January 2019 www.drammenhavn.no 1 The Port of Drammen The Port of Drammen is one of Norway’s most effective transport hubs for handling cargo. As a cargo handling hub, the Port of Drammen is a transport and logistics hub for rail, road and sea transport. The Port of Drammen is an intermodal hub from which rail, road and sea freight can be reloaded efficiently and cost-effectively. A transport hub that is centrally located in the Østland region, with a customer base of 2 million people within a radius of 100 km. The Port of Drammen is one of Norway’s national transport network ports, and represents a key element in the infrastructure for facilitating environmentally friendly transport to and from the region. The Port of Drammen has for many decades been Norway’s largest port for importing motor vehicles, although today container, offshore installations, project cargo, steel, general cargo, and wet and dry bulk are also shipped via the Port of Drammen. Every week, the following ports on the European continent and in the UK are served by container and ro-ro carriers: Bremerhaven, Rotterdam, Zeebrugge, Southampton, Tyne, Esbjerg og Gøteborg. In 2008 the Norwegian Coastal Department completed deepening work in the Svelvik narrows, the fairway leading into the city of Drammen, and has invested NOK 150 million on upgrading work. Jernbaneverket (the Norwegian government´s agency for railway services) has in 2016 constructed 2.700 additional track capacity on Holmen. January 2019 REGULATIONS CONCERNING CALL CHARGES 4 REGULATIONS CONCERNING CALL CHARGES AT THE PORT OF DRAMMEN FOR 2019 1. Introductory provisions 1.1 Legal authority Call charges are determined in accordance with Act no. 19 of 17 April 2009 relating to Harbours and Fairways (Harbour Act) and regulations pursuant thereto. 1.2 Seaward area and payment of port charges The Port of Drammen’s seaward area covers the seaward areas owned by the municipalities of Drammen, Lier, Røyken, Hurum and Svelvik. Call charges are imposed on vessels, and constitute payment for the use of fairways, seaward areas and equipment that facilitates their passage. 1.3 Effective date The Regulations concerning call charges at the Port of Drammen were adopted by the Port Authority on 11th December 2018. The Regulations are effective on and from 1 January 2019. All rates are stated in Norwegian kroner (NOK) exclusive of value added tax (VAT). 2. Port charges 2.1 Basis of calculation Pursuant to the International Convention on Tonnage Measurement of Ships of 23 June 1969, call charges are calculated on the basis of a vessel’s gross tonnage. For oil tankers that are measured pursuant to the Tonnage Measurement Convention of 1969, the volume of segregated ballast tanks must not be included in the tonnage when calculating the size of the vessel under this paragraph if the volume of such tanks is clearly stated on the tonnage certificate. The provisions stated in IMO Resolution A.747(18) must also prevail. The tonnage measurement of vessels that have not been measured or that do not have a valid tonnage certificate will be determined by the Port of Drammen. a. Call charges are payable for each port of call made within the area in which the charges apply. However, the charge for multiple calls that are made within a 24-hour period will only be imposed once. b. With respect to vessels that make regular calls to the port, the Port Authority may decide to charge call charges for a specific number of calls per calendar month. A monthly charge may also be determined. c. Vessels which for the most part remain in the harbour and do not leave the area in which call charges are payable shall pay charges for use of the fairway and the harbour. This charge may be charged on a monthly or annual basis, and a distinction is drawn between vessels in regular traffic and vessels berthed in the port. 5 2.2 Exemptions from call charges The following vessels are exempted from payment of port charges: - Vessels that pass through the area in which port charges are payable without calling at a port. - Vessels that call at a port due to damage or in the case of an emergency and that do not load, unload or take passengers on board. - Rescue vessels and icebreakers performing rescue or icebreaking operations. - Norwegian Coastal Department vessels, in connection with work in fairways. - Training ships not engaged in commercial activities. - Naval vessels, both Norwegian and foreign. - Vessels not subject to tonnage measurement requirements, with a length overall of less than 15 m. The minimum size of a vessel subject to payment of call charges is 100 GT. 2.3 Schedule of call charges Port charges are payable according to the following rates: On the first 1000 GT NOK 0.74 On the next 2000 GT NOK 0.40 On the next 2000 GT NOK 0.12 On the next 5000 GT NOK 0.06 On the next 10000 GT NOK 0.05 On the next 10000 GT NOK 0.05 On the next 20000 GT NOK 0.04 On the next 50000 GT NOK 0.04 2.4 Discount A discount of 30% on call charges is offered for weekly calls made by vessels that operate on regular routes and that carry passengers and/or cargo for the general public, and for pure car and truck carriers. By “regular call/week” in this schedule is meant shipping companies that make regular calls and that carry passengers and/or cargo for the general public. By “week" is meant the period between 00.00 on Mondays and 24.00 on Sundays. 3. Notification obligation, liability, etc. 3.1 Notification obligation The Port of Drammen may request copies of documents in order to comply with public statistics requirements or to provide a means of checking claims made by the Port of Drammen under these regulations. Port users and private quay owners are obligated to provide the Port of Drammen with the information necessary for calculating and collecting call charges. 3.2 Liability and criminal liability The shipping company is responsible for payment of call charges. Unpaid call 6 charges may give grounds for execution proceedings. Interest on overdue payment of call charges will be charged pursuant to Act no. 100 of 17 December 1976 concerning Interest on Overdue Payments, etc. Any claim which the Port of Drammen may have against a shipping company is secured by a lien on the vessel, under the rules pertaining to maritime liens in the Norwegian Maritime Code no. 39 of 24 June 1994. Failure to pay call charges will result in criminal liability. January 2019 TARIFFS 2019 8 PORT OF DRAMMEN − TARIFFS 2019 1. Description of the tariff system STATUTORY CHARGE Call charges are payment for use of the fairway in the seaward area of the Port of Drammen. The applicable provisions are contained in the Regulations concerning Call charges at the Port of Drammen 2016 (separate document). SECURITY CHARGE AND WASTE MANAGEMENT CHARGE A security charge is levied on the use of ISPS terminals (ISPS charge). Vessels calling at the Port of Drammen must pay a waste management charge (ship waste disposal). USE OF PORT INFRASTRUCTURE Infrastructure charges are payments for use of the quays, quay areas, cranes and other plant and equipment belonging to the Port of Drammen. The follow price categories are included in this group: Quay charge: payment for use of quays. Goods charge: payment for use of quay areas for short-term storage of goods during loading/unloading. Crane charge: payment for use of harbour cranes. GOODS AND SERVICES The Port of Drammen offers a variety of goods and services. 2. Security Charge and Waste Management Charge Currently valid ISPS charges and waste management charges (ship waste disposal) at the Port of Drammen. All prices are stated exclusive of VAT. The others are published by the Norwegian Police Security Service (PST), the Norwegian Intelligence Service (NIS) and the Norwegian National Security Authority (NSM). The PST’s primary responsibility is to prevent and investigate crimes against national security. The PST’s annual threat assessment discusses situations, usually in Norway, that could affect Norwegian security and damage national interests in the coming year. These include threats from state actors in the form of foreign intelligence services, their current intelligence targets and the services’ operational patterns in Norway. The assessments also deal with threats from non-state actors, especially threats of politically motivated violence by extremist groups or individuals. The assessments have a time horizon of one year and are published in the first quarter. The NIS’s primary task is to warn of external threats and support the development of Norwegian security, foreign and defence policy. The service publishes an annual assessment of the international situation and foreign threats of significance to Norway and Norwegian interests.

    Rural Infant Mortality in Nineteenth Century Norway1 Gunnar Thorvaldsen uch previous research on the Norwegian mortality decline has focused on specific localities, employing databases with linked microdata. One Mgood choice is Rendalen, a parish on the Swedish border, representative of the world record low Norwegian mortality rates. The focus on the role of women, given their access to more abundant material resources towards the end of the eighteenth century, is a most interesting explanation for the declining level of infant mortality.2 Another well-researched locality is the fjord-parish Etne, south of Bergen, where infant mortality was significantly higher – also an area where the role of women is highlighted. More recent studies have been done on Asker and Bærum, south of Oslo, with infant mortality levels closer to the national average. The present article will not attempt to match these penetrating studies of well- researched rural localities, nor William Hubbard’s insights into many aspects of urban mortality.3 Rather it broadens the scope to include the whole country. My study is limited primarily to Norway’s sparsely populated rural areas, where 90 percent of the population lived in 1801, a figure that was declining towards 60 percent by 1900, when the national infant mortality rate (IMR) had fallen below ten percent.4 My basic aim is to track the development of infant mortality rates in Norway over time, and, where possible, to say something about regional differences in the proportion of children who died before they reached their first birthday.
