  • OPEN WORLD LEADERSHIP CENTER Annual Report 2004
OPEN WORLD LEADERSHIP CENTER Annual Report 2004 The President of the Senate The Speaker of the House of Representatives Dear Mr. President and Mr. Speaker: It is my pleasure to submit to you, on behalf of the Open World Leadership Center Board of Trustees, the Center’s annual report for 2004. When Congress authorized Open World in 1999 (then called the Russian Leadership Program), our immedi- ate task was to launch a large-scale exchange program that would bring emerging political and civic lead- ers from Russia to the United States on visits (preferably for the first time) to observe and experience our democracy, market economy, and civil society. With broad bipartisan support, led by Senator Ted Stevens, Congress created a unique pilot program, which was given independent status as the Open World Leadership Center in 2000. In 2003, Congress extended the reach of Open World professional and community-based exchange pro- grams beyond Russia. The Board then selected Ukraine, Uzbekistan, and Lithuania as its first pilot expansion countries. At the same time, Open World’s focus on Russia has continued: the program welcomed 8,800 cur- rent and future decision makers from all 89 regions of the Russian Federation from 1999 to 2004. Congress has used Open World both to combat negatively manipulated images of America and to help the development of democracy in the countries in which it operates. The participants and American hosts pro- filed in our 2004 report to Congress testify to the value of the professional and personal ties fostered by Open World. On behalf of the Board of Trustees, I express our gratitude for Congress’s support and for the generosity and warmth of our volunteer American hosts in more than 1,400 communities.

How to use the Atlas The Atlas has two map sections The Main Section shows the location of Russia’s intact forest landscapes. The Thematic Section shows their tree species composition in two different ways. The legend is placed at the beginning of each set of maps. If you are looking for an area near a town or village Go to the Index on page 153 and find the alphabetical list of settlements by English name. The Cyrillic name is also given along with the map page number and coordinates (latitude and longitude) where it can be found. Capitals of regions and districts (raiony) are listed along with many other settlements, but only in the vicinity of intact forest landscapes. The reader should not expect to see a city like Moscow listed. Villages that are insufficiently known or very small are not listed and appear on the map only as nameless dots. If you are looking for an administrative region Go to the Index on page 185 and find the list of administrative regions. The numbers refer to the map on the inside back cover. Having found the region on this map, the reader will know which index map to use to search further. If you are looking for the big picture Go to the overview map on page 35. This map shows all of Russia’s Intact Forest Landscapes, along with the borders and Roman numerals of the five index maps. If you are looking for a certain part of Russia Find the appropriate index map. These show the borders of the detailed maps for different parts of the country.

  • Russian Monotowns Delgir Maksimova [email protected]
Master Program in Economic Growth, Innovation and Spatial Dynamics Russian Monotowns Delgir Maksimova [email protected] Abstract: Monofunctional towns of Russia represent the extreme case of specialized settlements where the socio-economic development mostly or fully depends on the performance of one or a few town-forming enterprises. This phenomenon obtained attention after the Soviet Union collapse, which has resulted in worsening of the socio-economic situation in monotowns. However, since the 2000s the differentiation in the development among monofunctional towns was observed. What can condition such differentiation? In this study an attempt to provide a new perspective, through which monotowns can be studied. The analysis is done in the step- wise manner and based on the developed data matrix and taxonomy of monotowns. The article is devoted to a comparative demographic analysis of the cities of Russia and Kazakhstan in a cross-border area including four regions. The study is based on materials from the general population censuses and current statistical records and covers the period of 1989-2018. The research identifies a pronounced tendency of the population migration to the regional capitals with simultaneous depopulation of the other cities, peripheral border settlements in particular. Keywords: population, urban population, migration, regional capitals, citizens 1. Introduction The post-Soviet period for the territory of the former USSR was marked by the emergence of new socio-economic conditions that caused significant changes in urban space. In the context of a steady reduction in the number of the resident population of the regions, the transformations of cities that determine the future paths of their development are manifested clearly. The main demographic trends in the cities of Russia and Kazakhstan during the transition period include a decrease in the birth rate and an increase in the overall mortality rate, as well as an intensification of migration movements of the population.

Vorozheykina3, G. R. Yusupova4, A. N. Semenova5,6, A. E. Ilyin7 Abstract: The paper provides theoretical grounding and the directions for improving the economic efficiency of the regional feedstuff production. The study examines possibilities for implementing the strategy of diversified growth and development of the intraregional feedstuff market, including the terms of interaction between the large and micro-business inside the industry and cooperation of micro-business feedstuff manufacturers with agricultural production. The authors have developed the methodology for assessing the efficiency of feedstuff production, based on the aggregate estimation of the management organization, conditions for the development of feedstuff production and changes in the feedstuff production and livestock breeding industry. Keywords: Development of feedstuff production, institutional mechanism, method for efficiency determination. JEL Classification: L60, R10, O18, D61. 1I.I.
