1 8 AFFECTED ENVIRONMENT AND IMPACT ASSESSMENT FOR 2 PROPOSED SOLAR ENERGY ZONES IN ARIZONA 3 4 5 8.1 BRENDA 6 7 8 8.1.1 Background and Summary of Impacts 9 10 11 8.1.1.1 General Information 12 13 The proposed Brenda Solar Energy Zone (SEZ) is located in La Paz County in west- 14 central Arizona (Figure 8.1.1.1-1), 32 mi (52 km) east of the California border. The SEZ has a 15 total area of 3,878 acres (16 km2). In 2008, the county population was 20,005, while adjacent 16 Riverside County to the west in California had a population of 2,087,917. The towns of 17 Quartzsite and Salome in La Paz County are about 18 mi (29 km) west of, and 18 mi (29 km) 18 east of, the SEZ respectively. The Phoenix metropolitan area is approximately 100 mi (161 km) 19 to the east of the SEZ, and Los Angeles is approximately 230 mi (370 km) to the west. 20 21 The nearest major road access to the SEZ is via U.S. 60, which runs southwest to 22 northeast, along the southeast border of the Brenda SEZ. The nearest railroad stop is 11 mi 23 (18 km) away. The nearest airports serving the area are the Blythe and Parker (Avi Suquilla) 24 Airports, both approximately 50 mi (80 km) from the SEZ, and neither of which have scheduled 25 commercial passenger service. The Sky Harbor Airport in Phoenix is 125 mi (201 km) to the 26 east, and Yuma International Airport in Yuma is 104 mi (167 km) to the south, of the SEZ. -

A PPENDIX I Countywide Airspace Usage Riverside County is within one of the busiest and most complex sections of airspace in the United States, handling over 4.3 million operations annually. To better understand the magnitude of these op- erations and complexities of this system, Map 1 depicts Instrument Flight Rule (IFR) operations for the six busiest airports in the area for a 24-hour period on January 26, 1996. This exhibit does not depict operations from the 14 airports in Riverside County Airport Land Use Compatibility Plan update. AIRSPACE STRUCTURE Since the advent of aviation, nations have established procedures within their boundaries to regulate the use of airspace. Airspace is broadly classified as either “controlled” or “uncontrolled” in the United States. The difference between the two categories relates primarily to requirements for pilot qualifica- tions, ground-to-air communications, navigation and traffic services, and weather conditions. Six classes of airspace have been designated in the United States. Airspace designated as Class A, B, C, D, or E is considered controlled airspace. Aircraft operating within controlled airspace are subject to vary- ing requirements for positive air traffic control. The airspace in Riverside County, as illustrated on Map 2, is constantly occupied by aircraft arriving and departing from other airports in the region. Frequently, overflights experienced in communities near Riverside County airports are not the result of operations at nearby airports, but from aircraft us- ing airports outside Riverside County. After the preparation of this plan, additional approaches have been established for aircraft arriving at Los Angeles International Airport. These new approaches were not included as part of the map development process for this plan. -

Federal Aviation Administration Finding of No Significant Impact (FONSI) and Record of Decision (ROD) For the Southern California Metroplex Project (SoCal Metroplex) August 2016 I. INTRODUCTION This document serves as the Federal Aviation Administration’s (FAA) Finding of No Significant Impact and Record of Decision (FONSI/ROD) for the Environmental Assessment for the Southern California Metroplex Project (SoCal Metroplex), August 2016, attached hereto and incorporated by reference. The FONSI/ROD has been prepared in compliance with the National Environmental Policy Act of 1969 (NEPA) (42 United States Code (U.S.C.) Section 4321 et seq.); implementing regulations issued by the Council on Environmental Quality (CEQ) (40 Code of Federal Regulations (CFR), parts 1500-1508); and FAA Order 1050.1E, Environmental Impacts: Policies and Procedures, effective March 20, 2006 (“FAA Order 1050.1E”). This FONSI/ROD is also used by the FAA to demonstrate and document its compliance with the several procedural and substantive requirements of aeronautical, environmental, programmatic, and other statutes and regulations that apply to FAA decisions on proposed actions. This FONSI/ROD is based on the information and analysis contained in the Final Environmental Assessment (Final EA) dated August 2016, attached hereto. 1 This FONSI/ROD: • Documents the FAA’s findings that the SoCal Metroplex Project will not have significant environmental impacts and explains the basis for those findings; and, • Approves certain Federal actions associated with the implementation of the Proposed Action. Implementation of the Proposed Action will result in no airport- related development, land acquisition, construction, or other ground disturbance activities. This new account, “Edina Veterans Memorial – A Lasting Tribute”, extends past the celebratory memorial envisioned in 2012, to the lasting memorial that now stands so serenely amidst the trees in Utley Park. EDINA’S LEGACY OF PATRIOTIC SERVICE Patriotic service and community support for men and women in uniform are deeply imbedded into the fabric of Edina’s rich history. Thousands of its citizens have honorably served in the Army, Navy, Marines, Coast Guard, Air Force or wartime Merchant Marine over the years. They did not do so alone. Behind each son or daughter in uniform were a loving family, caring friends, and a grateful community. Attracted by the excellent schools, parks, and other quality-of-life attributes, many other veterans took up residence – and continue to do so – in Edina after having served. Data derived from the most recent (2010) U.S. Census shows nearly one in seven (13.9%) of Edina’s adult men and women residents at that time had served in the military. -

1 9.4 RIVERSIDE EAST 2 3 4 9.4.1 Background and Summary of Impacts 5 6 7 9.4.1.1 General Information 8 9 The proposed Riverside East SEZ is the largest of the proposed SEZs in the six-state 10 study area, with a total area of 202,896 acres (821 km2). The SEZ spans a distance of about 11 45 mi (72 km) between the points farthest west and east, but it has an irregular shape with a large 12 excluded central area (see Figure 9.4.1.1-1). The eastern boundary of the site is about 6 mi 13 (10 km) west of the Arizona border. The western boundary abuts and surrounds a portion of 14 Joshua Tree National Park. The nearest towns with populations greater than 10,000 are Blythe, 15 located about 6 mi (10 km) southeast of the SEZ with a 2008 population of 21,727; and Indio, 16 located about 45 mi (72 km) west of the SEZ on I-10, with a 2008 population of 84,443. The 17 small town of Desert Center (2000 population of 150) is located at the far southwestern edge of 18 the SEZ, along I-10. 19 20 The SEZ is located in Riverside County in southeastern California. In 2008, the county 21 population was 84,443. The closest large cities are Moreno Valley, San Bernardino, and 22 Riverside (all located slightly more than 100 mi [161 km] west of the SEZ on I-10. The Interstate 23 runs east–west along the southern boundary of the SEZ.
