Sauveur Pierre Étienne L’énigme haïtienne Échec de l’État moderne en Haïti Les Presses de l'Université de Montréal L’énigme haïtienne l Échec de l’État moderne en Haïti la chute de la dictature des Duvalier, tous les espoirs étaient A permis: élections démocratiques, assainissement et moderni sation de l’administration publique, rationalisation de la gestion du pouvoir et renforcement des structures économique et sociale. Mais l’instabilité politique chronique, le marasme économique, l’anarchie et le chaos généralisé ont conduit à l’effondrement de l’État dans ce pays, qui est pourtant la première république noire au monde. En parcourant de façon originale l’histoire d’Haïti, de la coloni sation à nos jours, d’un point de vue sociopolitique, Sauveur Pierre Étienne explique les sources de sa non-évolution vers l’État moderne, de son sous-développement et de la succession de régimes dictatoriaux. Cet ouvrage, remarquable état des lieux de la société haïtienne, permet de comprendre les élites politiques, l’État et les rapports transnationaux de pouvoir (gestion de conflits, amalgame races/classes, relations entre Mulâtres et Noirs, etc.), enfin la dégradation des relations entre l’État et la société, relations qui ont fait échec à la construction d’un État moderne en Haïti. Sauveur Pierre Étienne, après des études de doctorat en science politique à l’Université de Montréal, est actuellement chercheur postdoctoral au laboratoire Genèse et transformation des mondes sociaux de I’ehess-cnrs, en France. Il est l’auteur de Haïti: misère de la démocratie (1999, L’Harmattan) et de Haïti: l'invasion des ong (1997, cidihca). -

Daniel Van EEUWEN, Professeur, Institut d’Etudes Politiques – Aix-en-Provence Résumé HAITI Mouvements populaires et Partis politiques (1986-1996) La restructuration manquée de l’ordre politique agonisant La chute de la dictature duvaliériste, le 7 février 1986, marque un véritable tournant dans l‘évolution politique du pays. La situation nouvelle qui en résulte est généralement analysée ou comprise sous l‘angle de l‘explication découlant du paradigme des transitions. Ce cadre d‘analyse s‘est révélé en tous points inadapté pour rendre compte des bouleversements enregistrés. Dès lors, la recherche d‘une explication alternative vient à se poser. Cette recherche tente d‘explorer cette voie. Et elle soulève un questionnement fondamental qui appréhende la crise haïtienne sous l‘angle de l‘épuisement de l‘ordre politique imposé lors de la première occupation américaine pendant la période 1915-1934. Le défi de cette restructuration du champ politique avait sollicité davantage le rôle et l‘action de deux nouveaux acteurs qui ont durablement émergé dans la vie politique du pays à partir des années quatre-vingt : les mouvements populaires et les partis politiques. -
