    OPEN WORLD LEADERSHIP CENTER Annual Report 2004 The President of the Senate The Speaker of the House of Representatives Dear Mr. President and Mr. Speaker: It is my pleasure to submit to you, on behalf of the Open World Leadership Center Board of Trustees, the Center’s annual report for 2004. When Congress authorized Open World in 1999 (then called the Russian Leadership Program), our immedi- ate task was to launch a large-scale exchange program that would bring emerging political and civic lead- ers from Russia to the United States on visits (preferably for the first time) to observe and experience our democracy, market economy, and civil society. With broad bipartisan support, led by Senator Ted Stevens, Congress created a unique pilot program, which was given independent status as the Open World Leadership Center in 2000. In 2003, Congress extended the reach of Open World professional and community-based exchange pro- grams beyond Russia. The Board then selected Ukraine, Uzbekistan, and Lithuania as its first pilot expansion countries. At the same time, Open World’s focus on Russia has continued: the program welcomed 8,800 cur- rent and future decision makers from all 89 regions of the Russian Federation from 1999 to 2004. Congress has used Open World both to combat negatively manipulated images of America and to help the development of democracy in the countries in which it operates. The Thematic Section shows their tree species composition in two different ways. The legend is placed at the beginning of each set of maps. If you are looking for an area near a town or village Go to the Index on page 153 and find the alphabetical list of settlements by English name. The Cyrillic name is also given along with the map page number and coordinates (latitude and longitude) where it can be found. Capitals of regions and districts (raiony) are listed along with many other settlements, but only in the vicinity of intact forest landscapes. The reader should not expect to see a city like Moscow listed. Villages that are insufficiently known or very small are not listed and appear on the map only as nameless dots. If you are looking for an administrative region Go to the Index on page 185 and find the list of administrative regions. The numbers refer to the map on the inside back cover. Having found the region on this map, the reader will know which index map to use to search further. If you are looking for the big picture Go to the overview map on page 35.     AgroSMART 2019 International scientific and practical conference ``AgroSMART - Smart solutions for agriculture'' Volume 2019 Conference Paper Efficiency of Cultivating Corn for Grain under Irrigation in the Prialeyskaya Steppe Alexander Davydov1, Ksenia Ermakova2, and Roman Gornostal1 1Altai GAU, Barnaul, Russia 2Altai SAI, Barnaul, Russia Abstract To assess the effectiveness of irrigation when cultivating corn for grain in the conditions of the arid Prialeyskaya steppe of the Altai Territory, an irrigation regime was developed to maintain pre-irrigation moisture at 60 and 70 % minimum moisture-holding capacity in the soil layer -- 0.5 m. Water with irrigation was used mineralization of 0.3 g/l, it lacked toxic salts. In 2015, the irrigation norm with an irrigation regime of 60 % minimum moisture-holding capacity was 2650 m3/ha, with a regime of 70 % minimum moisture-holding capacity -- 2850 m3/ha. In 2016, irrigation norms for irrigation regimes were 60 and 70 % minimum moisture-holding capacity of 2250 and 2450 m3/ha, respectively. In 2017, at the 60 % minimum moisture-holding capacity option, 7 Corresponding Author: irrigations were carried out, the irrigation rate was 2700 m3/ha.     Master Program in Economic Growth, Innovation and Spatial Dynamics Russian Monotowns Delgir Maksimova [email protected] Abstract: Monofunctional towns of Russia represent the extreme case of specialized settlements where the socio-economic development mostly or fully depends on the performance of one or a few town-forming enterprises. This phenomenon obtained attention after the Soviet Union collapse, which has resulted in worsening of the socio-economic situation in monotowns. However, since the 2000s the differentiation in the development among monofunctional towns was observed. What can condition such differentiation? In this study an attempt to provide a new perspective, through which monotowns can be studied. The analysis is done in the step- wise manner and based on the developed data matrix and taxonomy of monotowns. Introduction The post-Soviet period for the territory of the former USSR was marked by the emergence of new socio-economic conditions that caused significant changes in urban space. In the context of a steady reduction in the number of the resident population of the regions, the transformations of cities that determine the future paths of their development are manifested clearly. The main demographic trends in the cities of Russia and Kazakhstan during the transition period include a decrease in the birth rate and an increase in the overall mortality rate, as well as an intensification of migration movements of the population.

Ilyin7 Abstract: The paper provides theoretical grounding and the directions for improving the economic efficiency of the regional feedstuff production. The study develops a conceptual model of distributing management functions of feedstuff production between the regional authorities of state sectoral and economic management and the district level. The authors suggest the methodology for calculating potential capacity of intraregional feedstuff market, considering the demands of all categories of agricultural manufacturers. The study examines possibilities for implementing the strategy of diversified growth and development of the intraregional feedstuff market, including the terms of interaction between the large and micro-business inside the industry and cooperation of micro-business feedstuff manufacturers with agricultural production. The authors have developed the methodology for assessing the efficiency of feedstuff production, based on the aggregate estimation of the management organization, conditions for the development of feedstuff production and changes in the feedstuff production and livestock breeding industry.
