OPENING PANDORA’S BOX David Cameron’s Referendum Gamble on EU Membership Credit: The Economist. By Christina Hull Yale University Department of Political Science Adviser: Jolyon Howorth April 21, 2014 Abstract This essay examines the driving factors behind UK Prime Minister David Cameron’s decision to call a referendum if the Conservative Party is re-elected in 2015. It addresses the persistence of Euroskepticism in the United Kingdom and the tendency of Euroskeptics to generate intra-party conflict that often has dire consequences for Prime Ministers. Through an analysis of the relative impact of political strategy, the power of the media, and British public opinion, the essay argues that addressing party management and electoral concerns has been the primary influence on David Cameron’s decision and contends that Cameron has unwittingly unleashed a Pandora’s box that could pave the way for a British exit from the European Union. Bruxelles, 11 novembre 2020 DÉCLARATION COMMUNE de députés européens sur l'approche à deux poids deux mesures de l'UE en matière de pesticides dangereux Nous, députés du Parlement européen, appelons la Commission européenne à interdire l'exportation de pesticides qui ont été interdits dans l'Union européenne (UE) en raison de leurs effets néfastes sur la santé et l'environnement, et à cesser d'importer des denrées alimentaires produites avec ces substances dangereuses en dehors de l'UE. L'UE possède certaines des lois sur les pesticides les plus strictes au monde et a déjà interdit ou strictement limité l'utilisation de nombreux pesticides susceptibles de causer de graves dommages à la santé humaine ou à l'environnement. Cependant, les entreprises restent libres d'exporter ces produits dangereux pour une utilisation dans des pays tiers. En outre, l'UE autorise également l'importation de denrées alimentaires produits avec des pesticides interdits. Exportations de pesticides trop dangereux pour une utilisation dans l'UE En 2018, les pays de l’Union européenne ont approuvé l’exportation de 81 615 tonnes de pesticides contenant des substances dont l’utilisation est interdite dans leurs champs en raison des risques inacceptables qu’ils présentent pour la santé humaine ou l’environnement. C'est ce que dévoile une étude publiée le 10 septembre 2020. Au total, 41 pesticides interdits dans l’UE ont été annoncés à l’exportation par une trentaine de sociétés depuis 11 pays membres. La plupart des exportations sont destinées à des pays plus pauvres comme l'Afrique du Sud, l'Ukraine et le Brésil.

It will also need to be updated based on political opportunities that arise in the upcoming months and years until the end of 2022. 1. Advocacy issue 1.1. Definition of the problem: what is the problem? What are the root causes? Who is affected? What are the implications? In a world filled with new threats and opportunities, the European Union, as an actor on the world stage, needs to consolidate relations with its closest partners. The EU is a power that seeks to safeguard its interests vis-à-vis other big players in international relations in full respect of international law and its own values. Ursula von der Leyen, presenting for the first time her College of Commissioners said “My Commission will be a geopolitical Commission committed to sustainable policies. And I want the European Union to be the guardian of multilateralism. Because we know that we are stronger by doing together what we cannot do alone". A significant change in the new EC set up is the replacement of the ‘Development’ Commissioner with a Commissioner for ‘International Partnerships’, and it is unclear whether this marks a linguistic or substantive change. The emphasis on ‘partnerships’ rather than ‘development’ potentially signals a shift away from traditional donor/recipient relations and in this context CONCORD (with its members) must influence the EC interpretation of “international partnership” making sure that it won’t be exclusively focused on business, trade, growth, investment relations but that instead it will prioritise the wellbeing of people and planet and the fight against inequalities, promoting clear commitments towards a fairer and more sustainable world.

The European Parliament Kristin Archick Specialist in European Affairs May 19, 2014 Congressional Research Service 7-5700 www.crs.gov RS21998 The European Parliament Summary Between May 22 and May 25, 2014, the 28 member states of the European Union (EU) will hold elections for the next European Parliament (EP). The Parliament is a key EU institution that represents the citizens of the EU. It works closely with the two other main EU bodies, the European Commission (the EU’s executive) and the Council of the European Union (also known as the Council of Ministers, on which the national governments of the EU’s 28 member states are represented). Members of the European Parliament (MEPs) serve five-year terms, and have been directly elected since 1979. The next EP will have 751 seats. Once limited to being a consultative assembly, the EP has accumulated more power over time. Experts assert that the EU’s latest effort at institutional reform—the Lisbon Treaty, which entered into force on December 1, 2009—has increased the relative power of the EP within the EU considerably. The EP now shares legislative power with the Council of Ministers in most policy areas, giving the EP the right to accept, amend, or reject the vast majority of EU laws (with some exceptions in areas such as tax matters or foreign policy). The Lisbon Treaty also gives the EP the power to decide on the allocation of the EU budget jointly with the Council, the right to approve or reject international agreements, and greater decision-making authority on trade-related issues.
