La coordinación de este módulo fue encargada al doctor Diego López Medina (Abogado de la Universidad Javeriana, LL.M. y Ph.D. en derecho de la Universidad de Harvard), profesor de derecho en las Universidades Nacional y de los Andes con la muy activa participación de servidores judiciales de todos los niveles. Mediante el trabajo colectivo de todos se definió el contenido y orien- tación del presente módulo. El módulo está destinado a que usted desarrolle aptitudes de auto-aprendizaje en los problemas relacionados con la interpretación y aplicación directa de la Constitución Política. El núcleo de desarrollo temático está expresado en varias unidades. Las dos primeras tienen como objetivo fundamental sensibilizar a los operadores judiciales en los problemas culturales más amplios que se relacionan con la interpretación de textos. Luego de estas unidades introductorias, el texto busca dar herramientas concretas de interpretación constitucional e investigación jurisprudencial. Estas herramientas se han juzgado fundamentales para la optimización, tanto en calidad como en cantidad, de las decisiones judiciales en las que se presentan cuestiones de derecho constitucional. El módulo está estructurado para que usted aprenda de manera activa y no simplemente pasiva. Las lecturas buscan que Ud. quede con inquietudes y no con certidumbres. Los ejercicios y talleres propuestos deben realizarse como parte esencial del proceso de auto-aprendizaje. El objetivo primario del módulo es que, al final, del mismo, Ud. tenga una visión más completa sobre el fenómeno de la interpretación constitucional y conozca con mayor claridad las sub-reglas constitucionales que especifican el sentido de la Carta Política. Ello requiere, como se verá, del aprendizaje de las tócnicas correctas de manejo e interpreta- ción de la jurisprudencia constitucional. Los talleres planteados en el módulo le darán la oportunidad de evaluarse personalmente, y le permitirá estar preparado para constituir, con otros magistrados y jueces, pequeños grupos de estudio participativo. Las reflexiones, comentarios y sugerencias que allí surjan sobre los ejercicios propuestos, pueden llevarse a los debates y discusiones que sobre este módulo se desarrollen en talleres presenciales de trabajo en grupos más grandes, con la conducción del facilitador. Para estos efectos le insinuamos elaborar un documento de estudio, donde incluya sus anotaciones, ejercicios y reflexiones sobre las unidades del módulo. xiii La aplicación de este módulo es de su responsabilidad. Todas las actividades académicas en que usted toma parte de manera individual y grupal, tendrán que reflejarse en su trabajo diario, en sus decisiones judiciales y en su participación en los eventos que sobre el tema programe la Escuela Judicial, entre los cuales está prevista la evaluación formal de los conocimientos adquiridos. Dentro de la metodología integral unificada, que constituye parte funda- mental del sistema de formación de facilitadores, aparecen muy claros los compro- misos de los formadores judiciales en el sentido de aportar sus conocimientos teóricos, su experiencia práctica y su espíritu de creatividad para promover el proceso de autoformación de sus pares en todos los distritos judiciales del país. El objetivo final de todos estos esfuerzos es lograr una actividad judicial culta, dinámica y en sintonía con el país y sus problemas. La calidad del derecho en Colombia depende de sus jueces y abogados, de sus decisiones y actitudes. La comunidad en general confía en que los procesos judiciales muestren, de la mejor manera, la verdadera cara de la justicia. xlv INTRODUCCIÓN JUSTIFICACIÓN GENERAL DEL MÓDULO El nuevo constitucionalismo colombiano, iniciado con el texto promulga- do por la Asamblea Nacional Constituyente de 1991, ha venido efectuando un cambio fundamental en el derecho colombiano: los textos constitucionales, y muy en particular aquellos en los que se consagran derechos fundamentales de las personas, se han convertido en principios y reglas directamente aplicables a todo tipo de conflictos jurídicos a resolver por los jueces y funcionarios administrativos en Colombia. En consonancia con desarrollos en el constitucionalismo de la segunda post-guerra, la supremacía directa de la Constitución colombiana se ha concedido como herramienta privilegiada de protección de derechos humanos fundamenta- les. Esta tendencia tiene uno de sus orígenes recientes en la expedición de la Ley Fundamental de Bonn de 1949. El artículo 1 de este texto normativo muestra con gran fuerza la necesidad de proteger celosamente los derechos fundamenta- les como reacción a los horrores que generó la Segunda guerra mundial.     Please provide footnote text CHAPTER 4 The Expansion of Christianity in Lycaonian Cities and Villages 4.1 Introduction The following survey of Christian inscriptions from Lycaonia and the adjacent region around Isaura and the lake region of eastern Pisidia forms the backbone of this study on the rise of early Christianity in Lycaonia. In each subsection of this chapter evidence attesting the presence of Christians in the cities and vil- lages of Lycaonia and adjacent areas is discussed and indicated on the accom- panying maps.1 In the selection of the material the authors decided to quote the full text of inscriptions that cannot with certainty be identified as Christian only by exception. Some of these inscriptions might well be Christian too. The documentation of “The Expansion of the Christian Religion” into Pisidia, Lycaonia and Isauria by Harnack in his Mission und Ausbreitung des Christentums includes only a few inscriptions and does not go beyond to AD 325.2 We expand his brief geographically orientated list of locations in which Christianity set foot into a full presentation of the available evidence. This survey shows how habitable space in Lycaonia and adjacent areas gradu- ally became Christianised. By the 5th century the church gained control over a vast area through the mechanism of bishops ruling the cities and their ter- ritories. The survey is organised around the major cities and their regions, starting with a brief description of the location and overviews of the ancient testimonies to Christianity referring to the city or its territory. Apart from the Lycaonian locations of Paul’s mission mentioned (Iconium, Lystra and Derbe) or implied (Laodicea Combusta) in the Acts of the Apostles, which “cities” or villages should be included under “Lycaonian and adjacent areas”?3 For Strabo the easternmost town of Lycaonia was Coropassus, a fortified outpost (φρούριον).

In this context, information concerning the settlements of Paleolithic Age, Neolithic Age and Chalcolithic Age are given place. Particularly the settlements belonging to Classical Age are localized and brief information about the history of these settlements is provided. INTRODUCTION N Hittite texts, the overall region of Central Anatolia is I called “Luviya”. Hittites divided Anatolia into different geographical regions. It is considered the name “Lukkuwaniya” used for Central Anatolia transformed into Lykaonia in process of time [1], [2]. In the region, following the archeological researches carried byy Solecki, Farrand, Kokten and French, areas which provide Fig. 1 Paleolithic settlements in the region Lykaonia Paleolithic materials has been determined and the main ones of these areas are as such: Kurtunini Cave in the west of Lake Sugla [3]. This cave is an important place in terms of providing the Paleolithic material. Another residence is Pinarbasi Cave which is within the boundaries of Adakale Village in Karaman and which is located near Hotamis Lake spring [3]. This cave is also an important localization providing Paleolithic materials. Tursunlu which is within the booundaries of Aksehir District in Konya city and which provides singular findings is an important localization [4].

Lykaonia adının ise, Hititler dönemindeki Lukka’dan kaynaklandı ğı kabul edilir. Antik yazarlarda Lykaonia’ya ili şkin olarak çok de ğişik sınır tanımlamaları verilmektedir. Bunun en önemli sebebi, bölgenin Da ğlık Kilikya, İsauria, Pisidia ve Kappadokia gibi yönetilmesi güç bölgelerin merkezinde yer almı ş olmasıdır. Romalılar, bütün Anadolu’da oldu ğu gibi Lykaonia için de dolaylı yönetimi tercih etmi şlerdi. Yerel ailelerden seçmi ş oldu ğu önderleri, yerli kültler arasındaki çözülme ve ayrılma e ğilimleri kar şısında destekliyorlardı. Augustus, Anadolu’nun orta ve güneyinde temel görevi çevredeki da ğ kabilelerine kar şı bekçilik etmek olan koloniler kurdu. The name Lycaonia is thought to originate from Lukka in Hittites times. The ancient authors describe various borders for Lycaonia. AN UNLIKELY LYCAONIAN CITY FOR PAUL’S MINISTRY Bob Wagner and Mark Wilson ([email protected] / [email protected]) Summary This article discusses Paul’s visit to Derbe contextually within the first journey as well as his subsequent visits to this minor Lycaonian city. It reviews the difficulty of earlier travellers and scholars such as Davis, Sterrett, and Ramsay to localise the site. The discovery of two inscriptions naming Derbe have more precisely situated the site, yet some ambiguity remains. Paul’s projected routes between Lystra and Derbe as presented in maps and atlases are reviewed. The authors’ autopsy of this area provides fresh insights into Paul’s route between the two cities. The article closes with a suggested reason why Paul visited Derbe on his first journey and thereby founded a community of believers there. 1. Historical Background Derbe was an unlikely city to be evangelised by Paul, for it was a minor settlement on a spur of the Southern Highway and apparently without a Jewish community. Derbe begins to feature in Greco-Roman history in the first century BC through the writings of various Greek and Latin authors. Located in southern Lycaonia (Fig. 1), the region was attached to the Attalid kingdom after the Treaty of Apamea (188 BC), then to the province of Asia after its founding in 129 BC, and finally to the province of Cilicia in the mid-first century BC.1 Whether the territory of Isauria included Derbe has been debated.     Observations on the Historical Geography of Roman Lycaonia Sviatoslav Dmitriev ONCERNING LYCAONIA not much evidence has survived from pre-Roman times.1 Neither Homer nor Herodotus refers to it. Xenophon seems to be the only Greek Chistorian before the second century B.C. who mentions this territory, and solely when discussing non-Greek affairs far from Hellas. Lycaonia became noticeable with the coming of the Romans: it figured prominently in the accounts of the Apamean peace treaty (188 B.C.), which gave Lycaonia to the Attalids, who controlled it till the end of their dynasty. After the sub- sequent revolt of Aristonicus was suppressed in 129, Lycaonia was given to the kings of Cappadocia. Soon afterwards, how- ever, Lycaonia is found as a district (eparcheia) under the control of the governor of the province of Asia. By the mid-first century B.C., the district of Lycaonia had been attached to the province of Cilicia, which was governed by Cicero in 51/0.
