I am very grateful for the support that the FE Commissioner has received from yourself and the College during the Appraisal, and the steps you have taken to date to respond to the recommendations in my predecessor's letter of 22 April 2014. As you are aware, in light of the notification by the Skills Funding Agency that the College's financial health is inadequate, the FE Commissioner reviewed the position of your College between 17 and 28 March 2014. The FE Commissioner acknowledged the capacity and capability of the governance and leadership to deliver financial recovery in the short term, but concluded that the College could not continue to operate on its own. The FE Commissioner was asked to lead a Structure and Prospects Appraisal to determine the way forward for land-based provision in the area. This Appraisal was completed in September 2014. Introduction and Context Introduction 1.1 Warwick District Council is one of five district and borough councils within the county of Warwickshire. The district covers four towns; Leamington Spa, Warwick, Kenilworth and Whitnash, and numerous villages. The population served is almost 140,000. 1.2 In April 2012 the Council appointed Neil Allen Associates (NAA) to support them with delivering their vision of developing a long term strategy for the provision of indoor and built sports facilities within the district. The strategy will be used to guide the future provision and management of both new and existing indoor sports facilities in Warwick District in the context of national and regional policy and local sports development needs. 1.3 At the time of the NAA appointment a study of playing pitches was well-advanced by the Council and there was a desire for the indoor strategy to complement the emerging playing pitches strategy, in order to develop an overall strategy for indoor and outdoor sport across the district. This work subsequently stalled and has been picked up additionally by NAA as part of the process, thus ensuring an integrated approach will be developed.

BACKGROUND 2.1 In 2010 the Department for Education (DfE) announced that the National Strategy for PE and School Sport was to be discontinued and that any associated national funding would cease by July 2012. Some of this grant aid was later reinstated to fund a network of School Games Organisers although at a reduced level. For Bradford this reduced the grant aid from £1.5M per annum to £120,000 per annum. In Bradford, the nationally funded School Games Organiser network comprises five School Games Organisers, each providing three days per week of support to school games activity plus other related initiatives. The grant payable to each of the five local partners is circa £24,000 per year. The activity of three of the five School Games Organisers has been enhanced due to local initiatives with financial support from individual school budgets.

This means that NO Fri 18th Oct - Fri 25th Oct 19 skirts should be worn at all by any girls in any years. Please see full details below:- End of Autumn Term Pupils who attend school in incorrect uniform will be sent home to Wednesday 18th Dec 19 change All Staff will check regularly for the wearing of the correct uniform by pupils. The ISA is a set of tests used by international schools and schools with an international focus to monitor student performance over time and confirm that their internal assessments are aligned with international expectations of performance. Designed and developed by the Australian Council for Educational Research (ACER), the ISA reading, mathematical literacy and scientific literacy assessments are based on the Programme for International Student Assessment (PISA). PISA is developed under the auspices of the Organisation for Economic Cooperation and Development (OECD). Note that the ISA is not part of PISA and is not endorsed by the OECD. What is ACER? ACER is one of the world's leading educational research centres, committed to creating and promoting research-based knowledge, products and services that can be used to improve learning across the life span. ACER has built a strong reputation as a reliable provider of support and expertise to education policy makers and professional practitioners since it was established in 1930. The development of the ISA is linked to ACER’s work on PISA: ACER led a consortium of research and educational institutions as the major contractor to deliver the PISA project on behalf of the OECD from 2000 to 2012. What is PISA? PISA is a triennial international survey which aims to evaluate education systems worldwide by testing the skills and knowledge of nationally representative samples of 15-year-old students in key subjects: reading literacy, mathematical literacy and scientific literacy in order to inform national stakeholders about how well their education systems are preparing young people for life after compulsory education.
