Planning Commission Staff Report AGENDA ITEM NO. 8.7 CITY OF ELK GROVE CITY COUNCIL STAFF REPORT AGENDA TITLE: Adopt a resolution authorizing the Finance Director to sell and dispose of surplus City property in the form of Police and Animal Services vehicles, law enforcement equipment, and transit buses MEETING DATE: September 22, 2010 PREPARED BY: Joe Simone, Purchasing Manager DEPARTMENT HEAD: Becky Carr, Finance Director RECOMMENDED ACTION: Staff recommends the City Council of the City of Elk Grove adopt a resolution authorizing the Finance Director to sell and dispose of surplus City property in the form of Police and Animal Services vehicles, law enforcement equipment, and transit buses. BACKGROUND INFORMATION: Under Elk Grove Municipal Code Section 3.42.310, the Finance Director has the authority to sell or otherwise dispose of all commodities and equipment that cannot be used by any department or that have become unsuitable for City use. This includes City property which has no commercial value or for which the estimated cost of continued care, handling, maintenance, or storage would exceed the estimated proceeds of sale. Further, these assets have fully depreciated and have no residual value. Sales procedures may include negotiated sales, acceptance of sealed bids, or public auction. 1 Elk Grove City Council September 22, 2010 Page 2 of 3 The subject City property to be disposed include: • Law Enforcement Vehicles: In 2006, the City of Elk Grove transferred the operation of police services from the Sacramento County Sheriff’s Department to a City department. During the transition, the City purchased seven used law enforcement sedans and one used van from Sacramento County. In addition, the City purchased three new law enforcement sedans from Elk Grove Ford and one used sedan from Palm Acres to supplement the sedans bought from the County. The 12 vehicles have reached the end of their service life based on years in service and/or mileage. These vehicles are equipped with emergency response equipment that must be removed prior to public sale. • Law Enforcement Motorcycles: In 2006, the City also bought two new police motorcycles from Elk Grove Harley Davidson to replace motorcycles returned to the Sacramento County Sheriff’s Department. The two motorcycles have reached the end of their service life based on years in service and/or mileage. The motorcycles are equipped with emergency response equipment that must be removed prior to public sale. • Animal Control Truck: In 2005, the City purchased a truck from Maita Chevrolet to provide animal care services. This truck has reached the end of its service life based on years in service and/or mileage. This truck is equipped with emergency response equipment that must be removed prior to public sale. • Transit Buses: In 2004, the City assumed responsibility for transit services from Regional Transit. In 2004 and 2005, the City purchased twenty-one (21) refurbished gas / hybrid transit buses from Complete Coach Works to begin e-tran service. In 2007, the City purchased twenty-five (25) used buses from South Coast Area Transit and one (1) bus from Akron (Ohio) METRO in order to expand local routes. These forty-seven (47) buses have been designated non-operative and/or have exceeded the life of their CNG tank, and/or have been stripped of all usable parts and used as donor vehicles for replacement parts. 2 Elk Grove City Council September 22, 2010 Page 3 of 3 FISCAL IMPACT: The proceeds from the sale or disposal of the surplus law enforcement vehicles and motorcycles, animal care truck, emergency response equipment, and transit buses, will be deposited into the Facilities and Fleet Internal Services Fund and Transit Fund, respectively. Resolution a. 2009 Surplus City Property List 3 ATTACHMENT 1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ELK GROVE AUTHORIZING THE FINANCE DIRECTOR TO EXERCISE THE SALE AND DISPOSAL OF SURPLUS CITY PROPERTY IN THE FORM OF POLICE AND ANIMAL SERVICES VEHICLES, LAW ENFORCEMENT EQUIPMENT, AND TRANSIT BUSES WHEREAS, in 2006, the City of Elk Grove purchased used law enforcement vehicles from the Sacramento County Sheriff’s Department when transitioning to a City run police department; and WHEREAS, in 2006 and 2007, the City of Elk Grove purchased new police vehicles from Elk Grove Ford to supplement the vehicles acquired from the County; and WHEREAS, in 2006, the City of Elk Grove purchased new police motorcycles from Elk Grove Harley Davidson to replace motorcycles returned to the Sacramento County Sheriff’s Department; and WHEREAS, in 2006, the City of Elk Grove purchased vehicles from Palm Acres to supplement the police fleet; and WHEREAS, in 2005, the City of Elk Grove purchased an animal care vehicle from Maita Chevrolet to provide animal care services to the citizens of Elk Grove; and WHEREAS, in 2004 and 2005, the City of Elk Grove purchased Gas / Hybrid Transit Buses from Complete Coach Works to begin e-tran service; and WHEREAS, in 2007, e-tran purchased used buses from South Coast Transit and Akron, Ohio to expand local routes; and WHEREAS, staff has designated eleven (11) law enforcement sedans, one (1) law enforcement van, two (2) police motorcycles, and one (1) animal care truck as surplus, as they have reached the end of their service life based on years in service and/or mileage, and forty-seven (47) transit buses as surplus, as they have been designated non-operative, and/or have exceeded the life of their Compressed Natural Gas tank, and/or have been stripped of all usable parts and used as donor vehicles for replacement parts; and WHEREAS, the law enforcement and animal care vehicles are equipped with emergency response equipment that must be removed prior to public sale; and WHEREAS, Elk Grove Municipal Code Chapter 3.42 specifies the terms and conditions for the disposition of surplus City property; and WHEREAS, the City of Elk Grove desires to surplus eleven (11) law enforcement sedans, one (1) law enforcement van, two (2) police motorcycles, and one (1) animal car truck, their emergency response equipment, and forty-seven (47) transit buses, and sell or dispose of the assets at fair market value. 4 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Elk Grove hereby authorizes the Finance Director, to exercise the sale and disposal of surplus City property in the form of eleven (11) law enforcement sedans, one (1) law enforcement van, two (2) police motorcycles, one (1) animal care truck, and forty-seven (47) transit buses, including the disposal of any associated emergency response equipment through sale to other law enforcement agencies, reuse by the City, or designated as unsalvageable, based on the needs of the City. The description of these items is shown in Exhibit A to this resolution, incorporated herein by this reference. NOW, THEREFORE, BE IT FURTHER RESOLVED that proceeds from the sale or disposal of the surplus sedans, van, motorcycles, truck, equipment, and transit buses, will be deposited into the Facilities and Fleet Internal Services Fund and Transit Fund, respectively.     HISTORICAL CALENDAR 2017Chicago Transit Authority A horse drawn omnibus, originally operated by the Citizen’s Line circa 1853, is displayed at West Shops at Pulaski and Lake. These early transit vehicles were quite primitive, barely just a notch above stagecoaches – little more than hard, wooden bench seats were provided on either side of very sparsely appointed coaches, with no heat, light, or other amenities. It is hard to believe that, from such humble beginnings, Chicago would one day have the second largest public transit system in North America, as it does today.
