    © Lonely Planet Publications 94 Adriatic Coast If coastlines could enter an equivalent of the Eurovision Song Contest, the bookies would surely back the eastern Adriatic – and not just because of Balkan block-voting either. Like the Bay of Kotor, it’s the juxtaposition of mountains and sea that sends the spirit soaring, although unlike the bay it’s a less closed-in, sunnier vibe that’s engendered here and the water’s even clearer. Croatia may hog most of the coast but Montenegro’s tiny section packs a lot into a very small area (a bit like the country itself). Without the buffer of Croatia’s islands, more of Montenegro’s shoreline has developed into sandy beaches, culminating in a 12km continu- ous stretch leading to the Albanian border. Unsurprisingly, much of the nation’s determination to reinvent itself as a tourist mecca has focused firmly on this scant 100km coastal region. In July and August it seems that the entire Serbian world and a fair chunk of its northern Orthodox brethren can be found crammed into it. Avoid those months and you’ll find a charismatic clutch of small towns and fishing villages to explore. Living on the fault line between various civilisations, the people of the coast have forti- fied their settlements since ancient times. That legacy can be explored in the lively bars and shops of Budva’s Old Town, the surreal glamour of Sveti Stefan’s village resort, the ramshackle ADRIATIC COAST residences within Ulcinj’s fortifications and, most evocatively, the lonely and mysterious ruins of Haj-Nehaj, Stari Bar and Svač.

    MONTENEGRO Montenegro’s meandering coastline, backed by dramatic limestone mountains, gives on to the serene blue waters of the Adriatic. And while Croatia, to the north west, has grown in popularity, few Britons drive two hours down the coast from Dubrovnik to the ancient town of Budva. Founded by the Greeks in the fourth century BC, and then fortified during the Middle Ages, the town forms the heart of the “Budva Riviera”, which runs 22 miles from Trsteno to Buljarica, and is dotted with a series of sheltered coves and eight miles of sand and pebble beaches. Getting there Budva is 12 miles from Tivat airport, 40 miles from Podgorica airport and 60 miles from Dubrovnik airport, in Croatia. Alternatively, you can fly to Dubrovnik and drive down the coast to Budva. A five-minute stroll east along a narrow coastal path lie the pebble beaches of Mogren I and II. On the way, note the bronze sculpture of a ballet dancer, a symbol of Budva, performing a graceful arabesque as she gazes out to sea. Mogren I is backed by cliffs, and connected to Mogren II by a short tunnel. Skip Slovenska Plaza, a one-mile strip of greyish sand west of town, which is overlooked by restaurants and late-night bars, and is crowded with sunloungers. For more secluded bathing, head to the small island of Sveti Nikola (known to locals as Hawaii) by taxi-boat from Budva’s seafront promenade. Covered by pinewoods and fragrant Mediterranean vegetation, it has a few beaches and a restaurant. Best of all, you can rent a kayak and paddle around to the south side to reach several isolated coves.

    1. UVODNE NAPOMENE Skupština Opštine Budva je na osnovu Odluke o izradi Prostornog plana Opštine (Broj 001-453/1, od 09.02.2006. godine) i Odluke o izradi Generalnog urbanističkog plana Priobalnog pojasa Opštine Budva za Sektor: Budva–Bečići (001-454/1, 09.02.2006.godine), pristupila izradi ovih planskih dokumenata (u daljem tekstu: PPO i GUP). Nakon obavljenog tendera, izrada ovih dokumenata povjerena je AG Infoplanu iz Budve (u daljem tekstu: Nosilac izrade), a na osnovu ugovora broj 001-1903/1 (od 16.05.2006. godine). AG Infoplan je angažovao Institut za arhitekturu za urbanizam Srbije iz Beograda kao saradnika na izradi planskih dokumenata, prema posebnom ugovoru. Strategija razvoja, zaštite i uređenja Opštine Budva predstavljena je javnosti krajem oktobra 2006. godine. Nacrt plana je dostavljen na javnu raspravu i stručnu ocjenu aprila 2007. godine, nakon čega su u nacrt planskog dokumenta ugrađeni predlozi i mišljenja sadržani u stručnoj ocjeni. Predlog plana sastoji se od četiri poglavlja: • I STANJE, POTENCIJALI I OGRANIČENJA • II CILJEVI I MJERE PROSTORNOG RAZVOJA • III PLANSKA RJEŠENJA • IV PRIMJENA I OSTVARIVANJE PPO i GUP-a U prilogu teksta date su sintezne karte u razmjeri 1:25000, za područje PPO: • SINTEZNA KARTA 1 – POSTOJEĆE STANJE; • SINTEZNA KARTA 2 – PLANIRANA NAMJENA; • SINTEZNA KARTA 3 – INFRASTRUKTURNI SISTEMI; i • SINTEZNA KARTA 4 – REŽIMI ZAŠTITE.
