BIOGRAPHY OF PHILIP BENJAMIN HEYMANN Philip Heymann is the James Barr Ames Professor at , Director of the Center for Criminal Justice there, and Professor at Harvard I s Kennedy School of Government where he directs the Program for Senior Managers in Government. He was Assistant Attorney General in charge of the Criminal Division of the u.S. Department of Justice from 1978-1981, Associate Watergate Special Prosecutor from 1973-1975, and, in the prior decade, held the following posts in the u.S. Department of State: Executive Assistant to the Undersecretary of State, Deputy Assistant Secretary of State for International Organizations, and head of the Bureau of Security and Consular Affairs. After clerking for Justice John Harlan of the U.S. Supreme Court he represented the U.s. government in the Solicitor General's Office from 1961-1965. As Director of the Center for Criminal Justice at Harvard, Professor Heymann has in recent years managed a number of projects designed to improve the criminal justice systems of countries seeking to create or preserve democratic institutions, including Guatemala, Colombia, South Africa, and Russia. He has written extensively on the subjects of management in government, combating corruption, and criminal justice and is co-author of a forthcoming book on strategies for dealing with terrorism. Professor Days has been married since 1966 to Ann Ramsay Langdon, an artist and writer. They have two daughters, Alison, a junior at Brown University, and Elizabeth, a high school junior in the New Haven Public School system.
