Pashchenko, A.A. Ushakov, A.S. Katunina The article presents the data on the health status, sanitary-hygienic conditions of living of the Altai Krai population. According to the laboratory tests conducted in terms of social-hygienic monitoring: there was performed the analysis of data on the state of air in populated areas of the region; there were determined leading chemical substances polluting the air in populated areas of the region, which could have influenced the health of population; there was given the characteristic and evaluation of risk for the population health. Key words: health status, air of populated areas, population under influence, chemical substances, cancerogenic, noncancerogenic risk for population health. When Congress authorized Open World in 1999 (then called the Russian Leadership Program), our immedi- ate task was to launch a large-scale exchange program that would bring emerging political and civic lead- ers from Russia to the United States on visits (preferably for the first time) to observe and experience our democracy, market economy, and civil society. With broad bipartisan support, led by Senator Ted Stevens, Congress created a unique pilot program, which was given independent status as the Open World Leadership Center in 2000. In 2003, Congress extended the reach of Open World professional and community-based exchange pro- grams beyond Russia. The Board then selected Ukraine, Uzbekistan, and Lithuania as its first pilot expansion countries. At the same time, Open World’s focus on Russia has continued: the program welcomed 8,800 cur- rent and future decision makers from all 89 regions of the Russian Federation from 1999 to 2004. Congress has used Open World both to combat negatively manipulated images of America and to help the development of democracy in the countries in which it operates.     INTERNATIONAL ELECTION OBSERVATION MISSION Russian Federation – Presidential Election, 18 March 2018 STATEMENT OF PRELIMINARY FINDINGS AND CONCLUSIONS PRELIMINARY CONCLUSIONS The 18 March presidential election took place in an overly controlled legal and political environment marked by continued pressure on critical voices, while the Central Election Commission (CEC) administered the election efficiently and openly. After intense efforts to promote turnout, citizens voted in significant numbers, yet restrictions on the fundamental freedoms of assembly, association and expression, as well as on candidate registration, have limited the space for political engagement and resulted in a lack of genuine competition. While candidates could generally campaign freely, the extensive and uncritical coverage of the incumbent as president in most media resulted in an uneven playing field. Overall, election day was conducted in an orderly manner despite shortcomings related to vote secrecy and transparency of counting. Eight candidates, one woman and seven men, stood in this election, including the incumbent president, as self-nominated, and others fielded by political parties. Positively, recent amendments significantly reduced the number of supporting signatures required for candidate registration. Seventeen prospective candidates were rejected by the CEC, and six of them challenged the CEC decisions unsuccessfully in the Supreme Court. Remaining legal restrictions on candidates rights are contrary to OSCE commitments and other international standards, and limit the inclusiveness of the candidate registration process. Most candidates publicly expressed their certainty that the incumbent president would prevail in the election. With many of the candidates themselves stating that they did not expect to win, the election lacked genuine competition. Thus, efforts to increase the turnout predominated over the campaign of the contestants.

Health tourism is a specific type of tourism with great prospects. Most people do not have time for long trips, but there is a great need for a change of scenery and restoration of strength. There are many examples when in the regions in order to improve health and relaxation, nearby areas are being developed. It is most promising to create programs for such tourism near existing resorts that have the necessary infrastructure and medical facilities, while individual client requests must be taken into account. It is proposed to research health tourism as a territorial tourist complex, which includes not only specialized infrastructure but also territories adjacent to resorts.

    How to use the Atlas The Atlas has two map sections The Main Section shows the location of Russia’s intact forest landscapes. The Thematic Section shows their tree species composition in two different ways. The legend is placed at the beginning of each set of maps. If you are looking for an area near a town or village Go to the Index on page 153 and find the alphabetical list of settlements by English name. The Cyrillic name is also given along with the map page number and coordinates (latitude and longitude) where it can be found. Capitals of regions and districts (raiony) are listed along with many other settlements, but only in the vicinity of intact forest landscapes. The reader should not expect to see a city like Moscow listed. Villages that are insufficiently known or very small are not listed and appear on the map only as nameless dots. If you are looking for an administrative region Go to the Index on page 185 and find the list of administrative regions. The numbers refer to the map on the inside back cover. Having found the region on this map, the reader will know which index map to use to search further. If you are looking for the big picture Go to the overview map on page 35. This map shows all of Russia’s Intact Forest Landscapes, along with the borders and Roman numerals of the five index maps. Kharlamova Abstract Natural conditions are important, constantly acting factors in the territorial organization of agriculture, which affect the efficiency of production. Among those, climate is the primary and most important factor. This paper deals with the spatio- temporal variability of the thermal regime and moistening conditions of the Kulunda steppe as an element of the South Siberian agro-steppe within the Eurasian steppe belt of the forest steppe and steppe natural zones. Interannual variability of climate has a great impact on agriculture. Better understanding and taking into account the factors of climate variability allows solving problems related to climate change. Reducing the vulnerability of various sectors, such as biodiversity, forestry and agriculture, to climate variability by raising awareness of policy, work methods and technology choices will in many cases reduce the long-term vulnerability of these systems to climate change.
