    OPEN WORLD LEADERSHIP CENTER Annual Report 2004 The President of the Senate The Speaker of the House of Representatives Dear Mr. President and Mr. Speaker: It is my pleasure to submit to you, on behalf of the Open World Leadership Center Board of Trustees, the Center’s annual report for 2004. When Congress authorized Open World in 1999 (then called the Russian Leadership Program), our immedi- ate task was to launch a large-scale exchange program that would bring emerging political and civic lead- ers from Russia to the United States on visits (preferably for the first time) to observe and experience our democracy, market economy, and civil society. With broad bipartisan support, led by Senator Ted Stevens, Congress created a unique pilot program, which was given independent status as the Open World Leadership Center in 2000. In 2003, Congress extended the reach of Open World professional and community-based exchange pro- grams beyond Russia. The Board then selected Ukraine, Uzbekistan, and Lithuania as its first pilot expansion countries. At the same time, Open World’s focus on Russia has continued: the program welcomed 8,800 cur- rent and future decision makers from all 89 regions of the Russian Federation from 1999 to 2004. Congress has used Open World both to combat negatively manipulated images of America and to help the development of democracy in the countries in which it operates. The participants and American hosts pro- filed in our 2004 report to Congress testify to the value of the professional and personal ties fostered by Open World. On behalf of the Board of Trustees, I express our gratitude for Congress’s support and for the generosity and warmth of our volunteer American hosts in more than 1,400 communities.

    SELECTED WORKS OF CHOKAN VALIKHANOV CHOKAN OF WORKS SELECTED SELECTED WORKS OF CHOKAN VALIKHANOV Pioneering Ethnographer and Historian of the Great Steppe When Chokan Valikhanov died of tuberculosis in 1865, aged only 29, the Russian academician Nikolai Veselovsky described his short life as ‘a meteor flashing across the field of oriental studies’. Set against his remarkable output of official reports, articles and research into the history, culture and ethnology of Central Asia, and more important, his Kazakh people, it remains an entirely appropriate accolade. Born in 1835 into a wealthy and powerful Kazakh clan, he was one of the first ‘people of the steppe’ to receive a Russian education and military training. Soon after graduating from Siberian Cadet Corps at Omsk, he was taking part in reconnaissance missions deep into regions of Central Asia that had seldom been visited by outsiders. His famous mission to Kashgar in Chinese Turkestan, which began in June 1858 and lasted for more than a year, saw him in disguise as a Tashkent mer- chant, risking his life to gather vital information not just on current events, but also on the ethnic make-up, geography, flora and fauna of this unknown region. Journeys to Kuldzha, to Issyk-Kol and to other remote and unmapped places quickly established his reputation, even though he al- ways remained inorodets – an outsider to the Russian establishment. Nonetheless, he was elected to membership of the Imperial Russian Geographical Society and spent time in St Petersburg, where he was given a private audience by the Tsar. Wherever he went he made his mark, striking up strong and lasting friendships with the likes of the great Russian explorer and geographer Pyotr Petrovich Semyonov-Tian-Shansky and the writer Fyodor Dostoyevsky.

Non-resort inland regions are very specific. In those of them, where the space is large and the sphere of recreation is underdeveloped, it is impossible to measure the real values of these indicators in situ and in monetary terms. In this study is shows how to conduct a non-monetary assessment of ecosystem services (ESs) in atypical conditions of recreational water use (RW). To solve the problem in Siberia, an approach is proposed to assess the degree of satisfaction of the demand for water recreation by ecosystem proposals of the territory from the point of view of donor capabilities of the environment and its sustainability. Demographic and economic statistics, sociological Analytics, standards of permissible anthropogenic load on ecosystems are used as initial quantitative data for the calculation of supply and demand. The availability of recreational ESs is estimated in relative terms (percent) and shows the share of the resource potentially used by consumers from the available ecosystem supply. In three river basins with different socio-economic conditions and ecosystem proposals, a wide diapason of availability was revealed: 0.3-72.0% – on the coast and 1.0-369.1% – on the water area.

Based on the environmental monitoring materials of Joint-stock company "Sibir-Polimetally", as well as Altai State Technical University scientific research, an analysis was made of the ecological state of the surface waters of small streams in the south-west of the Altai territory: the Nikitikha, Krutishka and Korbolikha rivers. The main pollutants in these water bodies are identified. The research results are relevant for the Altai territory, where small watercourses in the area where industrial enterprises are located can be a source of pollution of large waterways, which are of great economic importance for the Siberian region. 1 Introduction The Nikitikha, Krutishka and Korbolikha rivers flow in the south-west of the Altai Territory (Russia). Krutishka flows into the Korbolikha river, the latter together with the Nikitikha river, are the tributaries of the Alei River, which, in turn, flows into the Ob River (Fig. 1). The main source of possible pollution of the Nikitikha river is Rubtsovsk Metall Processing Plant based in the Rubtsovsk district of Altai Krai.     INTERNATIONAL ELECTION OBSERVATION MISSION Russian Federation – Presidential Election, 18 March 2018 STATEMENT OF PRELIMINARY FINDINGS AND CONCLUSIONS PRELIMINARY CONCLUSIONS The 18 March presidential election took place in an overly controlled legal and political environment marked by continued pressure on critical voices, while the Central Election Commission (CEC) administered the election efficiently and openly. After intense efforts to promote turnout, citizens voted in significant numbers, yet restrictions on the fundamental freedoms of assembly, association and expression, as well as on candidate registration, have limited the space for political engagement and resulted in a lack of genuine competition. While candidates could generally campaign freely, the extensive and uncritical coverage of the incumbent as president in most media resulted in an uneven playing field. Overall, election day was conducted in an orderly manner despite shortcomings related to vote secrecy and transparency of counting. Eight candidates, one woman and seven men, stood in this election, including the incumbent president, as self-nominated, and others fielded by political parties. Positively, recent amendments significantly reduced the number of supporting signatures required for candidate registration. Seventeen prospective candidates were rejected by the CEC, and six of them challenged the CEC decisions unsuccessfully in the Supreme Court. Remaining legal restrictions on candidates rights are contrary to OSCE commitments and other international standards, and limit the inclusiveness of the candidate registration process. Most candidates publicly expressed their certainty that the incumbent president would prevail in the election. With many of the candidates themselves stating that they did not expect to win, the election lacked genuine competition. Thus, efforts to increase the turnout predominated over the campaign of the contestants.

The Thematic Section shows their tree species composition in two different ways. The legend is placed at the beginning of each set of maps. If you are looking for an area near a town or village Go to the Index on page 153 and find the alphabetical list of settlements by English name. The Cyrillic name is also given along with the map page number and coordinates (latitude and longitude) where it can be found. Capitals of regions and districts (raiony) are listed along with many other settlements, but only in the vicinity of intact forest landscapes. The reader should not expect to see a city like Moscow listed. Villages that are insufficiently known or very small are not listed and appear on the map only as nameless dots. If you are looking for an administrative region Go to the Index on page 185 and find the list of administrative regions. The numbers refer to the map on the inside back cover. Having found the region on this map, the reader will know which index map to use to search further. If you are looking for the big picture Go to the overview map on page 35.
