This exhibit does not depict operations from the 14 airports in Riverside County Airport Land Use Compatibility Plan update. AIRSPACE STRUCTURE Since the advent of aviation, nations have established procedures within their boundaries to regulate the use of airspace. Airspace is broadly classified as either “controlled” or “uncontrolled” in the United States. The difference between the two categories relates primarily to requirements for pilot qualifica- tions, ground-to-air communications, navigation and traffic services, and weather conditions. Six classes of airspace have been designated in the United States. Airspace designated as Class A, B, C, D, or E is considered controlled airspace. Aircraft operating within controlled airspace are subject to vary- ing requirements for positive air traffic control. The airspace in Riverside County, as illustrated on Map 2, is constantly occupied by aircraft arriving and departing from other airports in the region. Frequently, overflights experienced in communities near Riverside County airports are not the result of operations at nearby airports, but from aircraft us- ing airports outside Riverside County. After the preparation of this plan, additional approaches have been established for aircraft arriving at Los Angeles International Airport. In anticipation of grading the related tracks and built portions of the project, the project anticipates 300,000 cubic yards of cut/fill. ISSUES OF RELEVANCE: The project site is located on what was previously a public-use airport owned and operated by Riverside County, consisting of one runway, taxiway, two small historic buildings, and a Beacon Tower in an historic World War II training airfield known as Desert Training Center. The remainder of the property is currently vacant, native desert land. The project is located in a rural area surrounded by agricultural uses; open, undeveloped space (natural lands); and low-density, scattered residential properties. The Desert Center Airport is located in a remote and sparsely populated portion of the county situated approximately midway between Indio and Blythe, and nearby the community of Lake Tamarisk. Three squadrons familiar to us all were formed at Kelly Field, Texas - the 55th, 77th and 79th Aero Squadrons. It is believed the first 78th Aero Squadron was also formed there. Only the 55th’s history would survive this initial formation to connect with the current squadrons. The Air Service hadn’t yet figured out what it would look like, so there were many fits and starts as the service grew. By September the three squadrons had their designations changed to Aero Construction Squadrons. On Sept. 17, 1917 the 55th Aero Construction Squadron was on its way to N.Y. for deployment to France.
