The city marketing is provided as the tool on attracting necessary economic resources for the current and strategic (innovative) city development. The problem resolution of innovative development is provided through application of cluster approach. Methods In article general scientific research methods such as dialectic knowledge method, analysis and synthesis of the historic and empirical facts, search of causes and effect relationships, factorial analysis were used. Results Recommendations about forming strategy of increasing the city economic safety by applying marketing technologies are formulated. Recommendations about promoting innovative activities using cluster approach are formulated. It is offered to strengthen development of city innovative and production clusters by a vigorous marketing activity. The basic principles of increasing the city economic safety, such as the successful marketing concept, balanced development of the market and public benefits (sectors) in the territory, promoting activities of local community through effective strategic management, development and program implementation of public and private partnership in the field of traditional and innovative business are revealed activity. Discussion Currently optimum marketing strategy for the city is not revealed. The system of factors ensuring high the city economic safety is unique for each territory. Well- known positive influence of strategic management on a city economy, including using marketing technologies. It is proved that cluster approach, active support of innovative activities and effective marketing will allow to increase the city economic safety. Closing statement Commercialization of innovative activities results and promoting interests of the city provides a marketing strategy. Combining various instruments of innovative and strategic planning is a basis of the modern city economic safety. Cluster approach to the organization of innovative social and economic system of the city will be most effectively realized by means of marketing technologies. The high the city economic safety as result is determined by such factor as successful implementation of the city marketing concept.     Leila Almazova Teaching Religion to Children in Contemporary Tatarstan: The Case of Islam DOI: https://doi.org/10.22394/2311-3448-2018-5-2-44-62 Leila Almazova — Department of Oriental, African and Islamic Stud- ies, Institute of International Relations, History and Oriental Stud- ies, Kazan (Volga Region) Federal University (Russia). leila_almazova @mail.ru This article is devoted to the problem of children’s instruction on Islam in the Republic of Tatarstan. Research is based on fieldwork in several rural districts and six cities carried out in June and July 2017, as well as on the analysis of curricula, textbooks, and publications on religious educational reforms. The study shows that the main factor in how re- ligion is taught in public schools is the multiethnic and multireligious composition of the population (54 and 44 percent of Tatar and Russian populations respectively). Of the six available modules for the study of religion and ethics, only two are taught in Tatarstan — Foundations of World Religious Cultures and Foundations of Secular Ethics. The remaining four — Orthodox, Islamic, Judaic and Buddhist Cultures — although widely taught in other Russian regions — are not utilized in the state schools of Tatarstan. This lack of religious instruction in pub- lic schools determines the intensity of children’s intrareligious educa- tion. The case of Islam shows the diversity of forms of children’s reli- gious education: religion is taught in Muslim kindergartens, in special courses that operate near mosques, in summer camps, discussions and meetings with imams and Islamic clergy at schools, regular courses of Islamic ethics taught by imams at schools, and at Uthmaniya, the private general-education school founded in Kazan by the Tatarstan Muslim Religious Board.

This article introduces the reader to the migrations that led to the formation of this group, and to the main cultural characteristics that determine the originality of the Eastern Udmurt. Their settling in the Bashkir lands took place due to the penetration of the Russian power in the Volga region, which happened in the sixteenth century through warfare that damaged the local population. They started to settle in more peaceful regions, and the migration was continued in the subsequent centuries, reaching the peak with the forceful Evangelisation of the eighteenth century. This culture is rich and original: it has retained many Udmurt features as the ethnic religion that is still alive, and has merged with Turkic features in several important aspects, such as language, costume, and music. This is the first part of a study that will continue with the observation of Eastern Udmurt organisations and the relation to their core territory, nowadays the Republic of Udmurtia. The most important prerequisite for achieving the main goal of the country's agro-industrial complex - ensuring its food security and efficient agricultural production - is the optimal location of its individual industries and production facilities by territorial units. The urgency of increasing the efficiency of agricultural production in general, and grain production in particular, has increased with Russia's accession to the World Trade Organization. The purpose of the study is to develop scientifically grounded proposals and practical recommendations to improve the efficiency of grain production location in the Republic of Tatarstan. The study's objectives: to reveal the economic essence of agricultural production location taking into account the main principles and influence of the main factors; to assess the current state of grain crop production location in the region; to develop the directions of grain production development at macro- and micro-economic levels. Abstractological, statistical-economic, calculation and balance methods of research were used in the work. In the article the criteria and indexes of level and efficiency of production placement are offered; the condition and tendencies of development of grain crops placement are analyzed; methodical approaches and project decisions on perfection of grain crops placement on the regional level are grounded.
