The Pacific Surfliner connects San Diego and San Luis Obispo, California via Los Angeles, making stops at 31 stations along the route. The Pacific Surfliner also has Amtrak Thruway Bus Connections from Fullerton to Palm Springs and Indio and from Los Angeles to Long Beach and San Pedro. It connects to three Amtrak Long Distance intercity passenger rail routes in Los Angeles- the Coast Starlight to Seattle, the Southwest Chief to Chicago, and the Sunset Limited to New Orleans. Numerous intercity and local bus connections are also available at each terminal location and at selected stations along the route.

State-funded corridor service, Operated by Amtrak, Governed by LOSSAN Rail Corridor Agency Following the signing of an interagency transfer agreement with the state of California in July 2015, the Los Angeles – San Diego – San Luis Obispo (LOSSAN) Rail Corridor Agency (Agency) assumed local control of the Pacific Surfliner. The Orange County Transportation Authority (OCTA), a member of the LOSSAN joint powers authority, provides day-to-day administration for the LOSSAN Agency, including management and staffing, marketing, capital project oversight, and direct management of the operating contract with Amtrak, to provide the service. The LOSSAN Agency is a joint powers authority formed in 1989 that works to increase ridership, revenue, reliability, and coordination of rail services along the corridor. The agency is governed by an 11-member board representing rail owners, operators and planning agencies from San Diego to San Luis Obispo. Local oversight of the Pacific Surfliner by the LOSSAN Agency is expected to enhance customer service, ensure efficient use of resources, and provide more effective decisions about train schedules, onboard amenities, capital projects, and service expansions similar to other services in the state such as the Capitol Corridor. HISTORY The Pacific Surfliner is the busiest state supported route in the Amtrak network. Operations along the route have been in place since Amtrak was originally created in 1971, however the main service route originally was only from Los Angeles to San Diego. The route’s name was changed from the San Diegan to the Pacific Surfliner beginning in April 2000. The service was later extended northward to San Luis Obispo to replace service originally provided by other Amtrak routes. On August 16, 2016, California State Transportation Agency (CalSTA) announced the award of $82 million in 2016 Transit and Intercity Rail Capital Program (TIRCP) grant funds to the LOSSAN Agency, representing the single largest award to any agency. The grant award includes $66 million to advance work on a number of high-priority capital improvements on the LOSSAN rail corridor, including the addition of more than five miles of new double track, replacement of five railway bridges, station and safety enhancements, and signal and switch upgrades. In November 2016, the LOSSAN Agency, the state of California, and BNSF Railway added two daily frequencies to the Pacific Surfliner service.1
