All rights reserved. Preface This is the second edition of The A to Z Guide to Afghanistan Assistance. Our first edition was brought out one year ago at a time of great change in Afghanistan. At that time, coordination mechanisms and aid processes were changing so fast that old hands and new arrivals alike were sometimes overwhelmed by the multiplicity of acronyms and references to structures and entities that had been recently created, abolished or re-named. Eighteen months after the fall of the Taliban and the signing of the Bonn Agreement, there are still rapid new developments, a growing complexity to the reconstruction effort and to planning processes and, of course, new acronyms! Our aim therefore remains to provide a guide to the terms, structures, mechanisms and coordinating bodies critical to the Afghanistan relief and reconstruction effort to help ensure a shared vocabulary and common understanding of the forces at play. We’ve also included maps and a contact directory to make navigating the assistance community easier. This 2nd edition also includes a section called “Resources,” containing information on such things as media organisations, security information, and Afghanistan-related web sites. Another new addition is a guide to the Afghan government. As the objective of so many assistance agencies is to support and strengthen government institutions, we felt that understanding how the Afghan government is structured is important to working in the current environment. -

Discourses of narcotics, terrorism, and narcoterrorism have come to define the country and the current conflict. However, despite the prevalence of these dangers globally, they are seldom treated as political representations. This project theorizes danger as a political representation by deconstructing and problematizing contemporary discourses of (narco)terrorism in Afghanistan. Despite the globalisation of these two discourses of danger, (narco)terrorism remains largely under-theorised, with the focus placed on how to overcome this problem rather than critically analysing it as a representation. The argument being made here is that (narco)terrorism is not some ‘new’ existential danger, but rather reflects the hegemonic and counterhegemonic use of danger to establish authority over the collective identity. -

Conflict and Peacebuilding Observatory Nº 35 – November 2015 WORSENING AFGHANISTAN: As the conflict rages, the Taliban split and Islamic State acquires new prominence US military sources announced the dismantling of what was probably al-Qaeda’s largest training camp. Located in the district of Shorabak in Kandahar province, the camp covered 77.7 km2. Losses of territory to the Taliban in some districts have been offset by gains in others. In Helmand, an offensive lasting several months pitted Afghan forces against the Taliban for control of the districts of Marjah and Nad-e-Ali, where over 200 Taliban and 85 soldiers were killed, according to the provincial government. In Kunduz, Afghan forces recovered a base in the district of Dasht-e-Archi, but lost a district in the province of Badakhshan. Government forces confirmed that alongside the Taliban, over 1,300 foreign insurgents (Pakistanis, Tajiks, Uyghurs and others) participated in the battle of Kunduz. Furthermore, in Nangarhar, where there is a group loyal to Islamic State, over 30 insurgents were killed in drone strikes. The local provincial government has stated that around 200 university students there are linked to Islamist groups. In fact, Islamic State banners were waved during an anti-government demonstration. In Zabul, Islamic State executed seven members of the Hazara (Shia) ethnic group that it abducted in September. Among them were three women, the first to be victims of beheading. Their families carried their bodies to Kabul, where they were joined by thousands of people (20,000 according to some media outlets) in one of the largest protests ever seen in the capital. -

Attempts were made to train this force to European standards, using translated manuals, but the new organisation was never really implemented and the army collapsed early in the war against the British. Another attempt to create a regular army awas made in the 1880s and 1890s by Abdur Rahman Khan, with greater but still limited success, despite British subsidies. After the Third Anglo-Afghan war (1919) the army experienced a rapid decline, both because of huge budget cuts and of the internal conflict that climaxed in the 1928-29 civil war. The origins of the modern Afghan regular armed forces date back to the 1920s and 1930s, when the first serious (still not very successful) attempts to establish a disciplined military force were carried out. After virtually disintegrating during 1928- 1929, the army was re-built during the 1930s, under the leadership of king Nadir Shah. The military academy, in charge of educating the lower ranks of the officer corps, was established in 1932, while the top brass were trained in Turkey. By 1938 the Afghan army numbered 90,000 men, a size that would be maintained until the late 1970s. The police was instead a much smaller force of 9,600 men, based in the cities and towns. The Afghan Royal Air Force was created in 1924 and soon acquired its first bombers, whose potential in dealing with tribal revolts had become clear during the Third Anglo-Afghan war (1919), in which the intervention of the British RAF had proved decisive. -

This initiative is examining ways in which the international community may take greater collective responsibility for effectively assisting Afghanistan’s transition from a war-ridden failed state to a fragile but reasonably peaceful one. The program adds an internationalist and multilateral lens to the policy debate on Afghanistan both in the United States and globally, engaging the representatives of governments, international nongovernmental organizations, and the United Nations in the exploration of policy options toward Afghanistan and the other states in the region. Order Code RL30588 Afghanistan: Post-War Governance, Security, and U.S. Policy Updated October 15, 2008 Kenneth Katzman Specialist in Middle Eastern Affairs Foreign Affairs, Defense, and Trade Division Afghanistan: Post-War Governance, Security, and U.S. Policy Summary U.S. and outside assessments of the effort to stabilize Afghanistan are increasingly negative, to the point where top U.S. commanders say they are not sure the effort is “winning” and some partner commanders say the effort is being lost. U.S. and outside assessments emphasize a growing sense of insecurity in areas around Kabul previously considered secure, increased numbers of suicide attacks and civilian deaths, and divisions within the NATO alliance about total troop contributions and missions. Both the official U.S. as well as outside assessments are increasingly pointing to Pakistan, and particularly the new Pakistani government, as failing to prevent Taliban and other militant infiltration from Pakistan. Although available U.S. forces are short, the Administration is conducting a review of U.S. strategy, adding U.S. troops to the Afghanistan theater, consolidating the command structure for U.S. and partner forces, expanding the Afghan National Army, and attempting to accelerate development activities to increase support for the Afghan government. The Administration also has increased direct U.S. action against Taliban concentrations inside Pakistan. The central government is relatively stable, but it is perceived as weak, corrupt, and unresponsive to core needs, causing popular disillusionment. A key component of U.S. strategy is to try to compel the Afghan government to redress these deficiencies. Yet, Afghan officials point to progress in that the post-Taliban transition was completed with the convening of a parliament in December 2005, following parliamentary elections in September 2005. -

Forces Kingston, Ontario, K7K 7B4, Canada E-mail: [email protected], Phone: (613) 541 6000 Abstract Considering the seemingly perpetual problems in Afghanistan, this paper defines a new construct – the Common Afghans – and argues why it should be considered in strategic reflections and actions related to stability of this country. It tries to show that part of ill-performance in comes from the fact that the contributions of an important stakeholder “the Common Afghans” are ignored in the processes undertaken by international stakeholders in this country since 2002. It argues why considering the notion “Common Afghans” is helpful for achieving concrete results related to different initiatives undertaken in Afghanistan, by different stakeholders.
