March 17, 2014 DISEASE EARLY WARNING SYSTEM WER-10 (8th Yr) WEEKLY EPIDEMIOLOGICAL REPORT Summary: The surveillance data collected for this week report is from 8 -14 March 2014. Out of 378 functional Sentinel sites (SS), 378 (100%) have submitted reports for Week-10 of 2014. Out of a total of 305,464 consultations (132,113 male, 173,351 female) recorded in Week-10 of 2014, 32.2 % or 98,380 (47,536 male, 50,844 female) consultations were reported due to DEWS target diseases. Main causes of consultations this week were Acute Respiratory Infections (ARI) (28.9%) and Acute Diarrheal Diseases (ADD) (6.1%) from total clients in a continuing trend from the week before. 69 (44 male, 25 female) deaths resulted from Pneumonia, Diarrheal Diseases and Meningitis/Severely Ill Children, which includes 64 deaths (40 male, 24 female) caused by Pneumonia, no deaths caused by Diarrheal Diseases and 5 deaths (4 male, 1 female) caused by Meningitis/Severely Ill Children. In this reporting week, a Suspected Measles Outbreak reported from Paktya and Paktika provinces, a Rumor of Mumps Outbreak and a Suspected Measles Outbreak reported from Nangarhar province. Reports Received From Reporting Sites: As of March 14, 2014, 378 sentinel sites were functioning in eight epidemiological regions, in 34 provinces of Afghanistan. In this reporting week, 378 sentinel sites have sent their reports on new cases of DEWS target diseases recorded during the reporting week. Out of all events recorded in DEWS sentinel sites, 15 target diseases (priority diseases) are included in DEWS weekly epidemiological reports. Evalua on of the UNHCR Shelter Assistance Programme Final Dra The Maastricht Graduate School of Governance (MGSOG) is the Public Policy Graduate School of Maastricht University, combining high-level teaching and research. The institute provides multi-disciplinary top-academic training. Doing so, it builds on the academic resources of the different faculties at Maastricht University as well as those of several foreign partners. In January 2011, the School became part of the United Nations University, strengthening further its international training and research network while building on the expertise of UNU-MERIT the Maastricht based research institute of the UNU. One of the key areas of education and research is Migration Studies, where MGSOG has gained a strong reputation. Samuel Hall. We specialise in socio-economic surveys, private and public sector studies, monitoring and evaluation and impact assessments for governmental, non-governmental and international organisations. Our teams of field practitioners, academic experts and local interviewers have years of experience leading research in Afghanistan. We use our expertise to balance needs of beneficiaries with the requirements of development actors. This has enabled us to acquire a firm grasp of the political and socio-cultural context in the country; design data collection methods and statistical analyses for monitoring, evaluating, and planning sustainable programmes and to apply cross- disciplinary knowledge in providing integrated solutions for efficient and effective interventions. And the People Remain’ 186 Select Bibliography 190 PREFACE PREFACE The idea for this book arose from a visit to Kabul in March 1979 when it became immediately obvious that what was happening in Afghanistan bore little relation to reports appearing in the Western media. Further research subsequently reinforced that impression. Much of the material on which the book is based was collected in the course of my 1979 field trip which took me to India, Pakistan and the United Kingdom as well as Afghanistan and during a follow-up trip to India and Pakistan from December 1980 to January 1981. Unfortunately by then times had changed and on this second occasion the Afghan government refused me a visa. Texts of speeches and statements by Afghan leaders and other Afghan government documents have for the most part been taken from the Kabul Times, since these are in effect the official version. I have however taken the liberty where necessary of adjusting the syntax of the Afghan translator. The problem of transliteration is inescapable, and at the risk of offending the purists I have chosen what appears to be the simplest spelling of Afghan names and have tried to be consistent. -

The program adds an internationalist and multilateral lens to the policy debate on Afghanistan both in the United States and globally, engaging the representatives of governments, international nongovernmental organizations, and the United Nations in the exploration of policy options toward Afghanistan and the other states in the region. At the conference, there was a collective recognition of the unfolding impact of digitalization on various aspects of social, cultural, and political life in South Asia. We had a keen sense of how much things had changed in the South Asian mediascape since the introduction of cable and satellite television in the late 1980s and early 1990s. The CCC is the research arm of the National Security Affairs Department at the Naval Postgraduate School in Monterey, California. The views expressed here are those of the author and do not necessarily represent the views of the Naval Postgraduate School, the Department of Defense, or the U.S. Government. August 6, 2002 On June 24 the Afghan transitional government and administration of Hamid Karzai was installed during formal ceremonies in Kabul. Karzai had easily won the June 13 election at a national political assembly, or loya jirga. The loya jirga consisted of 1500 representatives, elected or appointed from 32 provinces, and debated the political future of Afghanistan over a seven-day period. The Karzai government is supposed to rule Afghanistan through 2003. During the ceremony, Karzai and his new cabinet took an oath in both major Afghan languages (Pashtu and Dari), vowing to "follow the basic teachings of Islam" and the laws of the land, to renounce corruption, and to "safeguard the honor and integrity of Afghanistan."[1] How successful they are in achieving these vows will be critical to the near term future of Afghanistan, its reconstruction, and possibly the stability of the entire region of Central Asia. This transitional government was the result of an Emergency Loya Jirga and part of the Bonn Agreement (of November-December 2001). Afghanistan's Parliament in the Making
The involvement of women in Afghanistan’s public life is decreasing. Attacks, vigilantism, and legal processes that contradict the basic principles of human and women’s rights are the order of the day. The security situation is worsening in step with the disenchantment E MAKING H arising from the lack of results and functional shortcomings of existing democratic structures. In the face of such difficulties, we often forget who should create the legal underpinnings for the power in Afghanistan: the women and men in parliament who are working to build a state in these turbulent times of transition.
