In 2001, creation of 3 neighborhood councils ...before the adoption of the « SRU » act in 2002, which mandates their creation in of over 50 000 inhabitants.

2001-2009Each neighborhood council consists of 21 councilors and represents about 8 000 inhabitants. It is renewed by quartier every year and presided by an inhabitant. Councilors have 3 main roles : - To bring to elected officials problems taking place on the field ; - To inform inhabitants and neighborhood users about the municipality’s projects ; - To participate in different consultations about current projects. In 2009, Paris 2nd arrondissement de Paris launches its Participatory Budget. With this procedure, neighborhood councils participated in the investment of :

September 2014 : the municipal team (elected in April) launches the first participatory budget of the of Paris.

- For this edition, the projects are proposed by the City directly ; - The vote takes places over 7 days, in September, in the Hall, on the Internet and in different places in Paris ; - 40 745 peoples voted, including 24 000 on the Internet ; - 20 million euros are allocated to 9 projects came top; - It emerges that urban gardens and vegetation are priorities for Parisians.
