Peer advice should be done in the future but the way to do it is still one of the biggest questions due to resources and staff change. - There should be few cities that are partners and the collaboration should be stronger.

ACTION PLAN Actions to be taken after the 1st peer advice visit National collaboration in Energy related issues has been strengthened.

Ideas of using renewable energy maps in housing districts has been widely discussed and solar and thermal energy possibilities will be pointed out in many cases in the future.

Co-learning possibilities in urban planning process has been widely recognized.
