  • Balakovo OSART Report Final
    INTRODUCTION AND MAIN CONCLUSIONS INTRODUCTION At the request of the government of the Russian Federation, an IAEA Operational Safety Review Team (OSART) of international experts visited Balakovo Nuclear Power Plant from 19 May to 5 June 2008. The purpose of the mission was to review operating practices in the areas of Management organization and administration; Training and qualification; Operations; Maintenance; Technical support; Radiation protection; Operating experience and Chemistry. In addition, an exchange of technical experience and knowledge took place between the experts and their plant counterparts on how the common goal of excellence in operational safety could be further pursued. The Balakovo OSART mission was the 146 th in the programme, which began in 1982. The team was composed of experts from Bulgaria, China, Czech Republic, France, Germany, Hungary, Slovak Republic, United States of America and together with the IAEA staff members and observers from France and IAEA. The collective nuclear power experience of the team was approximately 280 years. Balakovo NPP is located on the left bank of the Saratov Reservoir of the Volga River 900 km South-East from Moscow. Balakovo NPP is part of the nuclear utility Rosenergoatom. The plant has four 1000 MWe VVER type units in operation. The units were commissioned in 1985, 1987, 1988 and 1993. The plant has 4450 employees. Following the request of Balakovo NPP and Rosenergoatom the OSART mission was conducted on unit 4 and common site systems. Before visiting the plant, the team studied information provided by the IAEA and the Balakovo plant to familiarize themselves with the plant's main features and operating performance, staff organization and responsibilities, and important programmes and procedures.

    OPEN WORLD LEADERSHIP CENTER Annual Report 2004 The President of the Senate The Speaker of the House of Representatives Dear Mr. President and Mr. Speaker: It is my pleasure to submit to you, on behalf of the Open World Leadership Center Board of Trustees, the Center’s annual report for 2004. When Congress authorized Open World in 1999 (then called the Russian Leadership Program), our immedi- ate task was to launch a large-scale exchange program that would bring emerging political and civic lead- ers from Russia to the United States on visits (preferably for the first time) to observe and experience our democracy, market economy, and civil society. With broad bipartisan support, led by Senator Ted Stevens, Congress created a unique pilot program, which was given independent status as the Open World Leadership Center in 2000. In 2003, Congress extended the reach of Open World professional and community-based exchange pro- grams beyond Russia. The Board then selected Ukraine, Uzbekistan, and Lithuania as its first pilot expansion countries. At the same time, Open World’s focus on Russia has continued: the program welcomed 8,800 cur- rent and future decision makers from all 89 regions of the Russian Federation from 1999 to 2004. Congress has used Open World both to combat negatively manipulated images of America and to help the development of democracy in the countries in which it operates. The participants and American hosts pro- filed in our 2004 report to Congress testify to the value of the professional and personal ties fostered by Open World. On behalf of the Board of Trustees, I express our gratitude for Congress’s support and for the generosity and warmth of our volunteer American hosts in more than 1,400 communities.

We analyzed the problems of water supply for the population of global scale and regional importance. A method for the electrolysis- structural activation of water oriented on the use of initial fresh rainwater or desalinated membrane technology of sea water in a mix with biologically purified household sewage waters. This method can be used on sea vessels, in arid regions of the planet, and in areas with saline groundwater. Activation of water is achieved by mixing biologically purified wastewater obtained by technology that ensures the quality of purified water at the level of requirements for release in a fishery pond and desalinated water (rainwater) or obtained by reverse osmosis in a ratio of their volumes not more than 10:1 1 Introduction Today, mankind has faced the most serious challenges and threats to the environmental safety of the environment during the entire historical period of its existence, among which the key is the violation of water balance on the planet.
