It is a company promoting sports and tourism with the aim of expanding the venues for tourists to enjoy the natural environment of Hokkaido through all kinds of outdoor activity such as rafting, Catskiing, cross-country skiing, snowboarding, and rock climbing. They are a key player in promoting local tourism. Japan SPOTLIGHT held an interview with Mr. Findlay.     Support for Workers Displaced in the Decline of the Japanese Coal Industry: Formal and Informal Support Naoko Shimazaki Waseda University Japan’s coal industry met its demise following a number of stages of restruc- turing under policies to change the structure of the energy industry. More than 200,000 coal mine workers were displaced from 1955 onward. The task of providing measures for displaced workers was recognized as an issue to be addressed at national level and such initiatives were considered to have con- siderable significance for the interests of society as a whole. This led to the development of substantial support systems of the kind not seen in other in- dustries, and comprehensive measures were adopted to cover not only reemployment, but also relocation, housing, and vocational training. However, fundamental issues faced by the unemployed were left unresolved. Formal support therefore in fact relied on the strength of individual companies and re- gional communities, and developed distinct characteristics. The insufficiencies of the formal support systems were compensated for by informal support based on personal relationships which were characteristic of the unique culture of coal mining. In particular, there was a strong sense of solidarity among fel- low mine workers. The support for displaced workers included not only finan- cial assistance, but also individual support, such as individual counselling and employment assistance provided by former coal mine employees acting as counselors. The labor unions played a central role in developing these measures. Such support was very strongly in tune with the workers’ culture generated within coal mining communities. I. Coal Policy and Measures for Displaced Workers in Japan The coal industry is a typical example of industrial restructuring in Japan.

Serious incident type : Vehicle damage, railway serious incident related with malfunction, damage, destruction, etc., effecting the safe train operation in the running gears, brake equipment, electric devices, coupling devices, train protection system, etc., of the vehicle, prescribed in Number 8, Clause 1, Article 4, of the Ordinance on Report on Railway Accidents, etc. Date and time : About 15:41.03, July 6, 2013. Location : In the premises of Yamasaki station, Hakodate Line, at around 89,926 m from the origin at Hakodate station, Yakumo Town, Futami District, Hokkaido. SUMMARY On July 6, 2013, the driver of the inbound Diesel Limited Express 5014D train, Limited Express Hokuto No.14 composed of 8 vehicles, starting from Sapporo station bound for Hakodate station of Hokkaido Railway Company, while operating in coasting at about 130 km/h in the premises of Yamasaki station, found that the engine indicator lamp was off, and stop the train. The driver checked the train and found the smoke emitted from under floor of the 4th vehicle, and found the fire above the engine. It was found that the upper part of the engine was damaged and the paint coated part of the body was partly burnt by the spattered combustible liquid that was considered to spatter from the damaged part of the engine. There were about 200 passengers and 4 train crews, i.e., the driver, the conductor and 2 cabin crews, were onboard the train, but no one was injured. PROBABLE CAUSES It is highly probable that the incident occurred by the following process.
